【摘要】:核心競(jìng)爭(zhēng)力是企業(yè)獲得競(jìng)爭(zhēng)優(yōu)勢(shì)的基礎(chǔ)。國有企業(yè)特別是壟斷性行業(yè)里的國有企業(yè)依靠國家給予政策扶持得以持續(xù)地經(jīng)營和發(fā)展。在經(jīng)濟(jì)全球化的趨勢(shì)下,企業(yè)需要建立自己的核心競(jìng)爭(zhēng)力來面對(duì)激烈的市場(chǎng)競(jìng)爭(zhēng)。石化行業(yè)是壟斷性行業(yè)之一,在我國被中國石油、中國石化、中國海油三家公司壟斷。隨著我國經(jīng)濟(jì)開放程度的日益提高,更多國外的優(yōu)秀企業(yè)如?松梨、BP、道兒達(dá)、荷蘭皇家殼牌、三井株式會(huì)社等企業(yè)通過建立合資企業(yè)等方式進(jìn)入我國市場(chǎng)參與競(jìng)爭(zhēng),業(yè)務(wù)涉及煉油、化工產(chǎn)品的生產(chǎn)和銷售領(lǐng)域。由于這些企業(yè)在資金、技術(shù)、管理方法上擁有明顯的優(yōu)勢(shì),這無疑給我國的石化企業(yè)帶來了嚴(yán)峻的挑戰(zhàn)。 A石化公司是中國石油天然氣股份有限公司的全資子公司,公司的業(yè)務(wù)屬于中國石油的煉油與化工業(yè)務(wù)板塊,主要負(fù)責(zé)原油煉制和下游石化產(chǎn)品的生產(chǎn)。近幾年,A石化公司的各項(xiàng)經(jīng)營指標(biāo)在中國石油石化生產(chǎn)企業(yè)的內(nèi)部排名中始終靠后,特別是在煉油行業(yè)整體處于微利和虧損的大背景下,作為公司核心業(yè)務(wù)的煉油業(yè)務(wù)出現(xiàn)比較大的虧損,在一定程度上反映出企業(yè)缺乏核心競(jìng)爭(zhēng)力。 首先,運(yùn)用PEST分析法對(duì)企業(yè)所處的宏觀環(huán)境進(jìn)行分析,得出良好的宏觀經(jīng)濟(jì)形勢(shì)將會(huì)持續(xù)地帶動(dòng)石化行業(yè)的發(fā)展;社會(huì)文化因素和技術(shù)進(jìn)步將會(huì)給行業(yè)帶來挑戰(zhàn);國家產(chǎn)業(yè)政策的變化會(huì)進(jìn)一步調(diào)整行業(yè)的產(chǎn)業(yè)結(jié)構(gòu);相關(guān)管理部門對(duì)污染物排放和安全生產(chǎn)工作監(jiān)管力度的進(jìn)一步加大,會(huì)增加企業(yè)的經(jīng)營風(fēng)險(xiǎn)。然后,對(duì)整個(gè)石化行業(yè)的特點(diǎn)、行業(yè)基本情況、行業(yè)內(nèi)的主要競(jìng)爭(zhēng)對(duì)手進(jìn)行分析,并結(jié)合運(yùn)用波特的行業(yè)競(jìng)爭(zhēng)五力模型對(duì)產(chǎn)業(yè)的競(jìng)爭(zhēng)結(jié)構(gòu)進(jìn)行分析的結(jié)果,找出石化行業(yè)關(guān)鍵成功因素:更具有競(jìng)爭(zhēng)力的業(yè)務(wù)組合、風(fēng)險(xiǎn)控制能力、全方位的績(jī)效管理、通過提高人力資源管理水平提升企業(yè)能力和優(yōu)秀的企業(yè)運(yùn)營能力,從企業(yè)外部環(huán)境的角度對(duì)核心競(jìng)爭(zhēng)力進(jìn)行識(shí)別。其次,運(yùn)用SWOT分析法剖析企業(yè)面臨的機(jī)遇和威脅、企業(yè)的優(yōu)勢(shì)和劣勢(shì),運(yùn)用核心競(jìng)爭(zhēng)力識(shí)別模型,從企業(yè)的價(jià)值鏈、資產(chǎn)、技能和知識(shí)等方面進(jìn)行分析,找出企業(yè)價(jià)值鏈中關(guān)鍵環(huán)節(jié)上應(yīng)具備的關(guān)鍵能力,并結(jié)合企業(yè)核心競(jìng)爭(zhēng)力外部識(shí)別的行業(yè)關(guān)鍵成功因素,最后識(shí)別出企業(yè)應(yīng)具備能耗成本控制能力、縮短研發(fā)新產(chǎn)品周期的能力、培養(yǎng)和調(diào)動(dòng)人力資源的能力、安全生產(chǎn)運(yùn)營能力和快速學(xué)習(xí)的能力等五個(gè)核心競(jìng)爭(zhēng)力。 在文章的最后,,通過運(yùn)用構(gòu)建核心競(jìng)爭(zhēng)力的母合優(yōu)勢(shì)、戰(zhàn)略聯(lián)盟、能力內(nèi)化和組織學(xué)習(xí)等方法,提出A石化公司核心競(jìng)爭(zhēng)力的培育方案。
[Abstract]:The core competence is the basis for enterprises to gain competitive advantage. State-owned enterprises, especially those in monopoly industries, can continue to operate and develop on the basis of the policy support given by the state. Enterprises need to establish their own core competitiveness to face the fierce market competition. Petrochemical industry is one of the monopoly industries, in China by PetroChina, Sinopec, With the increasing openness of China's economy, more and more foreign excellent enterprises such as ExxonMobil BPP, Dalda, Royal Dutch Shell, Mitsui Corporation and other enterprises enter the Chinese market to participate in competition through the establishment of joint ventures. Their business involves the production and sale of oil refining and chemical products. Because these enterprises have obvious advantages in capital, technology, and management