【摘要】：隨著海洋工程市場的持續(xù)回暖,新加坡和韓國船廠的訂單飽和,中集來福士憑借著豐富的海洋工程建造經(jīng)驗,有望獲得更多的市場訂單,但是研發(fā)設(shè)計能力不足,基礎(chǔ)管理薄弱也成為制約其發(fā)展壯大海洋工程裝備業(yè)的瓶頸。因此,中集來福士要想實現(xiàn)成為世界一流海工企業(yè)的目標,必須加強基礎(chǔ)管理,特別是加強風險管理。鉆井平臺建造項目具有建造周期長、工序復雜、技術(shù)要求高和投資金額大的特點,必然蘊含著各種各樣的風險。采購環(huán)節(jié)作為項目建造全過程的重要組成部分,其風險的影響程度對項目成敗有至關(guān)重要的作用。本文采用理論研究與實地調(diào)研相結(jié)合的方法,在查閱并學習國內(nèi)外學者發(fā)表的關(guān)于風險管理和采購風險管理相關(guān)理論的基礎(chǔ)上,多次深入“興旺”號鉆井平臺建造項目生產(chǎn)一線,提出了項目采購風險管理面臨的問題：同時采用定性分析與定量研究相結(jié)合的層次分析法對“興旺”號鉆井平臺建造項目采購風險進行評價。本文共分六部分。第一部分緒論,主要闡述了研究背景及意義,并通過文獻查閱法得到了國內(nèi)外關(guān)于風險管理和采購風險的主要研究現(xiàn)狀。第二部分介紹了建造項目采購風險管理的相關(guān)理論：采購風險的識別、評價和應(yīng)對。第三部分對“興旺”號鉆井平臺建造項目及其采購要求和流程做了詳細描述,并總結(jié)了采購風險的現(xiàn)狀。第四部分是文章的主體,“興旺”號鉆井平臺建造項目采購風險識別與評價。根據(jù)建造項目采購風險管理的相關(guān)理論,結(jié)合“興旺”號采購的現(xiàn)狀,對此項目采購各個階段的主要風險控制點進行詳細的闡述,構(gòu)造出采購風險評價指標體系,并運用層次分析法對“興旺”號采購風險進行評價,得到了采購過程中各項風險因素在整個采購風險中的權(quán)重和重要性排序。第五部分根據(jù)“興旺”號鉆井平臺建造項目識別出的采購各階段的主要風險控制點,提出了對應(yīng)的風險應(yīng)對措施,為企業(yè)最大限度地減少采購風險帶來的損失,保證項目按時、按預(yù)算交付提供了參考依據(jù)。第六部分總結(jié)全文,得出以下結(jié)論：將采購風險管理的相關(guān)理論應(yīng)用到“興旺”號鉆井平臺建造項目生產(chǎn)實踐中,可以避免采購風險的發(fā)生給項目帶來的損失；通過對“興旺”號采購風險進行分析,識別出采購過程六個階段的潛在風險控制點,構(gòu)建了鉆井平臺建造項目采購風險評價指標體系,并依據(jù)此體系運用層次分析法對十一項采購風險因素進行評價,得到了各因素在采購風險中的權(quán)重和重要性排序,為項目負責人在采購風險管理方面的側(cè)重提供了參考；在對“興旺”號采購風險進行識別和評價的基礎(chǔ)上,針對采購過程六個階段的風險,提出了相應(yīng)的風險應(yīng)對措施以輔助決策,從而使項目采購風險處于可控范圍內(nèi),達到減少企業(yè)損失的目的。
[Abstract]:With the continued warming of the ocean engineering market and the saturation of orders in Singapore and South Korea shipyards, Zhongji Lafus, with its rich experience in ocean engineering construction, is expected to gain more market orders, but its R & D and design capabilities are inadequate.Weak foundation management has also become a bottleneck restricting its development and expansion of marine engineering equipment industry.Therefore, in order to achieve the goal of becoming a world-class marine enterprise, Zhongji Lafushi must strengthen basic management, especially risk management.Drilling platform construction project has the characteristics of long construction period, complex working procedure, high technical requirements and large investment amount, which is bound to contain various risks.As an important part of the whole process of project construction, the degree of risk influence plays an important role in the success or failure of the project.This paper adopts the method of combining theoretical research with field research, on the basis of consulting and studying the relevant theories on risk management and procurement risk management published by domestic and foreign scholars.Went deep into the production line of the "prosperous" drilling platform construction project many times,The problems faced by project procurement risk management are put forward. At the same time, the AHP combined with qualitative analysis and quantitative research is used to evaluate the procurement risk of the construction project of the "Xingxiang" drilling platform.This paper is divided into six parts.The first part introduces the background and significance of the research, and obtains the main research status of risk management and procurement risk at home and abroad through literature review.The second part introduces the theory of purchasing risk management of construction project: the identification, evaluation and response of procurement risk.In the third part, the construction project and purchasing requirement and process of the drilling platform "Xing Xing" are described in detail, and the present situation of procurement risk is summarized.The fourth part is the main part of the article, "Xingxing" drilling platform construction project procurement risk identification and evaluation.According to the theory of risk management of construction project procurement, combined with the status quo of "prosperous" procurement, the main risk control points in each stage of procurement of this project are elaborated in detail, and the index system of procurement risk evaluation is constructed.By using AHP to evaluate the risk of "prosperous" purchasing, the weight and importance of each risk factor in the whole procurement risk are obtained.In the fifth part, according to the main risk control points of each stage of procurement identified by the construction project of the drilling platform "Xing Xing", the corresponding risk countermeasures are put forward to minimize the loss caused by the procurement risk and ensure the project to be on time.According to the budget delivery provides the reference basis.The sixth part summarizes the full text, and draws the following conclusions: applying the theory of purchasing risk management to the production practice of "Xingxiang" drilling platform construction project can avoid the loss caused by the purchase risk;By analyzing the purchasing risk of "prosperous", the potential risk control points in six stages of procurement process are identified, and the evaluation index system of procurement risk of drilling platform construction project is constructed.According to this system, 11 purchasing risk factors are evaluated by AHP, and the weight and importance of each factor in procurement risk are obtained, which provides a reference for the project leader to focus on procurement risk management.Based on the identification and evaluation of the "prosperous" purchasing risk, the corresponding risk response measures are put forward to assist the decision-making in the six stages of the procurement process, so that the project procurement risk can be controlled.To achieve the goal of reducing business losses.
