【摘要】：相對于火力、水利和其他發(fā)電形式來說，風力發(fā)電投資資金巨大，，售電價格比較高，存在很大的投資風險。同時，風力發(fā)電作為一種新型發(fā)電形式，發(fā)電技術發(fā)展比較快，設備更新速度比較快，相關設備生產(chǎn)企業(yè)存在存續(xù)不足的問題，而風電資源評價的準確性不高，進一步增加了風電場投資項目的風險。風電場作為系統(tǒng)工程，各個環(huán)節(jié)之間銜接的好壞也影響風電場投資項目的風險性，所以降低風電場投資項目的風險是投資者需要有效解決的主要問題。 本文以風電控制理論為基礎，結合滄州市風電場投資項目的實際情況，分析了滄州風電場投資項目、實際情況、施工環(huán)境和存在的主要問題，對滄州風電場投資項目風險進行有效地評價，提出了有效風電場項目風險規(guī)避辦法和措施。 首先，在對滄州風險投資項目中的風險因素進行歸類的基礎上，從調查問卷、變量確定和分析方法等方面闡述風險因素識別。在數(shù)據(jù)收集過程中，主要采取了專家調查法和問卷調查法來收集相應數(shù)據(jù)，主要包括問卷調查、發(fā)放和回收，排除其他項目的干擾因素。 其次，文章借鑒國內、外相關理論進行實證分析，確立風電場投資項目中的各種變量，對各種風險進行分析研究。在滄州風電場投資項目分析過程中，找出資源風險、設備風險、電價風險、送出風險。 再次，對滄州風電場工程投資建設中存在的風險進行深入分析，針對可能存在的風險提出控制對策。滄州風電場投資項目中風險對策和項目管理是滄州風電場實際投資建設的基礎，可以為國內其他風電場投資項目建設提供借鑒。 最后，闡述滄州風電場投資項目中存在的風險主要包括，風資源評估風險、風力發(fā)電設備技術風險、政府電價政策風險、電力送出工程風險、操作管理風險。針對投資項目風險提出相應的對策，以期能夠為滄州風電場項目風險控制提供切實可行的建議。
[Abstract]:Compared with firepower, water conservancy and other forms of power generation, wind power generation has a huge investment capital, high selling price and great investment risks. At the same time, wind power generation, as a new form of power generation, has a relatively rapid development of power generation technology. The equipment renewal speed is relatively fast, the related equipment production enterprise exists the question of the existence insufficiency, but the accuracy of the wind power resource evaluation is not high, which further increases the risk of the wind farm investment project. The link between each link also affects the risk of wind farm investment projects, so reducing the risk of wind farm investment projects is the main problem that investors need to solve effectively. Based on wind power control theory and the actual situation of Cangzhou wind farm investment project, this paper analyzes the investment project, actual situation, construction environment and main problems of Cangzhou wind farm. The risk of Cangzhou wind farm investment project is evaluated effectively, and the methods and measures of avoiding the project risk are put forward. First of all, on the basis of classifying the risk factors in the Cangzhou venture capital project, the paper expounds the identification of the risk factors from the aspects of questionnaire, variable determination and analysis. This paper mainly adopts the method of expert investigation and questionnaire to collect the corresponding data, including questionnaire survey, distribution and recovery, and eliminating the interference factors of other items. Secondly, the article uses the domestic and foreign related theories for empirical analysis, establishes various variables in wind farm investment projects, analyzes and studies the various risks, and finds out the resource risks in the analysis process of Cangzhou wind farm investment projects. Equipment risk, electricity price risk, delivery risk. Thirdly, the risks in the construction of Cangzhou wind farm project are analyzed deeply. The risk countermeasures and project management in the Cangzhou wind farm investment project are the basis of the actual investment construction of Cangzhou wind farm, which can be used for reference for other domestic wind farm investment projects. Finally, the risks in the investment project of Cangzhou wind farm are described, including the risk of wind resource assessment, the technical risk of wind power generation equipment, the risk of government electricity price policy, the risk of power delivery project. In order to provide feasible suggestions for the project risk control of Cangzhou wind farm, the corresponding countermeasures are put forward for the investment project risk management.
