電力工程建設(shè)項(xiàng)目管理模式研究

【摘要】:改革的不斷深入和我國全面加入WTO,加快了我國和國際接軌的進(jìn)程,不僅在我國的跨國公司和國際電力工程項(xiàng)目越來越多,而且我國企業(yè)走出國門的電力工程項(xiàng)目也在增加,這就要求我國的電力工程建設(shè)項(xiàng)目管理國際化,這樣我們才有更多的機(jī)會進(jìn)入國際市場,才能在日益競爭激烈的國際市場上占有席之地。當(dāng)前,電力工程建設(shè)項(xiàng)目管理模式在日新月異地進(jìn)行著深層次的變革和完善,國際上涌現(xiàn)出許多新型的工程項(xiàng)目管理模式。國外先進(jìn)項(xiàng)目管理模式的引進(jìn),勢必對我國的電力行業(yè)帶來沖擊和影響,因此對國際工程項(xiàng)目管理模式的研究就變得非常迫切和必要。我們需要結(jié)合我國工程項(xiàng)目管理的現(xiàn)狀,對國外先進(jìn)的項(xiàng)目管理模式進(jìn)行系統(tǒng)的分析和研究,吸收和借鑒國外較為適用的管理思想和管理模式,最終找出符合我國國情的工程項(xiàng)目管理模式。 本文從電力工程項(xiàng)目管理的角度出發(fā),對國際通用的工程項(xiàng)目管理模式和理念進(jìn)行探討,討論各種工程項(xiàng)目管理模式的本質(zhì)特性、優(yōu)點(diǎn)、不足和適用范圍。在吸收和借鑒國外先進(jìn)的項(xiàng)目管理思想和管理模式的基礎(chǔ)上,結(jié)合我國國情和電力工程項(xiàng)目管理的實(shí)際情況,并針對我國電力工程建設(shè)項(xiàng)目過程中存在的問題及不足,提出了適合我國電力工程建設(shè)項(xiàng)目的基于PM模式設(shè)計(jì)的項(xiàng)目群管理模式。并結(jié)合賀蘭山至騰格里220kV輸電線路實(shí)際工程項(xiàng)目為實(shí)際分析對象,通過實(shí)例對項(xiàng)目群管理模式進(jìn)行分析。對該項(xiàng)目應(yīng)用PM管理模式的主要情況進(jìn)行了介紹,在此基礎(chǔ)上,對使用PM模式改進(jìn)項(xiàng)目群模式與原有模式下該項(xiàng)目管理工作的主要差異進(jìn)行了對比,并分析了PM模式設(shè)計(jì)引入項(xiàng)目群管理應(yīng)用的重點(diǎn)。通過分析整個(gè)項(xiàng)目在PM模式應(yīng)用下的主要管控舉措和成效,創(chuàng)新性引入項(xiàng)目群管理理念,突出強(qiáng)調(diào)在PM模式下加強(qiáng)業(yè)主層面的管控,彌補(bǔ)PM模式的不足,對未來電力工程項(xiàng)目的管理提供參考和依據(jù)。
[Abstract]:With the deepening of the reform and China's full entry into the WTO, the process of China's integration with the international community has been accelerated. Not only are there more and more multinational corporations and international electric power engineering projects in our country, but also the number of electric power engineering projects for Chinese enterprises going abroad is also increasing. This requires the internationalization of power engineering project management in China, so that we can have more opportunities to enter the international market and occupy a place in the increasingly competitive international market. Power engineering construction project management mode is undergoing profound changes and perfection with each passing day. Many new engineering project management models have emerged in the world. It is bound to impact and influence the electric power industry of our country, so the research on the international project management mode becomes very urgent and necessary. We need to combine the present situation of the project management in our country. This paper makes systematic analysis and research on the advanced project management mode in foreign countries, absorbs and draws lessons from the more suitable management thought and management mode abroad, and finally finds out the project project management mode which is in line with the national conditions of our country. From the point of view of power engineering project management, this paper discusses the international common engineering project management mode and concept, and discusses the essential characteristics and advantages of various engineering project management modes. On the basis of absorbing and drawing lessons from foreign advanced project management thought and management mode, combining with the national conditions of our country and the actual situation of electric power engineering project management, Aiming at the problems and shortcomings in the process of electric power engineering construction project in China, This paper puts forward a project group management model based on PM mode which is suitable for power engineering construction projects in China, and takes the actual project of 220kV transmission line from Helanshan to Tenggri as the actual analysis object. This paper analyzes the project group management mode through an example, and introduces the main situation of the application of PM management mode in the project, on the basis of which, This paper compares the main differences between using PM mode to improve the project group mode and the project management work under the original mode. By analyzing the main control measures and effects of the whole project in PM mode application, the paper introduces the concept of project group management innovatively. The emphasis is on strengthening the owner level control under PM mode to make up for the deficiency of PM mode and to provide reference and basis for future power engineering project management.
