火電企業(yè)節(jié)能減排效果評(píng)價(jià)研究

【摘要】:“十一五”期間,節(jié)能減排作為調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、轉(zhuǎn)變發(fā)展方式的重要舉措,得到了黨中央、國(guó)務(wù)院及政府各有關(guān)部門(mén)的高度重視。進(jìn)一步加大節(jié)能減排的工作力度,全面落實(shí)各項(xiàng)節(jié)能減排的政策和措施,有力地促進(jìn)了電力工業(yè)節(jié)能減排工作。但隨著節(jié)能減排空間逐漸減小,“十二五”節(jié)能減排形勢(shì)依然嚴(yán)峻。我國(guó)能源使用效率同國(guó)際先進(jìn)水平差距很大,且火電行業(yè)污染現(xiàn)象嚴(yán)重。因此,電力行業(yè)作為能源產(chǎn)業(yè)的重要領(lǐng)域之一,其節(jié)能減排的成效直接關(guān)系到國(guó)家節(jié)能減排目標(biāo)的實(shí)現(xiàn)。 本文首先分析了我國(guó)電力工業(yè)節(jié)能減排現(xiàn)狀;然后在火電企業(yè)節(jié)能減排效果評(píng)價(jià)指標(biāo)選取原則的基礎(chǔ)上,參考火電企業(yè)節(jié)能減排效果評(píng)價(jià)體系的構(gòu)建依據(jù),構(gòu)建了一套較為全面的火電企業(yè)節(jié)能減排效果評(píng)價(jià)體系,為火電企業(yè)進(jìn)行節(jié)能減排效果評(píng)價(jià)研究提供了必要的條件;最后確定了綜合評(píng)價(jià)模型,結(jié)合所構(gòu)建的評(píng)價(jià)體系中的節(jié)能降耗子系統(tǒng)、污染物減排子系統(tǒng)和節(jié)能減排管理子系統(tǒng),分別選用了可拓評(píng)價(jià)法、DEA法及AHP-模糊綜合評(píng)價(jià)法對(duì)10家火電企業(yè)進(jìn)行分部評(píng)價(jià),再采用綜合指數(shù)法對(duì)評(píng)價(jià)結(jié)果合成,得到10家火電企業(yè)節(jié)能減排效果的整體評(píng)價(jià)和總排序。 火電企業(yè)節(jié)能減排效果評(píng)價(jià)體系的構(gòu)建,為火電企業(yè)節(jié)能減排開(kāi)展工作考核評(píng)價(jià)提供了一種簡(jiǎn)單、有效的方法,為提高火電企業(yè)節(jié)能減排管理水平起到了積極推進(jìn)作用。不僅可以提高火電企業(yè)的經(jīng)濟(jì)效率進(jìn)而降低成產(chǎn)成本,,更有利于保護(hù)環(huán)境,實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展和電力的可持續(xù)發(fā)展。
[Abstract]:During the Eleventh Five-Year Plan period, energy saving and emission reduction, as an important measure to adjust the economic structure and transform the development mode, has been highly valued by the Party Central Committee, the State Council and all relevant government departments. To fully implement all policies and measures for energy conservation and emission reduction, The energy conservation and emission reduction work in the electric power industry has been vigorously promoted. However, with the space for energy saving and emission reduction gradually decreasing, the situation of energy conservation and emission reduction in the 12th Five-Year Plan is still grim. The energy use efficiency of our country is far from that of the international advanced level. Therefore, as one of the important fields of energy industry, the effect of energy saving and emission reduction is directly related to the realization of national energy conservation and emission reduction target. This paper first analyzes the current situation of energy saving and emission reduction in China's power industry, and then, on the basis of selecting the evaluation index of energy saving and emission reduction effect of thermal power enterprises, and referring to the construction of evaluation system of energy saving and emission reduction effect of thermal power enterprises, A set of comprehensive evaluation system of energy saving and emission reduction effect of thermal power enterprises is constructed, which provides necessary conditions for thermal power enterprises to study the effect of energy saving and emission reduction. Finally, the comprehensive evaluation model is determined. Combined with the energy saving subsystem, pollutant emission reduction subsystem and energy saving and emission reduction management subsystem in the evaluation system, the extension evaluation method DEA method and AHP- fuzzy comprehensive evaluation method are used to evaluate 10 thermal power enterprises. Then the comprehensive index method is used to synthesize the evaluation results, and the overall evaluation and total ranking of energy saving and emission reduction effect of 10 thermal power enterprises are obtained. The construction of energy saving and emission reduction evaluation system for thermal power enterprises provides a simple and effective method for the evaluation of energy saving and emission reduction in thermal power enterprises. In order to improve the management level of energy saving and emission reduction in thermal power enterprises, it has played an active role. It can not only improve the economic efficiency of thermal power enterprises and then reduce the cost of production, but also help to protect the environment. To achieve sustainable economic development and electricity sustainable development.
