【摘要】：建筑施工企業(yè)是國民經(jīng)濟(jì)的支柱產(chǎn)業(yè),肩負(fù)著國家建設(shè)并提供國民經(jīng)濟(jì)發(fā)展所需要的各種基礎(chǔ)設(shè)施,為人民物質(zhì)文化生活水平的提高做出了巨大貢獻(xiàn)。從1984年起,建筑施工企業(yè)進(jìn)行了勞務(wù)用工模式的改革,推進(jìn)管理層和勞務(wù)作業(yè)層的兩層分離。這種改革導(dǎo)致了控制關(guān)系和利益關(guān)系的改變,對(duì)建筑施工企業(yè)的管理水平和技術(shù)水平提出了更高的要求。兩層分離的推進(jìn)和深化,在加強(qiáng)管理層專業(yè)化程度和核心競爭力的同時(shí),也引發(fā)了作業(yè)層的道德風(fēng)險(xiǎn)和逆向選擇。因此,在建筑施工企業(yè)的發(fā)展中亟需對(duì)作業(yè)層進(jìn)行風(fēng)險(xiǎn)控制。在這樣的背景下,本文選擇對(duì)建筑施工企業(yè)的風(fēng)險(xiǎn)及控制策略進(jìn)行研究。 本文通過文獻(xiàn)研究法梳理了國內(nèi)外學(xué)者對(duì)兩層分離和風(fēng)險(xiǎn)控制的研究現(xiàn)狀,并以分工理論為基礎(chǔ),分析了兩層分離的演變和形成過程。其次,以契約理論為基礎(chǔ),研究了兩層分離下作業(yè)層產(chǎn)生的道德風(fēng)險(xiǎn)和逆向選擇風(fēng)險(xiǎn)的成因。運(yùn)用博弈理論,對(duì)管理層和作業(yè)層單次博弈下產(chǎn)生的道德風(fēng)險(xiǎn)進(jìn)行分析,并通過重復(fù)博弈案例,得出重復(fù)博弈可以通過改變雙方的預(yù)期收益,理性水平和決策出發(fā)點(diǎn),進(jìn)而影響到作業(yè)層行為選擇的改變,控制作業(yè)層道德風(fēng)險(xiǎn)；運(yùn)用模糊層次分析法,構(gòu)建對(duì)作業(yè)層的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,通過引入真實(shí)的企業(yè)數(shù)據(jù),對(duì)評(píng)價(jià)體系的可行性進(jìn)行驗(yàn)證,得出風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系的構(gòu)建,可以作為判定作業(yè)層合作能力和水平優(yōu)劣的標(biāo)準(zhǔn),為管理層對(duì)作業(yè)層的逆向選擇風(fēng)險(xiǎn)控制提供策略。 通過本文的研究,充實(shí)兩層分離的理論基礎(chǔ),為建筑施工企業(yè)的風(fēng)險(xiǎn)控制提供新的視角和方法。以期對(duì)提升建筑企業(yè)管理層的風(fēng)險(xiǎn)控制能力和管理水平有所幫助；對(duì)提高勞務(wù)隊(duì)伍的職業(yè)素質(zhì),加強(qiáng)作業(yè)層建設(shè),規(guī)范建筑勞務(wù)市場有所參考。
[Abstract]:Construction enterprises are the pillar industries of the national economy. They shoulder the national construction and provide all kinds of infrastructure needed for the development of the national economy. They have made great contributions to the improvement of the people's material and cultural living standards. Since 1984, The construction enterprises have carried out the reform of the labor employment mode, which promotes the separation of the management and the labor service layers. This reform has led to the change of the control and interest relations. The management level and technical level of the construction enterprises are required to be higher. The promotion and deepening of the separation of the two layers, while strengthening the degree of specialization and core competitiveness of the management, Therefore, it is urgent to control the risk of the working layer in the development of the construction enterprise. Under this background, this paper chooses to study the risk and control strategy of the construction enterprise. Based on the theory of division of labor, this paper analyzes the evolution and formation process of two-layer separation. Secondly, it is based on contract theory. This paper studies the causes of the moral hazard and adverse selection risk in the operation layer under the separation of two layers. By using the game theory, this paper analyzes the moral hazard generated by the single game between the management and the operation layer, and through repeated game cases, It is concluded that the repeated game can control the moral hazard by changing the expected income, the rational level and the decision starting point of both parties, thus affecting the change of the behavior choice at the operational level, and using the fuzzy analytic hierarchy process (FAHP) to control the moral hazard of the working-level. By introducing the real enterprise data, the feasibility of the evaluation system is verified, and the construction of the risk evaluation index system is obtained. It can be used as a criterion to judge the cooperation ability and level of the activity level, and provide a strategy for the management to control the risk of adverse selection of the activity level. Through the research of this paper, enrich the theoretical basis of the separation of the two levels, and provide a new perspective and method for the risk control of construction enterprises, with a view to improving the risk control ability and management level of the management of construction enterprises. It is a reference for improving the professional quality of the labor force, strengthening the construction of the working layer and standardizing the construction labor market.
