【摘要】：食品安全關(guān)系到廣大人民群眾的身體健康和生命安全,關(guān)系到社會(huì)的和和諧定,關(guān)系到國(guó)家的長(zhǎng)遠(yuǎn)發(fā)展。確保食品安全,最大限度地降低食品安全隱患及風(fēng)險(xiǎn)性,是食品行業(yè)的責(zé)任，也是各地政府監(jiān)管的目標(biāo)。 大連作為一個(gè)快速發(fā)展的經(jīng)濟(jì)城市，近年來(lái)其食品加工業(yè)增長(zhǎng)迅速,經(jīng)濟(jì)效益不斷提高。大連的食品安全監(jiān)管在多方努力下采取了各種措施,取得了一定效果。但是,大連市周邊地區(qū)小作坊、小企業(yè)為數(shù)眾多,生產(chǎn)條件和管理水平較低,生產(chǎn)經(jīng)營(yíng)方式落后,特別是部分食品生產(chǎn)經(jīng)營(yíng)者法律意識(shí)淡薄，，違法經(jīng)營(yíng)和不規(guī)范生產(chǎn)加工食品問(wèn)題的依舊突出,從而導(dǎo)致大連食品安全形勢(shì)嚴(yán)峻,食品安全依然面臨重大挑戰(zhàn)。 本義在允分總結(jié)分析國(guó)內(nèi)外相關(guān)研究進(jìn)展的基礎(chǔ)上,介紹了大連市食品加工業(yè)的基本情況,并對(duì)其優(yōu)劣勢(shì)進(jìn)行分析。在詳細(xì)說(shuō)明了大連市食平安全監(jiān)管法律法規(guī)休系之后,利用詞頻分析法分析了大連市制定的相關(guān)食品安全監(jiān)管政策,發(fā)現(xiàn)大連市食品安全監(jiān)管部門(mén)對(duì)食品生產(chǎn)加工環(huán)節(jié)的監(jiān)管主要是監(jiān)督抽查、風(fēng)險(xiǎn)監(jiān)測(cè)和生產(chǎn)許可三方面展開(kāi)的。同時(shí),大連市食品生產(chǎn)安全監(jiān)管存在一定問(wèn)題題,包括監(jiān)管體制存在的問(wèn)題、監(jiān)管法律法規(guī)存在的問(wèn)題及監(jiān)管環(huán)境存在的問(wèn)題,應(yīng)從監(jiān)管體制、監(jiān)管程序、監(jiān)管手段等單個(gè)方面,采取積極的對(duì)策措施,使大連市食品生產(chǎn)安全監(jiān)管狀況得到改善。
[Abstract]:Food safety is related to the physical health and life safety of the broad masses of the people, to the social and harmonious development, to the long-term development of the country, to ensuring food safety and to minimizing the hidden dangers and risks of food safety. Is the responsibility of the food industry, but also the goal of local government regulation. As a rapidly developing economic city, Dalian's food processing industry has been growing rapidly in recent years, and its economic benefits have been continuously improved. Dalian's food safety supervision has taken various measures under various efforts and achieved certain results. The small workshops and small enterprises in the surrounding areas of Dalian are numerous, with low production conditions and management levels, backward production and management methods, especially the weak legal awareness of some food producers and operators. The problem of illegal operation and non-standard production and processing of food is still prominent, which leads to the serious situation of food safety in Dalian, and the food safety is still facing major challenges. On the basis of summarizing and analyzing the relevant research progress at home and abroad, Benyi introduces the basic situation of Dalian food processing industry and analyzes its advantages and disadvantages. By using the word frequency analysis method, this paper analyzes the relevant food safety supervision policies formulated in Dalian, and finds that the supervision of food safety supervision in Dalian is mainly the supervision and sampling inspection of food production and processing. Risk monitoring and production licensing. At the same time, there are certain problems in the supervision of food production safety in Dalian, including the problems in the regulatory system, the problems in the regulatory laws and regulations, and the problems in the regulatory environment. In order to improve the situation of food safety supervision in Dalian, we should take active countermeasures from the aspects of supervision system, supervision procedure, supervision means and so on.
