上海電纜研究所改制背景下薪酬模式研究

【摘要】:2012年上海電纜研究所所長魏東在《上海國資》采訪中提出了“一所兩制”的方針,就是讓科技開發(fā)與科技服務(wù)實行現(xiàn)代科研院所制度,而高新技術(shù)產(chǎn)業(yè)發(fā)展實施現(xiàn)代企業(yè)制度;讓所內(nèi)的科技服務(wù)業(yè)與產(chǎn)品制造業(yè)并行發(fā)展。本文從薪酬模式入手針對“一所兩制”戰(zhàn)略提出了相應(yīng)的雙薪并軌的薪酬模式。為現(xiàn)代企業(yè)制度和現(xiàn)代科研院所制度分別設(shè)計適合其發(fā)展的薪酬模式,用有效的考核方式和激勵措施分別來提高兩個制度下的員工的效率和積極性。符合科研院所制度的員工就要用科研項目中體現(xiàn)的“知識”擁有量和貢獻量來衡量他們的薪酬水平;符合現(xiàn)代企業(yè)制度的員工就要用生產(chǎn)量或者銷售量來衡量他們的薪酬水平。同時本文還嘗試探索一個院所內(nèi)兩種制度下的部門或?qū)嶓w之間的合作,形成合力提高競爭優(yōu)勢。打破科研院所原本單一沉悶的薪酬模式,,提倡現(xiàn)代企業(yè)員工提成制和工時制、現(xiàn)代科研院所員工項目制,使之相互區(qū)別又相互聯(lián)系。能真正激勵科研院所內(nèi)的所有員工將是上海電纜研究所提高市場競爭力的有效途徑。
[Abstract]:In 2012, Wei Dong, director of Shanghai Cable Research Institute, put forward the policy of "one institute and two systems" in the interview of Shanghai State Capital, that is, to let science and technology development and science and technology service implement modern scientific research institute system, and high and new technology industry development to implement modern enterprise system; This paper puts forward the corresponding compensation model of "one institute and two systems" in view of the strategy of "one institute and two systems". It is for the modern enterprise system and the modern scientific research institute system. To design salary models that are suitable for their development, The efficiency and enthusiasm of employees under the two systems should be improved by effective assessment methods and incentive measures respectively. The employees who conform to the system of scientific research institutes should be measured by the amount of "knowledge" and the amount of contributions embodied in scientific research projects. Their pay levels; Employees who conform to the modern enterprise system are required to measure their salary levels in terms of production or sales. At the same time, this paper also tries to explore the cooperation between departments or entities under two systems in an institute. To form a joint effort to improve competitive advantage, to break the original single and dreary salary model of scientific research institutes, to advocate the system of staff commission and working hours in modern enterprises, and to establish a project system for employees in modern scientific research institutes. It will be an effective way for Shanghai Cable Research Institute to improve its market competitiveness.