methods, This undoubtedly brings severe challenge to petrochemical enterprises in our country. A Petrochemical Company is a wholly owned subsidiary of China National Petroleum and Gas Co., Ltd., the company's business is part of PetroChina's refining and chemical business. Mainly responsible for crude oil refining and the production of downstream petrochemical products. In recent years, the various operating indicators of Sinopec have always been at the bottom of the internal ranking of Chinese petroleum and petrochemical production enterprises. Especially in the background of small profit and loss in the refining industry as a whole, the refining business, as the core business of the company, has a relatively large loss, which to some extent reflects the lack of core competitiveness of the enterprise. First of all, using the PEST analysis method to analyze the macro environment of the enterprise, it is concluded that the good macroeconomic situation will continue to promote the development of petrochemical industry, social and cultural factors and technological progress will bring challenges to the industry. The changes in national industrial policies will further readjust the industrial structure of the industry; the further increase in the supervision of pollutant emissions and safety in production by relevant management departments will increase the business risks of enterprises. The characteristics of the whole petrochemical industry, the basic situation of the industry, the main competitors in the industry are analyzed, and the results of the analysis of the competitive structure of the industry by using Porter's five-force model of industry competition are combined. Find out the key success factors of petrochemical industry: more competitive business portfolio, risk control ability, all-round performance management, through improving the level of human resources management to enhance the ability of enterprises and excellent business operations, Secondly, using the SWOT analysis method to analyze the opportunities and threats faced by enterprises, the advantages and disadvantages of enterprises, using the core competitiveness identification model, from the value chain, assets, By analyzing the skills and knowledge, we can find out the key ability in the key link of the enterprise value chain, and combine the key success factors of the industry identified by the external core competence of the enterprise. Finally, it is identified that enterprises should have the ability of energy consumption cost control, the ability to shorten the cycle of developing new products, the ability to cultivate and mobilize human resources, the ability of safe production and operation and the ability to learn quickly. At the end of the paper, by using the methods of building the core competitive advantage, strategic alliance, ability internalization and organizational learning, the paper puts forward the cultivation scheme of A petrochemical company's core competence.
