【摘要】:加快煤炭企業(yè)發(fā)展方式的轉(zhuǎn)變是現(xiàn)階段我國(guó)經(jīng)濟(jì)發(fā)展的客觀要求,是保持煤炭企業(yè)持續(xù)健康發(fā)展的必由之路。建國(guó)以來(lái),為適應(yīng)國(guó)家的政治經(jīng)濟(jì)建設(shè)戰(zhàn)略目標(biāo),國(guó)家煤炭產(chǎn)業(yè)政策也先后歷經(jīng)四次重大戰(zhàn)略調(diào)整和重心轉(zhuǎn)移,每次新的煤炭政策制定和調(diào)整,都緊緊圍繞以國(guó)家已有有限能源資源為基礎(chǔ),最大限度促進(jìn)國(guó)家經(jīng)濟(jì)建設(shè)健康發(fā)展為方針而制定。改革開放三十多年來(lái),中國(guó)煤炭產(chǎn)業(yè)市場(chǎng)化運(yùn)營(yíng)體制和機(jī)制雖已初步形成,但依然存在著產(chǎn)權(quán)制度不規(guī)范、生產(chǎn)方式粗放、綜合效益差、環(huán)境污染嚴(yán)重等現(xiàn)象,同時(shí)企業(yè)應(yīng)承擔(dān)的社會(huì)責(zé)任也存在相應(yīng)缺失。黨的十七大、十八大報(bào)告強(qiáng)調(diào),中國(guó)經(jīng)濟(jì)要健康發(fā)展,必須加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。根據(jù)當(dāng)前國(guó)家能源局面,我國(guó)的煤炭產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展方式和運(yùn)行機(jī)制亟待轉(zhuǎn)變。 以經(jīng)濟(jì)發(fā)展方式、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化理論為基礎(chǔ),論文首先論述了國(guó)有煤炭企業(yè)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式及其運(yùn)行機(jī)制的客觀必要性和可能性。 其次,重點(diǎn)論述了國(guó)有煤炭企業(yè)通過(guò)轉(zhuǎn)變經(jīng)濟(jì)運(yùn)行機(jī)制來(lái)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式:第一,實(shí)施集團(tuán)化、效益化、全球化和多元化的發(fā)展戰(zhàn)略,,轉(zhuǎn)變戰(zhàn)略發(fā)展機(jī)制;第二,建立健全市場(chǎng)導(dǎo)向、科學(xué)治理導(dǎo)向和倫理導(dǎo)向的經(jīng)營(yíng)運(yùn)行機(jī)制;第三,實(shí)現(xiàn)開放創(chuàng)新與自主創(chuàng)新相結(jié)合、集群創(chuàng)新與協(xié)同創(chuàng)新相結(jié)合、原始創(chuàng)新與再創(chuàng)新相結(jié)合,轉(zhuǎn)變創(chuàng)新驅(qū)動(dòng)機(jī)制;第四,實(shí)施綠色開采、綠色利用、綠色循環(huán)和綠色文明,轉(zhuǎn)變碳排放生產(chǎn)機(jī)制;第五,自覺(jué)實(shí)施“兩型”、全面促進(jìn)員工發(fā)展、積極投身社會(huì)福利及社會(huì)慈善事業(yè),轉(zhuǎn)變社會(huì)責(zé)任承擔(dān)機(jī)制。 最后,論述了完善政府政策及其調(diào)控來(lái)轉(zhuǎn)變國(guó)有煤炭企業(yè)經(jīng)濟(jì)發(fā)展方式:第一,實(shí)施產(chǎn)權(quán)現(xiàn)代化、企業(yè)集團(tuán)化、產(chǎn)品多元化、投入產(chǎn)出效益化和經(jīng)營(yíng)全球化的煤炭產(chǎn)業(yè)發(fā)展政策;第二,加強(qiáng)煤炭資源開發(fā)規(guī)劃和管理,調(diào)整和優(yōu)化煤炭生產(chǎn)結(jié)構(gòu),提升煤炭科技創(chuàng)新能力和裝備技術(shù)水平,強(qiáng)化煤礦安全生產(chǎn)保障等運(yùn)行調(diào)控政策;第三,實(shí)施提高能源轉(zhuǎn)換率、提高煤炭生產(chǎn)過(guò)程附加產(chǎn)物的處理與利用效率、提高煤層氣開發(fā)效率等創(chuàng)新驅(qū)動(dòng)政策;第四,實(shí)施循環(huán)經(jīng)濟(jì)、生態(tài)環(huán)境等低碳激勵(lì)政策,第五,實(shí)施安全生產(chǎn)及其補(bǔ)償、服務(wù)社區(qū)、慈善政策,以及社會(huì)責(zé)任承擔(dān)的政府監(jiān)管等社會(huì)責(zé)任承擔(dān)政策。
[Abstract]:Speeding up the transformation of coal enterprises' development mode is the objective requirement of China's economic development at the present stage, and is the only way to maintain the sustained and healthy development of coal enterprises. Since the founding of the people's Republic of China, in order to adapt to the strategic goal of the country's political and economic construction, The national coal industry policy has also undergone four major strategic adjustments and a shift of focus. Every new coal policy formulation and adjustment is closely based on the limited energy resources already available in the country. Since the reform and opening up to the outside world more than 30 years ago, although the market-oriented operation system and mechanism of China's coal industry have initially formed, there are still non-standard property rights systems and extensive production modes. As a result of poor comprehensive benefits and serious environmental pollution, there is also a corresponding lack of social responsibility for enterprises. The report of the 17th National Congress of the Communist Party of China, 18, emphasized that China's economy should develop healthily. According to the current national energy situation, the mode of economic development and operation mechanism of China's coal industry need to be changed urgently. Based on the theory of economic development mode and industrial structure optimization, this paper first discusses the objective necessity and possibility of transforming the economic development mode and its operating mechanism of state-owned coal enterprises. Secondly, the paper focuses on the transformation of the mode of economic development of state-owned coal enterprises through the transformation of economic operation mechanism: first, the implementation of collectivization, efficiency, globalization and diversification of the development strategy, change the strategic development mechanism; second, Third, to realize the combination of open innovation and independent innovation, combination of cluster innovation and collaborative innovation, combination of original innovation and new innovation. Change innovation driving mechanism; 4th, implement green mining, green utilization, green cycle and green civilization, change carbon emission production mechanism; 5th, consciously implement "two types", promote staff development in an all-round way, Actively engage in social welfare and social philanthropy, change the social responsibility system. Finally, the paper discusses how to improve the government policy and its regulation to change the mode of economic development of state-owned coal enterprises: first, to carry out the modernization of property rights, the collectivization of enterprises, the diversification of products, Policies for the development of the coal industry with input-output benefits and globalized operations; second, to strengthen the development planning and management of coal resources, to adjust and optimize the coal production structure, and to enhance the ability of coal science and technology innovation and the level of equipment technology. Third, implementing innovative driving policies such as improving the rate of energy conversion, improving the treatment and utilization efficiency of additional products in the coal production process, and improving the efficiency of coal bed methane development. 4th, Implement low carbon incentive policy such as circular economy, ecological environment and so on, 5th, implement safe production and its compensation, serve the community, charity policy, and social responsibility government supervision and so on social responsibility undertaking policy.
