【摘要】:當(dāng)今社會(huì),食品安全問(wèn)題成為了每個(gè)公民、各級(jí)政府都關(guān)注的焦點(diǎn)問(wèn)題。食品安全成了關(guān)乎人們生活質(zhì)量、政府管理水平的重要方面之一。倘若缺乏一個(gè)安全的食品環(huán)境將會(huì)對(duì)普通公眾的日常生活造成嚴(yán)重的危害,甚至?xí)䦟?duì)國(guó)家的發(fā)展、經(jīng)濟(jì)社會(huì)的穩(wěn)定以及社會(huì)的和諧造成很大的威脅和干擾。面對(duì)食品安全的現(xiàn)狀,我國(guó)政府于2009年出臺(tái)了《食品安全法》,從法律層面對(duì)該問(wèn)題進(jìn)行規(guī)制。但我國(guó)食品安全問(wèn)題并沒(méi)有得到徹底解決,食品安全危機(jī)依舊時(shí)常危及著人們的健康。在這種情況下,,加強(qiáng)我國(guó)食品安全監(jiān)管的理論和實(shí)踐研究,建立完善的食品安全體系就顯得尤為重要。 在食品安全問(wèn)題日益嚴(yán)重的當(dāng)下,應(yīng)分別針對(duì)食品安全監(jiān)管中涉及的各個(gè)環(huán)節(jié)進(jìn)行分析,有針對(duì)性的提出有效監(jiān)管的措施。本文選取食品安全監(jiān)管中的生產(chǎn)環(huán)節(jié)進(jìn)行闡述。生產(chǎn)環(huán)節(jié)作為食品安全的重要環(huán)節(jié)之一,對(duì)其加強(qiáng)監(jiān)管有重要的意義。生產(chǎn)環(huán)節(jié)的主要問(wèn)題包括食品質(zhì)量安全以及企業(yè)生產(chǎn)環(huán)境安全兩方面,本文針對(duì)這兩方面的問(wèn)題分別予以分析。之后又選取了美國(guó)和歐盟的監(jiān)管體系進(jìn)行分析,從監(jiān)管的法律規(guī)章、監(jiān)管的部門等方面提出了值得我國(guó)借鑒的經(jīng)驗(yàn)。最后,從完善我國(guó)食品行業(yè)生產(chǎn)環(huán)節(jié)的監(jiān)管環(huán)境、加強(qiáng)對(duì)生產(chǎn)企業(yè)的監(jiān)管力度以及擴(kuò)大食品監(jiān)管主體多元化的角度提出完善我國(guó)食品安全生產(chǎn)監(jiān)管的對(duì)策。
[Abstract]:In today's society, the issue of food safety has become the focus of attention of every citizen and governments at all levels. Food safety has become a concern for the quality of life of people. One of the important aspects of the level of government management. The lack of a safe food environment will cause serious harm to the daily life of the general public and even the development of the country. Economic and social stability and social harmony pose a great threat and interference. In the face of the current situation of food security, In 2009, our government issued the Food Safety Law, which regulated the problem from the legal level. However, the food safety problem in our country has not been completely resolved, and the food safety crisis still often endangers people's health. It is very important to strengthen the theory and practice of food safety supervision and establish a perfect food safety system. At a time when the food safety problem is becoming increasingly serious, we should analyze each link involved in the food safety supervision separately. This article selects the production link in the food safety supervision to carry on the elaboration. The production link is one of the important links of the food safety. It is of great significance to strengthen supervision and control. The main problems in the production links include food quality and safety, as well as the safety of the production environment of enterprises. This paper analyzes the two problems separately, and then selects the regulatory system of the United States and the European Union to carry out an analysis, from the regulatory laws and regulations, regulatory departments and other aspects of the experience worthy of our country to draw lessons from. From the point of view of perfecting the supervision environment of the food industry in our country, strengthening the supervision of the production enterprises and expanding the diversification of the main body of the food supervision, this paper puts forward the countermeasures to perfect the supervision of food safety in our country.
