基于項(xiàng)目管理理論的配電線路工程管理研究

【摘要】:隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展,以及電網(wǎng)本身安全穩(wěn)定的運(yùn)行要求,早期的配電線路輸送能力明顯偏弱,設(shè)備日趨老化,可靠性逐年降低。配電線路工程的數(shù)量和規(guī)模不斷擴(kuò)大,但多種因素在施工、質(zhì)量、效率、安全等方面的問(wèn)題,造成工程施工難度越來(lái)越大,已經(jīng)嚴(yán)重影響到工程的正常進(jìn)行。國(guó)家電網(wǎng)公司特別關(guān)心電力工程建設(shè)項(xiàng)目的安全、質(zhì)量及生產(chǎn)工期。而項(xiàng)目管理工作人員則更希望工程建設(shè)在保證質(zhì)量合格的前提下按時(shí)完成生產(chǎn)任務(wù),而安全保證對(duì)整個(gè)項(xiàng)目的完成具有十分重要的影響。 對(duì)于電網(wǎng)建設(shè)來(lái)講,擁有一套科學(xué)、合理的相關(guān)管理體系對(duì)項(xiàng)目進(jìn)程控制、工程質(zhì)量保證及安全生產(chǎn)督促都起著十分關(guān)鍵的作用。隨著市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,社會(huì)對(duì)供電量的需求也有了明顯的增加,我國(guó)在與世界接軌的過(guò)程中也充分學(xué)習(xí)國(guó)外的先進(jìn)發(fā)展經(jīng)驗(yàn),大大促進(jìn)了電網(wǎng)建設(shè)生產(chǎn)水平的提高。但由于我國(guó)電網(wǎng)建設(shè)項(xiàng)目發(fā)展歷史較短,因此與西方發(fā)達(dá)國(guó)家相比還存在較大差異。為了從根本上解決這一問(wèn)題,縮短我國(guó)與發(fā)達(dá)國(guó)家間的差距,使我國(guó)電網(wǎng)建設(shè)工程管理的發(fā)展可以跟上世界前進(jìn)的步伐成了我國(guó)供電集團(tuán)近期內(nèi)亟待解決的問(wèn)題之一。 文章通過(guò)探究當(dāng)前配電線路工程管理的現(xiàn)狀及其問(wèn)題,然后根據(jù)項(xiàng)目管理理論和方法,對(duì)工程項(xiàng)目的安全、進(jìn)度、質(zhì)量和成本這四個(gè)管理要素進(jìn)行應(yīng)用研究,提出了配電線路工程管理的改進(jìn)措施,最后結(jié)合案例從項(xiàng)目立項(xiàng)階段直至投產(chǎn)運(yùn)行階段的全過(guò)程項(xiàng)目化管理,提出了配電線路工程項(xiàng)目管理的方法和途徑。
[Abstract]:With the rapid development of social economy and the safe and stable operation requirements of the power grid, the early distribution line transmission capacity is obviously weak, and the equipment is aging day by day. The reliability is decreasing year by year. The quantity and scale of distribution line project is expanding, but many factors in construction, quality, efficiency, safety and so on, make the construction more and more difficult. Has seriously affected the normal progress of the project. The State Grid Corporation is particularly concerned about the safety of power engineering construction projects. The project management staff hope that the project construction will be completed on time on the premise that the quality is up to standard, and the safety assurance has a very important influence on the completion of the whole project. For power grid construction, having a set of scientific and reasonable related management system plays a very important role in project process control, engineering quality assurance and production safety supervision. With the development of market economy. The social demand for electricity supply has also increased significantly, and our country has fully learned from the advanced development experience of foreign countries in the process of connecting with the world. It has greatly promoted the improvement of power grid construction and production level. However, because of the short history of development of power grid construction projects in China, there is still a big difference compared with the developed countries in the west. In order to solve this problem fundamentally. By shortening the gap between China and developed countries, the development of power grid construction engineering management in China can keep up with the pace of the world's progress, which has become one of the problems to be solved urgently in the near future. This paper explores the current situation and problems of distribution line engineering management, and then according to the project management theory and method, the safety, progress, quality and cost of the four management elements of the project are studied. The improvement measures of distribution line project management are put forward, and the methods and approaches of distribution line project management are put forward according to the whole process of project management from the stage of project establishment to the stage of putting into operation.
