【摘要】:中型純火電機(jī)組技改為熱電聯(lián)產(chǎn)機(jī)組,符合當(dāng)前全球節(jié)能減排工作的大背景;同時(shí),對(duì)技改項(xiàng)目生產(chǎn)運(yùn)營(yíng)狀況進(jìn)行評(píng)價(jià)研究,具有重要的環(huán)保、經(jīng)濟(jì)價(jià)值。通過(guò)大量閱讀國(guó)內(nèi)外相關(guān)文獻(xiàn),并結(jié)合山東黃臺(tái)電廠技改項(xiàng)目調(diào)研資料,簡(jiǎn)單介紹了該項(xiàng)目的基本情況,為論文的后續(xù)研究提供了基本資料。結(jié)合技改項(xiàng)目實(shí)際情況以及評(píng)價(jià)原則和目的,本文從兩個(gè)角度對(duì)火電廠技改項(xiàng)目生產(chǎn)運(yùn)營(yíng)評(píng)價(jià):技改項(xiàng)目運(yùn)行生產(chǎn)評(píng)價(jià)和技改項(xiàng)目財(cái)務(wù)評(píng)價(jià),并分別通過(guò)建立評(píng)價(jià)指標(biāo)體系、運(yùn)用綜合評(píng)價(jià)方法以及計(jì)算多項(xiàng)評(píng)價(jià)指標(biāo)等方法予以分析研究。 在對(duì)技改項(xiàng)目運(yùn)行生產(chǎn)評(píng)價(jià)中,本文首先詳細(xì)分析了黃臺(tái)電廠技改項(xiàng)目運(yùn)行生產(chǎn)的實(shí)際狀況,繼而結(jié)合技改項(xiàng)目常規(guī)評(píng)價(jià)內(nèi)容體系,特殊與一般相結(jié)合,構(gòu)建了火電廠技改項(xiàng)目運(yùn)行生產(chǎn)評(píng)價(jià)指標(biāo)體系,分別從環(huán)境保護(hù)、技術(shù)指標(biāo)、安全管理三個(gè)角度進(jìn)行評(píng)價(jià);最后利用灰色綜合評(píng)價(jià)方法,結(jié)合所構(gòu)建的評(píng)價(jià)指標(biāo)體系,對(duì)黃臺(tái)電廠技改項(xiàng)目實(shí)際情況予以實(shí)例分析,并針對(duì)相應(yīng)問(wèn)題提出多項(xiàng)建議,以促進(jìn)其運(yùn)行生產(chǎn)狀況更加優(yōu)化。在對(duì)技改項(xiàng)目財(cái)務(wù)評(píng)價(jià)中,本文首先對(duì)財(cái)務(wù)評(píng)價(jià)常用方法予以梳理,繼而結(jié)合黃臺(tái)電廠技改項(xiàng)目實(shí)際狀況,分別從成本分析、盈利能力、償債能力、營(yíng)運(yùn)能力及發(fā)展能力等分析角度,對(duì)其予以財(cái)務(wù)評(píng)價(jià);并依據(jù)評(píng)價(jià)情況給予相關(guān)建議,以便提高未來(lái)財(cái)務(wù)經(jīng)營(yíng)水平。 黃臺(tái)電廠技改項(xiàng)目生產(chǎn)運(yùn)營(yíng)評(píng)價(jià)工作的進(jìn)行,有利于分析火電廠技改項(xiàng)目實(shí)施過(guò)程中的規(guī)律性問(wèn)題,可進(jìn)一步優(yōu)化未來(lái)技改項(xiàng)目運(yùn)行生產(chǎn)狀況,并提高未來(lái)火電廠技改項(xiàng)目投資決策的科學(xué)性及合理性。
[Abstract]:The technical transformation of medium pure thermal power units into cogeneration units accords with the background of the global energy saving and emission reduction work; At the same time, it has important environmental protection and economic value to evaluate the production and operation status of the technical reform project. Through reading a large number of domestic and foreign relevant literature, and combining with the investigation and research data of Shandong Huangtai power plant technical reform project. This paper briefly introduces the basic situation of the project, and provides the basic information for the follow-up study of the paper, combined with the actual situation of the technical transformation project and the evaluation principles and purposes. This paper evaluates the production and operation of the technical transformation project of thermal power plant from two angles: the operation production evaluation of the technical transformation project and the financial evaluation of the technical reform project, and establishes the evaluation index system respectively. Comprehensive evaluation method and calculation of multiple evaluation indicators are used to analyze and study. In the evaluation of the operation and production of the technical transformation project, this paper firstly analyzes the actual situation of the operation and production of the technical reform project of Huangtai Power Plant in detail, and then combines the routine evaluation content system of the technical reform project with the special and general combination. The evaluation index system of operation and production of technical transformation project of thermal power plant is constructed, which is evaluated from three angles of environmental protection, technical index and safety management. Finally, using the grey comprehensive evaluation method, combined with the evaluation index system, the actual situation of the Huangtai power plant technical transformation project is analyzed, and some suggestions are put forward in view of the corresponding problems. In order to promote its operation and production conditions more optimized. In the financial evaluation of the technical reform project, this paper firstly combed the common methods of financial evaluation, then combined with the actual situation of Huangtai power plant technical transformation project, respectively from the cost analysis. Financial evaluation of profitability, solvency, operating capacity and development ability; And according to the evaluation to give relevant recommendations, in order to improve the level of future financial management. The evaluation of the production and operation of the technical transformation project in Huangtai Power Plant is beneficial to the analysis of the regularity in the implementation process of the technical transformation project of the thermal power plant and the further optimization of the operation and production situation of the technical transformation project in the future. And improve the science and rationality of investment decision of future thermal power plant technical reform project.
