【摘要】：隨著國際煙草企業(yè)準(zhǔn)入限制的逐步放寬和國內(nèi)卷煙市場銷售形勢的日益嚴(yán)峻，國家有關(guān)部門愈發(fā)認(rèn)識到煙草現(xiàn)代物流配送網(wǎng)絡(luò)和零售終端建設(shè)的重要性，已明確將煙草物流定位為煙草行業(yè)不可替代的核心業(yè)務(wù)，要求加快現(xiàn)代物流管理理念和運作模式的導(dǎo)入應(yīng)用，并著重強調(diào)卷煙包裝周轉(zhuǎn)利用的嘗試探索。作為煙草行業(yè)工商企業(yè)的典型代表，廣東中煙公司和廣州煙草公司分別是卷煙產(chǎn)量和地市銷量居前的企業(yè)，但其豐厚利稅掩蓋了一直存在的工商物流脫節(jié)、資源浪費較大、物流成本過高等問題，尤其是卷煙包裝環(huán)節(jié)，一次性消耗的資源和成本都是相當(dāng)高的，而從當(dāng)前河北、江蘇、浙江等煙草工商企業(yè)正在局部嘗試的卷煙包裝循環(huán)利用的初步成效來看，經(jīng)濟效益和運行效率都得到明顯提升。因此，廣州卷煙市場也亟需研究推行卷煙包裝逆向物流，充分利用工商雙方卷煙交易量大、物流運距短以及省煙草公司居中協(xié)調(diào)的優(yōu)勢，實現(xiàn)物流業(yè)務(wù)鏈上卷煙包裝的重復(fù)利用，不斷提升整體經(jīng)濟效益和核心競爭力，積極應(yīng)對當(dāng)前新形勢下的挑戰(zhàn)。 基于上述背景，本文首先分析了逆向物流的基本概念、相關(guān)基礎(chǔ)理論和國內(nèi)外的部分研究成果，，重點闡述了煙草行業(yè)逆向物流的研究和應(yīng)用現(xiàn)狀，并明確指出卷煙包裝逆向物流對煙草物流發(fā)展的重要意義。其次，從煙草行業(yè)物流概況、卷煙供應(yīng)鏈、卷煙包裝、逆向物流以及物流運作中的問題和難點等方面入手，對廣州卷煙物流運作體系進行了系統(tǒng)闡述。再次，綜合運用定性分析、定量分析及比較分析等方法重點研究卷煙包裝逆向物流的運作模式與包裝方式的選擇和配置策略，選定最佳的卷煙包裝和物流運作方式，以正、逆向物流整合為原則，精心設(shè)計卷煙包裝逆向物流業(yè)務(wù)流程，并實現(xiàn)與現(xiàn)有流程的整合優(yōu)化，以數(shù)學(xué)建模的方法重新規(guī)劃逆向物流運輸網(wǎng)絡(luò)，全面構(gòu)建基于供應(yīng)鏈的廣州卷煙包裝逆向物流應(yīng)用體系。最后，從工商協(xié)同、信息系統(tǒng)建設(shè)、RFID技術(shù)應(yīng)用和供應(yīng)商管理庫存等方面對廣州卷煙包裝逆向物流的運行管理提出具體可行的保障機制和實施策略，并從成本、效率、效益、質(zhì)量等方面進行綜合效果分析，闡述這一體系的可行性、實用性和經(jīng)濟性。
[Abstract]:With the development of international tobacco enterprises access restrictions gradually relaxed and domestic cigarette market increasingly grim situation, the relevant departments of the state has recognized the importance of modern tobacco logistics distribution network and retail terminal construction, has made it clear to the tobacco logistics as core to the tobacco industry irreplaceable, to speed up the implementation and application of modern logistics management concepts and operation the mode, and emphasizes to cigarette packaging turnover utilization research. As a typical representative of tobacco industry and commerce enterprises, Guangdong tobacco company and the Guangzhou tobacco companies are cigarette production and sales in the enterprise before, but its huge profits up there has always been a business logistics line, large waste of resources, logistics costs are too high the problem, especially the cigarette packaging, one-time consumption of resources and the cost is quite high, but from the current Hebei, Jiangsu, Zhejiang Preliminary results of cigarette packaging recycling and other tobacco businesses are trying to local view, economic benefits and efficiency have been improved significantly. Therefore, the Guangzhou cigarette market also need to study the implementation of reverse logistics of cigarette packaging, make full use of both industrial and commercial cigarette trading volume, short distance and logistics tobacco companies coordinated the advantage, realize the logistics business the chain of cigarette packaging recycling, improve the overall economic efficiency and core competitiveness, actively respond to the current challenges of the new situation.
Based on the above background, this paper first analyzes the basic concepts of reverse logistics, the related basic theory and the domestic and foreign part of the research results, focusing on the research and application of reverse logistics in tobacco industry, and points out the important significance of cigarette packaging reverse logistics of tobacco logistics development. Secondly, the general situation of the logistics of tobacco industry, tobacco supply chain, cigarette packaging, reverse logistics and logistics operation of the problems and difficulties in the aspects of Guangzhou cigarette logistics system was described. Thirdly, analysis of qualitative, selection and allocation strategy and operation mode of packing quantitative analysis and comparative analysis, focusing on cigarette packaging of reverse logistics, selection of the best the cigarette packaging and logistics operation mode, positive, reverse logistics integration principle, carefully designed cigarette packaging reverse logistics business process, and realize Integration and optimization of existing processes, re planning of reverse logistics transportation network with the method of mathematical modeling, constructing supply chain based on the Guangzhou cigarette packaging reverse logistics application system. Finally, from the business collaboration, information system construction, the application of RFID technology and vendor management inventory and other aspects of the operation and management of Guangzhou cigarette packaging reverse logistics put forward security mechanism and feasible implementation strategies, and from cost, efficiency, effectiveness, quality and other aspects of comprehensive analysis, expounds the feasibility of this system, practicability and economy.
