循環(huán)經(jīng)濟(jì)下高耗能產(chǎn)業(yè)群協(xié)同發(fā)展逆向物流體系構(gòu)建及對(duì)策研究

【摘要】:隨著工業(yè)的不斷發(fā)展,所需要的資源消耗也越來越大,如何有效地緩解經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)、資源節(jié)約之間的矛盾成為循環(huán)經(jīng)濟(jì)發(fā)展所面臨的重大問題。高耗能產(chǎn)業(yè)的包括冶金、化工、建材、火電行業(yè)在內(nèi)的消耗大量資源和能源的產(chǎn)業(yè)。如何通過有效的手段來緩解高耗能產(chǎn)業(yè)的高排放、高污染和高物耗對(duì)我國重工業(yè)的可持續(xù)發(fā)展有重大的意義。本文在基于循環(huán)經(jīng)濟(jì)的理念基礎(chǔ)上,提出構(gòu)建我國高耗能產(chǎn)業(yè)逆向物流體系來回收副產(chǎn)品和廢棄物,從而有效緩解高耗能產(chǎn)業(yè)廢棄物的處理問題,產(chǎn)生良好的生態(tài)效益,減輕政府負(fù)擔(dān),降低社會(huì)成本。 本文在系統(tǒng)地總結(jié)了循環(huán)經(jīng)濟(jì)和逆向物流理論的基礎(chǔ)上,分析了逆向物流和循環(huán)經(jīng)濟(jì)之間的關(guān)系。介紹了高耗能產(chǎn)業(yè)逆向物流體系構(gòu)建的一般原則和框架,從協(xié)同管理的角度提出構(gòu)建高耗能業(yè)內(nèi)部和產(chǎn)業(yè)群的逆向物流體系。其次,提出建立逆向物流的評(píng)價(jià)方法及體系,可以對(duì)企業(yè)的逆向物流進(jìn)行初步的評(píng)價(jià);再次從企業(yè)、社會(huì)和政府層次提出發(fā)展高耗能產(chǎn)業(yè)群逆向物流體系的發(fā)展對(duì)策,為逆向物流體系的更好實(shí)施提供準(zhǔn)備。最后結(jié)合具體的案例,寶鋼鋼鐵集團(tuán)來分析其逆向物流發(fā)展?fàn)顩r并進(jìn)行優(yōu)化,嘗試建立生態(tài)工業(yè)園整體逆向物流的生態(tài)鏈。
[Abstract]:With the continuous development of industry, the resource consumption is also increasing. How to effectively alleviate economic development and environmental protection, The contradiction between resource saving has become a major problem in the development of circular economy. High energy consuming industries include metallurgy, chemical industry, building materials, Industries that consume a great deal of resources and energy, including the thermal power industry. How to mitigate the high emissions from high-energy consumption industries through effective means, High pollution and high material consumption are of great significance to the sustainable development of heavy industry in China. Based on the concept of circular economy, this paper puts forward the construction of reverse logistics system of high energy consuming industry in China to recover by-products and wastes. Therefore, it can effectively alleviate the problem of waste disposal in energy-consuming industry, produce good ecological benefits, lighten the burden on the government and reduce the social cost. On the basis of systematically summarizing the theory of circular economy and reverse logistics, this paper analyzes the relationship between reverse logistics and circular economy, and introduces the general principles and framework of the construction of reverse logistics system of high-energy consuming industry. From the point of view of cooperative management, this paper puts forward the construction of reverse logistics system within the energy consuming industry and industrial clusters. Secondly, it puts forward the evaluation method and system of reverse logistics, which can be used to evaluate the reverse logistics of enterprises. In order to prepare for the better implementation of the reverse logistics system, the author puts forward some countermeasures to develop the reverse logistics system of the high energy consuming industry cluster at the social and government levels. Baosteel Iron and Steel Group analyzes and optimizes its reverse logistics development and tries to establish the ecological chain of the whole reverse logistics in Eco-Industrial Park.
