【摘要】：近幾年,轉(zhuǎn)基因食品成為學(xué)術(shù)界乃至廣大公眾關(guān)注的熱門話題,人們一方面肯定其對(duì)提高世界農(nóng)作物產(chǎn)量、質(zhì)量,減少化學(xué)肥料和殺蟲劑的使用,解決發(fā)展中國家的糧食匱乏、饑餓和營養(yǎng)不良,以及促進(jìn)醫(yī)藥、化工行業(yè)發(fā)展的重大意義；另一方面,人們也擔(dān)心其基因序列的改變會(huì)給使用者及生態(tài)系統(tǒng)帶來前所未有的威脅,因現(xiàn)在轉(zhuǎn)基因作物對(duì)環(huán)境以及食品安全等方面的影響尚無定論。 但是,21世紀(jì)是生物技術(shù)的世紀(jì),轉(zhuǎn)基因技術(shù)為核心的現(xiàn)代生物技術(shù)產(chǎn)業(yè)已成為當(dāng)今世界發(fā)展最快、最活躍的高新技術(shù)產(chǎn)業(yè)領(lǐng)域之一,因其能解決全人類面臨的人口膨脹、糧食短缺、能源危機(jī)、環(huán)境污染、資源匱乏等全球問題,轉(zhuǎn)基因技術(shù)的發(fā)展具有不可阻擋的勢頭。轉(zhuǎn)基因食品逐漸進(jìn)入老百姓的餐桌,對(duì)于國家決策者來說,在轉(zhuǎn)基因食品發(fā)展領(lǐng)域不失掉先機(jī)的同時(shí),要盡可能地保障人民的安全和生態(tài)系統(tǒng)的穩(wěn)定,就需要通過國家政策手段來進(jìn)行調(diào)控,在探索中找到適合自身國情的最佳政策策略。 本文遵循以下邏輯展開研究,首先簡要介紹轉(zhuǎn)基因食品的概念與發(fā)展?fàn)顩r,隨后對(duì)比分析其它國家的轉(zhuǎn)基因食品政策,揭示其產(chǎn)生差異的深層次原因,最后通過對(duì)我國現(xiàn)有轉(zhuǎn)基因食品政策的取向以及主流觀點(diǎn)的分析,并借鑒符合我國國情的國際經(jīng)驗(yàn),提出我國轉(zhuǎn)基因食品政策取向的建議。
[Abstract]:In recent years, genetically modified food has become a hot topic in academia and even the general public. On the one hand, people affirm that it can improve the output and quality of crops in the world and reduce the use of chemical fertilizers and pesticides. Addressing food insecurity, hunger and malnutrition in developing countries, as well as promoting the development of the pharmaceutical and chemical industries; On the other hand, there are fears that changes in gene sequences will pose an unprecedented threat to users and ecosystems, as the impact of genetically modified crops on the environment and food safety is uncertain. However, the 21st century is the century of biotechnology. The modern biotechnology industry with transgenic technology as the core has become one of the fastest developing and most active high-tech industries in the world. Because of its solution to the population expansion, food shortage, energy crisis, environmental pollution, resource scarcity and other global problems faced by all mankind. The development of GM technology has an unstoppable momentum. GMOs are gradually entering the dining table of the common people. For national policy makers, the development of GMF has not lost the opportunity at the same time. In order to ensure the safety of people and the stability of ecosystem as much as possible, it is necessary to adjust and control by means of national policies, and to find the best policy strategies suitable for their own national conditions in the course of exploration. This paper follows the following logic to carry out the study, first a brief introduction of the concept and development of genetically modified foods, and then comparative analysis of other countries'GM food policies, to reveal the deep-seated reasons for the differences. Finally, through the analysis of the orientation and the mainstream view of the existing GM food policy in China, and drawing lessons from the international experience in accordance with the national conditions of our country, some suggestions on the policy orientation of GMF in China are put forward.
