EPC工程總承包模式在液化天然氣接收站項目中的應(yīng)用研究

【摘要】:近年來,國內(nèi)工程建設(shè)和管理日益成熟,項目建設(shè)隊伍也逐漸走向?qū)I(yè)化,各項石化工程項目的建設(shè)管理模式也在逐漸地由傳統(tǒng)的承包模式向EPC工程總承包模式進行轉(zhuǎn)變。EPC工程總承包模式以其具有的管理統(tǒng)一性和系統(tǒng)性、設(shè)計主導(dǎo)、有效縮短工期、質(zhì)量有保證、減輕業(yè)主協(xié)調(diào)難度等優(yōu)點,為各大型工程建設(shè)項目業(yè)主所應(yīng)用。隨著國內(nèi)越來越多的石化工程項目采用EPC工程總承包模式,其優(yōu)點也充分體現(xiàn)出來,但是,由于國內(nèi)環(huán)境、企業(yè)內(nèi)部環(huán)境的影響,EPC工程總承包模式在應(yīng)用過程中也暴露出諸如相關(guān)法律法規(guī)不健全、具有國際競爭實力的工程公司數(shù)量少、企業(yè)高素質(zhì)人才不足等問題。 本文對論文的研究背景、研究意義及國內(nèi)外研究現(xiàn)狀等情況作了介紹。采用實地調(diào)研、對比分析、實證分析等方法,以山東青島LNG接收站項目為例,從項目進度控制、質(zhì)量管理、HSE管理、費用控制管理、風(fēng)險管理、檔案資料管理等六個方面闡述了EPC工程總承包模式在山東青島LNG接收站項目中的應(yīng)用情況,,對EPC總承包模式在山東青島LNG接收站項目的應(yīng)用過程中存在的外部環(huán)境問題、企業(yè)內(nèi)部問題進行了分析、研究,并針對問題提出改進措施。最后,從加強單位內(nèi)部管理、突出設(shè)計主導(dǎo)地位、加強分包單位管理三個方面對山東青島LNG接收站項目后續(xù)建設(shè)的項目管理工作提出了建議。 通過對EPC工程總承包模式的項目管理進行研究,能夠為我國LNG接收站項目總承包企業(yè)提供一定的理論依據(jù)和實踐指導(dǎo)。
[Abstract]:In recent years, the domestic engineering construction and management are increasingly mature, the project construction team is gradually becoming professional. The construction management mode of various petrochemical engineering projects is gradually changing from the traditional contracting mode to the general contracting mode of EPC project with its management unity and systematicness. Design leading, effectively shorten the duration of the project, quality assurance, reduce the owner coordination difficulties and other advantages. As more and more petrochemical projects in China adopt the general contracting mode of EPC, its advantages are also fully reflected, however, due to the domestic environment. The impact of the internal environment of enterprises EPC project general contracting model in the application process also exposed such as the relevant laws and regulations are not perfect, the number of engineering companies with international competitive strength is small. The enterprise high-quality talented person is insufficient and so on question. This paper introduces the research background, significance and current situation of the research at home and abroad. By using the methods of field investigation, comparative analysis and empirical analysis, the project of Qingdao LNG receiving Station in Shandong Province is taken as an example. From project schedule control, quality management, HSE management, cost control management, risk management. This paper expounds the application of EPC project general contracting mode in the LNG receiving station project in Qingdao Shandong Province from six aspects such as file data management and so on. This paper analyzes and studies the external environmental problems existing in the application of EPC general contracting mode in the application of LNG receiving station project in Qingdao Shandong province and puts forward some improvement measures in view of the problems. From three aspects of strengthening the internal management of the unit, highlighting the leading position of the design and strengthening the management of the subcontract unit, the paper puts forward some suggestions for the project management of the project of the LNG receiving station in Qingdao, Shandong Province. Through the research on the project management of EPC project general contracting mode, it can provide certain theoretical basis and practical guidance for the general contracting enterprise of LNG receiving station project in our country.
