【摘要】：電網(wǎng)工程造價(jià)行業(yè)的發(fā)展需要一個(gè)功能完善,服務(wù)高效的集網(wǎng)絡(luò)化、集成化、智能化為一體的電網(wǎng)工程造價(jià)信息平臺(tái)作為支撐,通過(guò)該信息平臺(tái)及時(shí)發(fā)布電網(wǎng)工程造價(jià)信息,實(shí)現(xiàn)行業(yè)造價(jià)信息的共享,從而達(dá)到合理控制和降低工程成本的目的。 本文將工程造價(jià)信息作為一種社會(huì)資源,從該資源的開(kāi)發(fā)和應(yīng)用的角度出發(fā),對(duì)電網(wǎng)工程造價(jià)信息平臺(tái)的構(gòu)建進(jìn)行了以下幾個(gè)方面的研究：對(duì)國(guó)內(nèi)外工程造價(jià)信息管理相關(guān)理論及實(shí)踐進(jìn)行了綜述,通過(guò)分析目前我國(guó)電網(wǎng)工程造價(jià)信息管理存在的問(wèn)題及不足,指出建立電網(wǎng)工程造價(jià)信息平臺(tái)的必要性及急迫性；通過(guò)對(duì)潛在目標(biāo)用戶,包括政府監(jiān)管部門、電網(wǎng)工程建設(shè)／投資方、電網(wǎng)工程造價(jià)咨詢機(jī)構(gòu)及從業(yè)人員、電網(wǎng)工程承包企業(yè)等建設(shè)項(xiàng)目參與各方以及信息平臺(tái)的管理工作人員,分別進(jìn)行需求分析；設(shè)置了電網(wǎng)工程造價(jià)信息平臺(tái)的邏輯模型主要功能,其中包括電網(wǎng)工程造價(jià)信息查詢、發(fā)布的功能,決策支持功能和信息平臺(tái)的管理功能；分析研究了電網(wǎng)工程造價(jià)信息平臺(tái)要素中的構(gòu)成和確定方法,其中包括電網(wǎng)工程造價(jià)指數(shù)研究、信息平臺(tái)主要基礎(chǔ)信息采集和費(fèi)用調(diào)整研究；提出了電網(wǎng)工程造價(jià)信息平臺(tái)的管理和維護(hù)的思路,并對(duì)云計(jì)算、云存儲(chǔ)在其中的運(yùn)用做出了展望。
[Abstract]:The development of power grid engineering cost industry needs a network, integrated and intelligent grid engineering cost information platform, which has perfect function, high efficiency service, and timely release of grid engineering cost information through this information platform. To realize the sharing of industry cost information to achieve reasonable control and reduce the project cost. In this paper, the project cost information is regarded as a kind of social resource, from the point of view of the development and application of the resource, The construction of power network cost information platform is studied in the following aspects: the theory and practice of project cost information management at home and abroad are summarized. Based on the analysis of the problems and shortcomings in the management of power grid project cost information in China, the necessity and urgency of establishing the power grid project cost information platform are pointed out, and the potential target users, including the government supervision department, are analyzed. The demand analysis is carried out by the power grid project construction / investor, the power grid project cost consulting organization and the employee, the power grid project contracting enterprise and the management staff of the information platform. The main functions of the logic model of the grid engineering cost information platform are set up, including the information query, the release function, the decision support function and the management function of the information platform. This paper analyzes and studies the composition and determination methods of the elements of the power grid project cost information platform, including the research of the power grid project cost index, the main basic information collection and the cost adjustment of the information platform. The idea of management and maintenance of grid engineering cost information platform is put forward, and the application of cloud computing and cloud storage in it is prospected.
