基于精益管理的配電營業(yè)勞動定額制定與評價(jià)體系研究

【摘要】:供電所作為國家電網(wǎng)公司和用戶接觸最為緊密的單位,對維持國家電網(wǎng)的安全生產(chǎn)、穩(wěn)定運(yùn)行具有重要的支持作用。隨著經(jīng)濟(jì)發(fā)展速度的逐漸加快,供電所配電營業(yè)業(yè)務(wù)售電量的逐漸增大,逐漸產(chǎn)生人工成本增加、供電可靠性降低等問題。主要表現(xiàn)在以下幾個(gè)方面:首先,供電所用工總量偏大,平均勞動效率低下;其次,供電所缺乏統(tǒng)一的定額標(biāo)準(zhǔn),人員工作時(shí)間不飽滿,有些地區(qū)甚至出現(xiàn)消極怠工的情況;第三,缺乏統(tǒng)一的評價(jià)體系及方法,以激勵員工工作積極性。以上問題的存在,對勞動定額標(biāo)準(zhǔn)的制定以及評價(jià)體系提出了迫切的要求。 本文首先對勞動定額及精益生產(chǎn)的相關(guān)理論進(jìn)行分析,主要包括精益生產(chǎn)的內(nèi)容及理念,勞動定額、配電營業(yè)勞動定額概念界定,勞動定額的表現(xiàn)形式以及制定方法。其次分析配電營業(yè)勞動定額的應(yīng)用現(xiàn)狀及存在問題,第三,研究配電營業(yè)勞動定額體系,主要包括定額的制定,其中,工作標(biāo)準(zhǔn)主要從抄表類業(yè)務(wù)、配電類業(yè)務(wù)以及營業(yè)類業(yè)務(wù)和搶修類業(yè)務(wù)四個(gè)主要方面制定,并采用技術(shù)演練、測時(shí)、概率統(tǒng)計(jì)推斷法相結(jié)合的方式,測算標(biāo)準(zhǔn)定額。最后,根據(jù)勞動定額的執(zhí)行情況,制定相應(yīng)的評價(jià)方法,以有效激勵定額的推廣應(yīng)用。 文章通過理論實(shí)際相結(jié)合的方式,基于提出問題、分析問題、解決問題的思想,參考了有關(guān)精益管理方面的資料,主要依據(jù)相關(guān)資料,結(jié)合實(shí)際工作中遇到的問題,通過理論聯(lián)系實(shí)際,初步探索出一套定額標(biāo)準(zhǔn)以及相應(yīng)的評價(jià)方法。鑒于文章篇幅的限制,課題的研究為涉及勞動定額的管理辦法以及相應(yīng)的信息化操作平臺,希望未來其它研究能從此方面做更加深入的研究。
[Abstract]:As the most close contact unit between the State Grid Company and the users, power supply stations play an important supporting role in maintaining the safe production and stable operation of the State Grid. With the increase of electricity sales in distribution business of power supply stations, problems such as increasing labor cost and decreasing reliability of power supply are gradually produced. The main problems are as follows: first, the total amount of workers used in power supply stations is on the high side and the average labor efficiency is low; secondly, The power supply station lacks the unified quota standard, the staff working time is not full, some areas even appear the situation that the work is inactive; third, lacks the unified appraisal system and the method, in order to encourage the employee to work the enthusiasm. The establishment of the labor quota standard and the evaluation system have put forward the urgent request. This paper first analyzes the relevant theories of labor quota and lean production, including the content and concept of lean production, the definition of labor quota and distribution business labor quota. Secondly, it analyzes the current situation and existing problems of distribution business labor quota. Third, it studies the distribution distribution business labor quota system, including the establishment of quotas, among which, The working standards are mainly drawn up from four main aspects: meter reading business, distribution business, business service and rush repair business, and the standard quota is calculated by combining the methods of technical exercise, time measurement and probability and statistics inference. Finally, According to the implementation of the labor quota, the corresponding evaluation method is established to encourage the popularization and application of the quota effectively. Through the combination of theory and practice, based on the idea of raising problems, analyzing problems and solving problems, the paper refers to the relevant information of lean management, mainly based on relevant information, combined with the problems encountered in practical work. Through the combination of theory and practice, a set of quota standards and corresponding evaluation methods are preliminarily explored. In view of the limitation of the length of the article, the research of the subject is related to the management method of labor quota and the corresponding information operation platform. Hope that other future research can do more in-depth research.
