【摘要】：成品油的物流配送一般有一次配送和二次配送兩種形式。其中,一次物流一般是指成品油從煉油廠通過(guò)管道、鐵路、水路或公路將成品油輸送至儲(chǔ)備油庫(kù)及營(yíng)運(yùn)性油庫(kù)的過(guò)程。成品油的二次物流是指成品油從油庫(kù)到加油站及終端客戶的轉(zhuǎn)移過(guò)程。成品油二次物流管理需將信息流、商流、資金流及管理手段有效整合,日益成為整個(gè)石油企業(yè)供應(yīng)鏈管理的重要環(huán)節(jié)之一。 對(duì)于中國(guó)石油系統(tǒng)而言,廣東銷(xiāo)售公司只是一個(gè)區(qū)外的分支,企業(yè)起步比較晚,激烈的市場(chǎng)競(jìng)爭(zhēng)也使得公司的發(fā)展比較困難,二次物流的體系還沒(méi)有完全形成。本論文主要探討了中國(guó)石油廣東銷(xiāo)售分公司在將成品油從一、二級(jí)油庫(kù)主要通過(guò)公路運(yùn)輸方式配送至終端網(wǎng)絡(luò)加油站及終端客戶的過(guò)程,重點(diǎn)內(nèi)容是基于成本的角度將成品油從油庫(kù)向中國(guó)石油廣東銷(xiāo)售分公司各地市分公司所屬加油站優(yōu)化配送的研究。首先,在闡述中國(guó)石油廣東銷(xiāo)售分公司二次物流配送現(xiàn)狀的基礎(chǔ)上分析了存在的問(wèn)題；其次,從提高油品運(yùn)輸管理水平、使用新技術(shù)設(shè)備、優(yōu)化運(yùn)輸路徑三方面論述了科學(xué)優(yōu)化的思路；最后,針對(duì)中國(guó)石油廣東成品油物流配送的實(shí)際,從提高配送率、加強(qiáng)過(guò)程管理、一次和二次系統(tǒng)整合、制定應(yīng)急處置預(yù)案等方面提出了成品油物流配送優(yōu)化的具體路徑。
[Abstract]:There are generally two forms of logistics distribution of refined oil. Among them, primary logistics generally refers to the transportation of refined oil through pipelines and railways from refineries. The process of transporting finished oil products by waterway or road to oil storage depots and operating oil depots. The secondary logistics of refined oil products refers to the process of transferring refined oil products from oil depots to gas stations and terminal customers. The secondary logistics management of finished oil products requires the flow of information and commercial flows. The effective integration of capital flow and management means has become one of the most important links in the supply chain management of petroleum enterprises. For China's petroleum system, the Guangdong sales Company is only a branch outside the region. The enterprises started relatively late, and fierce market competition also made the development of the company more difficult. The system of secondary logistics has not been completely formed. This paper mainly discusses the process of distribution of finished oil products from first and second grade oil depots to terminal network gas stations and terminal customers by CNPC Guangdong sales Branch. The focus is on optimizing the distribution of finished oil products from oil depots to gas stations belonging to each branch of PetroChina Guangdong sales Branch based on cost. First of all, On the basis of expounding the current situation of secondary logistics distribution in PetroChina Guangdong sales Branch, the existing problems are analyzed. Secondly, in order to improve the transportation management level of oil products and use new technology and equipment, Finally, aiming at the reality of logistics distribution of refined oil products of PetroChina in Guangdong Province, the paper discusses the ideas of scientific optimization in three aspects: improving distribution rate, strengthening process management, integrating primary and secondary systems, The specific route of product oil logistics distribution optimization is put forward in the aspects of emergency disposal plan and so on.
