輸配電工程項目綜合評價研究

【摘要】:隨著電力行業(yè)的市場化改革,電力行業(yè)投資的經(jīng)濟效益也目益得到重視,輸配電網(wǎng)工程項目投資評價的作用和意義日益突出,評價工作也越來越受重視。叢于實際輸配電工程項目的需求,本文對輸配電工程項目投資評價進行了系統(tǒng)研究。首先介紹了近年來輸配電工程的快速發(fā)展,研究了國內(nèi)外有關(guān)工程項目評價的理論,分析了工程項目理論評價的現(xiàn)狀及存在的問題。其次,闡述了開展工程項目綜合評價的意義、目標(biāo)、內(nèi)容、方法以及程序,重點分析了綜合評價的國內(nèi)外常用的層次分析法、綜合評價法、邏輯框架法以及對比法四種方法,分析各種方法的利弊,選擇了模糊綜合評價方法,重點分析經(jīng)濟評價指標(biāo),詳細闡述了財務(wù)評價和國民經(jīng)濟評價指標(biāo)體系,研究了反映直接經(jīng)濟效益的財務(wù)評價,細致解讀了財務(wù)評價中盈利能力和償債能力兩方而的核心指標(biāo)的意義、內(nèi)容以及計算,叢于全面評價工程項目研究了反映間接經(jīng)濟效益指標(biāo)的技術(shù)水平、社會效益以及施工過程的評價內(nèi)容。在理論研究的基礎(chǔ)上,結(jié)合輸配電工程項目的特點,構(gòu)建模糊綜合評價模式,按財務(wù)指標(biāo)、技術(shù)水平、社會效益、施工過程四個方面,在二級指標(biāo)系統(tǒng)下將經(jīng)濟評價方而深入到三級指標(biāo)系統(tǒng)中,計算了凈現(xiàn)值、內(nèi)部收益率、資產(chǎn)負(fù)債率等指標(biāo),邀請專家團隊,采用定性分析和定量分析相結(jié)合進行評價。此外,為了系統(tǒng)分析輸配電工程項目,簡要介紹了實際輸配電工程項目的設(shè)計方案,開展了技術(shù)分析,說明了變電站站址的選址和輸配電項目建設(shè)過程中各建設(shè)部分的概念和范圍,為整個輸配電工程建設(shè)投資評價和經(jīng)濟研究中技術(shù)水平、社會效益和施工過程等綜合評價提供的基礎(chǔ)。最后,以某11OkV輸配電工程建設(shè)為例,通過分析某地區(qū)電網(wǎng)概況及電力負(fù)荷預(yù)測,說明了工程建設(shè)的必要性,并對該輸配電工程項目進行了綜合評價,構(gòu)建的綜合評價模型,設(shè)計綜合各項評價指標(biāo),將評價理論切實應(yīng)用到實際工程中。
[Abstract]:With the market-oriented reform of power industry, the economic benefit of electric power industry investment has been paid more and more attention, and the function and significance of investment evaluation of transmission and distribution network project is becoming more and more prominent. More and more attention has been paid to the evaluation work. In order to meet the needs of actual transmission and distribution projects, this paper makes a systematic study on the investment evaluation of transmission and distribution projects. Firstly, the rapid development of transmission and distribution projects in recent years is introduced. This paper studies the theory of engineering project evaluation at home and abroad, analyzes the present situation and existing problems of engineering project theory evaluation. Secondly, it expounds the significance, goal, content, method and procedure of carrying out comprehensive evaluation of engineering project. This paper mainly analyzes four methods of comprehensive evaluation, such as analytic hierarchy process (AHP), comprehensive evaluation, logic frame and contrast, and analyzes the advantages and disadvantages of each method, chooses fuzzy comprehensive evaluation method, and analyzes the economic evaluation index. This paper expounds the index system of financial evaluation and national economic evaluation, studies the financial evaluation that reflects the direct economic benefits, and interprets in detail the significance, content and calculation of the core indicators of profitability and solvency in financial evaluation. This paper studies the technical level, social benefit and evaluation content of the construction process reflecting the indirect economic benefit index in a comprehensive evaluation project. On the basis of theoretical research, it combines the characteristics of the transmission and distribution project. Based on the four aspects of financial index, technical level, social benefit and construction process, the model of fuzzy comprehensive evaluation is constructed. In the second level index system, the economic evaluation is carried out into the three-level index system, and the net present value and internal rate of return are calculated. In order to systematically analyze the transmission and distribution project, the design scheme of the actual transmission and distribution project is briefly introduced, and the expert team is invited to evaluate the indexes such as asset-liability ratio, and the qualitative analysis is combined with the quantitative analysis. The technical analysis is carried out, and the concept and scope of each construction part in the process of substation site selection and transmission and distribution project construction are explained, and the technical level of investment evaluation and economic research for the whole transmission and distribution project is discussed. Finally, taking the construction of a 11OkV transmission and distribution project as an example, the necessity of engineering construction is explained by analyzing the general situation of power network and power load forecasting in a certain area. The comprehensive evaluation model of the transmission and distribution project is constructed, and the comprehensive evaluation indexes are designed. The evaluation theory is applied to the actual project.
