【摘要】： 食品安全關(guān)系到廣大人民群眾的身體健康和生命安全,關(guān)系到經(jīng)濟(jì)健康發(fā)展和社會穩(wěn)定,關(guān)系到政府和國家的形象。食品安全已成為衡量人民生活質(zhì)量、社會管理水平和國家法制建設(shè)的一個重要方面。因此,加強和完善我國的食品安全體系建設(shè),顯得尤為重要和迫切。本文主要從政府角度,提出了食品安全監(jiān)管的概念與我國的食品安全監(jiān)管的范疇,以及食品安全監(jiān)管的基本特點及食品安全監(jiān)管的類型;從我國的食品安全現(xiàn)狀出發(fā),分析政府推進(jìn)食品安全監(jiān)管的現(xiàn)狀以及政府食品安全監(jiān)管不力的表現(xiàn)與根源,在借鑒發(fā)達(dá)國家解決食品安全問題的經(jīng)驗基礎(chǔ)上,進(jìn)而提出政府推進(jìn)食品安全監(jiān)管的一系列對策措施,主要從突出政府對食品安全管理的組織協(xié)調(diào)和領(lǐng)導(dǎo)作用、建立食品安全管理監(jiān)管體系、加快食品安全監(jiān)管信息化體系、建立和完善食品安全應(yīng)急管理體系、健全和規(guī)范相關(guān)法律、法規(guī)及標(biāo)準(zhǔn)體系、建立和完善食品安全管理監(jiān)督評估體系、建立食品安全監(jiān)管信用體系、建立食品安全監(jiān)管教育宣傳體系、構(gòu)建行業(yè)協(xié)會等中介機構(gòu)以及研究機構(gòu)的食品安全推動體系等方面入手,進(jìn)一步論證了推進(jìn)食品安全監(jiān)管是政府責(zé)無旁貸的主要職責(zé)之一。
[Abstract]:Food safety is related to the people's health and life safety, to the healthy development of economy and social stability, to the image of the government and the country. Food safety has become a measure of people's quality of life. The level of social management and the national legal system is an important aspect. Therefore, it is particularly important and urgent to strengthen and improve the construction of food safety system in China. This paper mainly from the perspective of the government. The concept of food safety supervision and the scope of food safety supervision in China are put forward, as well as the basic characteristics of food safety supervision and the types of food safety supervision. Starting from the current situation of food safety in China, this paper analyzes the current situation of the government to promote food safety supervision, as well as the performance and root causes of ineffective government food safety supervision, on the basis of drawing lessons from the experiences of developed countries in solving food safety problems. And then put forward a series of measures to promote food safety supervision, mainly from highlighting the role of government organization coordination and leadership of food safety management, establish a food safety management supervision system. We will speed up the information system of food safety supervision, establish and improve the food safety emergency management system, improve and standardize the relevant laws, regulations and standards system, and establish and improve the food safety management supervision and evaluation system. The establishment of food safety supervision credit system, food safety supervision and education system, the construction of trade associations and other intermediary organizations and research institutions of food safety promotion system and so on. Further demonstrated that the promotion of food safety supervision is one of the main responsibilities of the government.
