新疆工業(yè)能源效率研究

【摘要】:本文分別在單要素和全要素能源效率框架下對(duì)新疆工業(yè)能源的消耗狀況、能源消耗強(qiáng)度、能源強(qiáng)度變動(dòng)的主要因素,以及能源利用效率和能源效率的影響因素進(jìn)行了深入的分析。主要結(jié)論如下: 1、新疆工業(yè)能源消費(fèi)占能源消費(fèi)總量的比重較大,并且各細(xì)分行業(yè)能耗差異較大;新疆工業(yè)行業(yè)能源強(qiáng)度和行業(yè)的能源消費(fèi)呈負(fù)相關(guān),在我國(guó)五大能源大省中,近幾年新疆工業(yè)能源強(qiáng)度處于中下游。但相對(duì)全國(guó)其他省份來說,工業(yè)能源強(qiáng)度還很高。 2、不管是工業(yè)部門還是三個(gè)工業(yè)行業(yè),以及高能耗行業(yè),能源強(qiáng)度的變化都是受效率因素變化帶動(dòng)的,即效率份額對(duì)總的強(qiáng)度變化起到主導(dǎo)作用,而對(duì)中等及低耗能行業(yè)的能源強(qiáng)度變化的因素分解發(fā)現(xiàn),效率因素和結(jié)構(gòu)因素沒有哪一個(gè)是明顯的主導(dǎo)因素。 3、制造業(yè)以及高耗能行業(yè)對(duì)新疆工業(yè)能源消耗強(qiáng)度變化中兩大因素都起主要作用,即不管是結(jié)構(gòu)效應(yīng)還是效率效應(yīng),,都是由于制造業(yè)行業(yè)內(nèi)的經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和能效提高或者降低所導(dǎo)致,由于高耗能行業(yè)內(nèi)的經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和能效提高或者降低所導(dǎo)致。 4、在全要素框架下進(jìn)行分析,發(fā)現(xiàn)新疆工業(yè)部門全要素能源效率排在全國(guó)第29位,處于全國(guó)能源低效區(qū)。同時(shí),節(jié)能潛力從2005年開始都達(dá)到80%以上,工業(yè)部門能源浪費(fèi)現(xiàn)象嚴(yán)重,另外在同一投入產(chǎn)出口徑下發(fā)現(xiàn)兩種分析框架下對(duì)省際能源效率的考察結(jié)果排名高度一致。 5、對(duì)新疆工業(yè)行業(yè)進(jìn)行能源效率分析,發(fā)現(xiàn)在1994-2008年間,平均能效僅為0.363,同樣存在能源投入冗余,運(yùn)用Tobit模型對(duì)新疆工業(yè)行業(yè)全要素能源效率進(jìn)行影響因素分析,發(fā)現(xiàn)企業(yè)規(guī)模對(duì)新疆工業(yè)全要素能源效率有顯著性的正向影響,而煤炭消耗占比、外商直接投資水平對(duì)新疆工業(yè)全要素能源效率有顯著性的負(fù)向的影響,而產(chǎn)權(quán)績(jī)效、用電量占能源總消耗量比例對(duì)新疆工業(yè)全要素能源效率沒有顯著性的影響。
[Abstract]:In this paper, under the framework of single-factor and all-factor energy efficiency, the consumption of industrial energy in Xinjiang, the energy consumption intensity, the main factors of energy intensity change, The main conclusions are as follows:. 1. The industrial energy consumption in Xinjiang accounts for a large proportion of the total energy consumption, and the energy consumption varies greatly among the subdivision industries, and the energy intensity of the industrial industry in Xinjiang is negatively correlated with the energy consumption of the industry, which is found in the five major energy provinces in China. Industrial energy intensity in Xinjiang is in the middle and lower reaches in recent years, but industrial energy intensity is still very high compared with other provinces in the country. 2. In both industrial and three industries, as well as in high-energy industries, changes in energy intensity are driven by changes in efficiency factors, that is, efficiency shares play a leading role in overall intensity changes. However, the factor decomposition of energy intensity change in medium and low energy consuming industries shows that neither efficiency nor structure is the dominant factor. 3. The manufacturing industry and the high energy consumption industry play a major role in the change of industrial energy consumption intensity in Xinjiang, that is, whether it is the structural effect or the efficiency effect. It is caused by the adjustment of economic structure and the improvement or decrease of energy efficiency in manufacturing industry, and the improvement or decrease of economic structure adjustment and energy efficiency in high energy consuming industry. 4. By analyzing the whole factor framework, it is found that the total factor energy efficiency of Xinjiang industrial sector ranks 29th in the whole country and is in the energy inefficient area of the country. At the same time, the energy saving potential has reached more than 80% since 2005. The phenomenon of energy waste is serious in industrial sector. In addition, under the same input-output caliber, it is found that the results of the investigation on inter-provincial energy efficiency are highly consistent with each other under the same input-output analysis framework. 5. By analyzing the energy efficiency of Xinjiang industrial industry, it is found that the average energy efficiency is only 0.363 from 1994 to 2008, and there is also redundancy of energy input. The Tobit model is used to analyze the influencing factors of the total factor energy efficiency of Xinjiang industrial industry. It is found that the scale of enterprises has a significant positive impact on the energy efficiency of all factors of industry in Xinjiang, while the proportion of coal consumption, the level of foreign direct investment has a significant negative impact on the energy efficiency of all elements of industry in Xinjiang, while the performance of property rights. The ratio of electricity consumption to total energy consumption has no significant effect on the energy efficiency of all industrial elements in Xinjiang.
