【摘要】：在我國政府部門引入績效管理后，國土資源部等相關(guān)單位也開展了政府績效評(píng)價(jià)的試點(diǎn)推進(jìn)工作。本文依托中國地質(zhì)調(diào)查局績效評(píng)價(jià)試點(diǎn)項(xiàng)目——湖南錫田礦區(qū)鎢錫多金屬礦勘查項(xiàng)目，對(duì)礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)做以研究。 在政府績效評(píng)價(jià)、項(xiàng)目績效評(píng)價(jià)、地質(zhì)調(diào)查項(xiàng)目績效評(píng)價(jià)的理論方法研究基礎(chǔ)上，本文以財(cái)預(yù)[2011]285號(hào)文的績效評(píng)價(jià)參考指標(biāo)框架為依據(jù)，參考《國家地質(zhì)工作評(píng)價(jià)體系研究》中設(shè)置的單項(xiàng)指標(biāo)，針對(duì)礦產(chǎn)資源調(diào)查項(xiàng)目的行業(yè)特點(diǎn)與專業(yè)特點(diǎn)進(jìn)行挑選與補(bǔ)充后，建立礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)的指標(biāo)體系。依據(jù)單項(xiàng)指標(biāo)特點(diǎn)，制定出指標(biāo)的評(píng)分原則與評(píng)價(jià)標(biāo)準(zhǔn)。 按照綜合的評(píng)價(jià)方法，用算術(shù)平均法對(duì)礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)單項(xiàng)指標(biāo)進(jìn)行計(jì)算得到二級(jí)指標(biāo)得分，用含權(quán)分值法計(jì)算二級(jí)指標(biāo)得到一級(jí)指標(biāo)得分，通過對(duì)一級(jí)指標(biāo)的加總得到項(xiàng)目總體的績效得分，并對(duì)項(xiàng)目總體績效得分所顯示的項(xiàng)目績效好壞，建立明確的評(píng)判標(biāo)準(zhǔn)。在理論上完整建立礦產(chǎn)資源調(diào)查項(xiàng)目的績效評(píng)價(jià)體系之后，本文以湖南錫田礦區(qū)鎢錫多金屬礦勘查項(xiàng)目為典型案例，對(duì)實(shí)施過程中的甲類工作項(xiàng)目進(jìn)行績效分析，檢驗(yàn)評(píng)價(jià)體系的科學(xué)性與實(shí)用性。 通過以上研究，得出結(jié)論：礦產(chǎn)資源調(diào)查項(xiàng)目具有鮮明的行業(yè)特點(diǎn)和專業(yè)特點(diǎn)，績效評(píng)價(jià)的周期需要根據(jù)評(píng)價(jià)所處的階段、項(xiàng)目的特點(diǎn)及績效管理的目標(biāo)予以確定。礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)作用主要表現(xiàn)在項(xiàng)目管理與項(xiàng)目決策兩個(gè)方面，按礦產(chǎn)資源調(diào)查項(xiàng)目的特點(diǎn)設(shè)計(jì)評(píng)價(jià)指標(biāo)體系，對(duì)于能定量評(píng)價(jià)的指標(biāo)確定了評(píng)價(jià)的方法與依據(jù)，對(duì)于不能定量評(píng)價(jià)的指標(biāo)，明確了等級(jí)區(qū)分的標(biāo)準(zhǔn)和評(píng)分依據(jù)。礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)的方法，除了常規(guī)的方法外，，其特征性的方法是含權(quán)分值法。本研究完成了含權(quán)分值法在礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)中的具體應(yīng)用，確定了各項(xiàng)、各級(jí)指標(biāo)含權(quán)分值的分配與分值評(píng)價(jià)標(biāo)準(zhǔn)，保證了績效評(píng)價(jià)的可操作性。 礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)的內(nèi)容比較簡單一點(diǎn)，指標(biāo)體系和評(píng)價(jià)方法比較成熟，礦產(chǎn)資源調(diào)查項(xiàng)目績效評(píng)價(jià)的理論與方法基本可以推廣使用。
[Abstract]:After the introduction of performance management in Chinese government departments, The Ministry of Land and Resources and other relevant units have also carried out the pilot work of government performance evaluation. This paper relies on the pilot project of performance evaluation of China Geological Survey-the tungsten and tin polymetallic exploration project in Xitian Mining area, Hunan Province. To the mineral resources investigation project performance appraisal to do the research. On the basis of the research on the theory and method of government performance evaluation, project performance evaluation and geological survey project performance evaluation, this paper is based on the reference index framework of financial performance evaluation in [2011] 285. Referring to the single index set in the National Geological work Evaluation system, after selecting and supplementing the industry and professional characteristics of the mineral resources survey project, The index system of mineral resources investigation project performance evaluation is established, and according to the characteristics of single index, the scoring principle and evaluation standard of the index are worked out. According to the comprehensive evaluation method, the arithmetic average method is used to calculate the single index of mineral resources investigation project performance evaluation to get the second grade index score, and the second class index score is obtained by using the weight score method to calculate the second grade index score. The overall performance score of the project is obtained by summing up the first-level indicators, and the project performance is shown to be good or bad by the overall performance score of the project. After the establishment of the performance evaluation system of mineral resources investigation project in theory, this paper takes the tungsten and tin polymetallic exploration project in Xitian mining area in Hunan as a typical case. This paper analyzes the performance of Class A work items in the process of implementation, and tests the scientificity and practicability of the evaluation system. Through the above research, it is concluded that the mineral resources survey project has distinct industry characteristics and professional characteristics, and the cycle of performance evaluation needs to be based on the stage of evaluation. The characteristics of the project and the target of the performance management are determined. The evaluation function of the mineral resources survey project is mainly manifested in two aspects: project management and project decision, and the evaluation index system is designed according to the characteristics of the mineral resources survey project. The evaluation method and basis are determined for the indexes that can be quantitatively evaluated, and the criteria for grading and grading are defined for the indexes that cannot be quantitatively evaluated. The methods for evaluating the performance of mineral resources survey projects are not only the conventional methods, but also the conventional methods. The characteristic method is the weighted score method. This study has completed the concrete application of the weighted score method in the performance evaluation of mineral resources investigation projects, and has determined the distribution and evaluation criteria of the weighted scores of the various indexes at all levels. It ensures the maneuverability of performance evaluation. The content of mineral resources investigation project performance evaluation is relatively simple, the index system and evaluation method are relatively mature, and the theory and method of mineral resources investigation project performance evaluation can be basically popularized and used.
