【摘要】：首鋼作為我國(guó)十大鋼廠之一,隨著國(guó)民經(jīng)濟(jì)的發(fā)展,在一定程度上有了質(zhì)的飛躍,但同國(guó)際國(guó)內(nèi)先進(jìn)鋼廠相比,差距仍然很大,采購(gòu)成本居高不下。且就目前鋼鐵行業(yè)整體形勢(shì)來看,盈利水平不容樂觀,因此各大鋼廠都在采購(gòu)環(huán)節(jié)極力壓低采購(gòu)成本,這往往也就忽視了材料性能的重要性。但事實(shí)上,同樣一種產(chǎn)品,價(jià)格相同,使用時(shí)間長(zhǎng),使用效果好的能夠減少更換、淘汰的頻率,也能從另一個(gè)側(cè)面為企業(yè)增加效益。因此分析、探索性價(jià)比采購(gòu)的模式,并指導(dǎo)于實(shí)際采購(gòu)業(yè)務(wù)中,采購(gòu)價(jià)格低廉、使用性能好的物料,不僅能滿足生產(chǎn)的需要,又能夠通過減少采購(gòu)次數(shù)來降低采購(gòu)成本。本文系統(tǒng)地運(yùn)用項(xiàng)目管理知識(shí),重點(diǎn)對(duì)SG原材料性價(jià)比采購(gòu)體系建設(shè)項(xiàng)目的進(jìn)度計(jì)劃與控制進(jìn)行論述,在項(xiàng)目進(jìn)度計(jì)劃制定階段,通過明確項(xiàng)目的范圍,選擇合適的技術(shù)、方法,確保計(jì)劃制定得科學(xué)準(zhǔn)確;在項(xiàng)目進(jìn)度控制階段,通過分解控制目標(biāo)、設(shè)置控制點(diǎn),從組織、制度、經(jīng)濟(jì)、技術(shù)多方面采取措施確保項(xiàng)目按計(jì)劃完成。本文的主要研究?jī)?nèi)容包括以下三個(gè)方面:(1)SG原材料采購(gòu)體系建設(shè)的現(xiàn)狀與存在問題分析,找出SG原材料采購(gòu)體系目前存在的主要問題,制約發(fā)展的因素,進(jìn)而明確下一步的改進(jìn)方向。(2)為順利完成SG原材料性價(jià)比采購(gòu)體系項(xiàng)目的建設(shè),將項(xiàng)目進(jìn)度管理的理論和方法應(yīng)用于本項(xiàng)目體系建設(shè)中。這部分內(nèi)容運(yùn)用工作分解結(jié)構(gòu)圖(WBS)、責(zé)任分配矩陣等項(xiàng)目管理的方法對(duì)項(xiàng)目進(jìn)行分析,確定項(xiàng)目的范圍,構(gòu)建組織結(jié)構(gòu),將項(xiàng)目工作進(jìn)行分解。(3)重點(diǎn)對(duì)SG原材料性價(jià)比采購(gòu)體系建設(shè)項(xiàng)目的進(jìn)度管理進(jìn)行研究,對(duì)項(xiàng)目進(jìn)行進(jìn)度計(jì)劃編制,進(jìn)度控制進(jìn)行分析。這部分內(nèi)容主要利用甘特圖、關(guān)鍵線路法、里程碑計(jì)劃等項(xiàng)目管理工具,對(duì)項(xiàng)目的進(jìn)度進(jìn)行管理。
[Abstract]:Shougang as one of China's ten major steel mills, with the development of the national economy, has been a qualitative leap to a certain extent, but compared with the international advanced domestic steel mills, the gap is still large, high cost of procurement. And the overall situation of the steel industry, the level of profitability is not optimistic, so the major steel mills in the procurement. To drive down the cost of procurement, it will often ignore the importance of material properties. But in fact, the same kind of products, the same price, long service time, good use effect can reduce the replacement, out of the frequency, can also from another side benefit for the enterprises to increase. Therefore the analysis, explore the mode of procurement cost, and guide to the actual purchasing business, the purchase price is low, the use of the good performance of the material, can not only meet the needs of production, but also by reducing the frequency of purchase to reduce the purchase cost. This paper systematically With the knowledge of project management, project planning and control of SG raw materials procurement price system of construction project is discussed, the development stage in the project schedule, through clarifying the scope of the project, select the appropriate technology, methods, plans to ensure the scientific accuracy; in the project schedule control stage, through the decomposition of control objectives, control points set and from the organization, system, economy, technology measures in many aspects to ensure that the project is completed according to plan. The main contents of this paper include the following three aspects: (1) analysis of problems in the construction of SG raw material procurement system present situation and existence, find out the main problems existing in SG raw material procurement system, factors restricting the development. Then clear the next improvement direction. (2) for the successful completion of the construction project cost SG raw materials procurement system, the application of theories and methods of project schedule management method in the project system Set in. This part of the application of work breakdown structure (WBS) method, responsibility assignment matrix project management to analyze the project, determine the scope of the project, construction of organizational structure, the project work decomposition. (3) studied focus on progress management of SG raw materials procurement system construction project cost, schedule planning of the project schedule control is analyzed. This part mainly uses the Gantt chart, critical path method, project management tools to manage the milepost plan, the progress of the project.
