企業(yè)社會(huì)責(zé)任視角下食品安全問(wèn)題研究

【摘要】:保障食品安全涉及到的利益關(guān)系相當(dāng)復(fù)雜,更是一項(xiàng)長(zhǎng)期性和艱巨性的任務(wù)。由于我國(guó)居民的收入水平的提高,人們更加重視飲食文化。但同時(shí)由于人們的生活節(jié)奏越來(lái)越快,飲食的消費(fèi)結(jié)構(gòu)也由單一變成了多元化消費(fèi)格局,人民的外出就餐也逐漸呈現(xiàn)出增加的趨勢(shì),這已經(jīng)成為一種發(fā)展的方向,F(xiàn)實(shí)已經(jīng)證明,為了能夠保證人們飲食營(yíng)養(yǎng)的要求,食品的安全性必須成為食品生產(chǎn)企業(yè)所要完成首要任務(wù)。如果,不能有效的完成這個(gè)任務(wù),那么一些不合格的食品將會(huì)直接導(dǎo)致消費(fèi)者的身心健康?梢(jiàn),加工企業(yè)的作用是使食品安全得到保障的關(guān)鍵因素。當(dāng)前食品加工企業(yè)重要的社會(huì)責(zé)任是通過(guò)食品安全體現(xiàn)出來(lái)的,因此應(yīng)該高度的重視加工食品質(zhì)量安全狀況。 生活中,消費(fèi)者在進(jìn)行食品選購(gòu)時(shí),第一所考慮的問(wèn)題就是食品安全。相反,食品安全對(duì)于生產(chǎn)企業(yè)來(lái)講也是其長(zhǎng)期發(fā)展的最根本性的前提。食品的安全不僅僅對(duì)政府和食品行業(yè)的聲譽(yù)產(chǎn)生影響,而且還涉及到了食品生產(chǎn)企業(yè)的的持續(xù)發(fā)展和長(zhǎng)期生存,更嚴(yán)重的是食品的安全危機(jī)到了消費(fèi)者寶貴的生命?傊,食品的安全與社會(huì)經(jīng)濟(jì)長(zhǎng)期持續(xù)穩(wěn)定是息息相關(guān)。但是,國(guó)內(nèi)的不少食品加工企業(yè)為了追求利益,喪失了應(yīng)有的社會(huì)責(zé)任,屢屢鋌而走險(xiǎn),以消費(fèi)者的生命做代價(jià),不斷制假販假,造成前所未有的食品行業(yè)出現(xiàn)信任危機(jī)。因此,把食品質(zhì)量提高上來(lái),注重企業(yè)食品安全的信譽(yù)的塑造,這是中國(guó)食品企業(yè)取得消費(fèi)者的信任和長(zhǎng)遠(yuǎn)發(fā)展的有效途徑;谑称返馁|(zhì)量安全與社會(huì)穩(wěn)定以及人民群眾的健康間都產(chǎn)生了直接或者間接的關(guān)系影響,因此,做好食品質(zhì)量的安全應(yīng)工作成為我國(guó)食品企業(yè)管理的首要任務(wù)。 本文在分析國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,研究了我國(guó)企業(yè)食品安全管理制度研究的相關(guān)的利益相關(guān)者理論、企業(yè)的社會(huì)責(zé)任理論等。并且對(duì)我國(guó)范圍內(nèi)的食品企業(yè)的食品安全管理的現(xiàn)狀進(jìn)行理論分析,主要是從制度的歷史沿革分析開(kāi)始,再對(duì)其安全管理的制度存在問(wèn)題進(jìn)行了系統(tǒng)的分析,之后提出基于社會(huì)責(zé)任下的我國(guó)企業(yè)食品安全管理構(gòu)想,并對(duì)我國(guó)企業(yè)食品安全管理建設(shè)方案及實(shí)施、應(yīng)急體系建設(shè)等方面進(jìn)行了系統(tǒng)的分析,最后,本文還對(duì)從食品安全法制建設(shè)、食品企業(yè)行業(yè)的自律體系建設(shè),提高對(duì)消費(fèi)者的保護(hù)、加大懲罰力度、推進(jìn)食品企業(yè)GMP認(rèn)證、企業(yè)的社會(huì)責(zé)任理念的宣傳、培訓(xùn)、指導(dǎo)、加強(qiáng)地方政府的監(jiān)管作用,強(qiáng)化職能部門(mén)的執(zhí)法權(quán)力、建立食品安全法律責(zé)任溯源機(jī)制和食品召回機(jī)制多個(gè)方面提出我國(guó)企業(yè)食品安全管理制度建設(shè)方案實(shí)施的保障措施,文章的結(jié)尾進(jìn)行了總結(jié)。
[Abstract]:The protection of food safety involves a very complex relationship of interests, but also a long-term and arduous task. Because of the increase of income level of Chinese residents. People pay more attention to food culture, but at the same time, because people's life rhythm is getting faster and faster, the consumption structure of diet has also changed from single to diversified consumption pattern, and people's dining out is gradually showing an increasing trend. This has become a direction of development. Reality has proved that in order to ensure that people's dietary nutrition requirements, food safety must become the food production enterprises to complete the first task. Can not effectively complete this task, then some unqualified food will directly lead to consumers' physical and mental health. The role of processing enterprises is the key factor to ensure food safety. At present, the important social responsibility of food processing enterprises is reflected through food safety. Therefore, we should attach great importance to the quality and safety of processed food. In life, when consumers buy food, the first thing to consider is food safety. On the contrary. Food safety is also the most fundamental prerequisite for the long-term development of production enterprises. Food safety not only affects the reputation of the government and the food industry. And also involves the sustainable development and long-term survival of food production enterprises, more serious is the food safety crisis to the lives of consumers. The safety of food is closely related to the long-term stability of social economy. However, in order to pursue the interests of food processing enterprises, many domestic food processing enterprises have lost their due social responsibility, and have repeatedly taken risks. With the consumer's life as the cost, continue to make fake and peddler fake, resulting in an unprecedented crisis of trust in the food industry. Therefore, improve the quality of food, pay attention to enterprise food safety credibility molding. This is an effective way for Chinese food enterprises to gain the trust and long-term development of consumers. Based on the direct or indirect relationship between food quality safety and social stability and the health of the people, therefore. To do well the safety of food quality should be the primary task of food enterprise management in our country. Based on the analysis of the current situation of domestic and foreign research, this paper studies the relevant stakeholder theory of food safety management system in Chinese enterprises. The theory of corporate social responsibility and so on. And the food safety management of food enterprises in the scope of China's current situation of theoretical analysis, mainly from the historical evolution of the system analysis. Then the system of its safety management problems are systematically analyzed, and then put forward based on social responsibility under the concept of food safety management of Chinese enterprises, and the construction of food safety management program and implementation. The emergency system construction and other aspects were systematically analyzed. Finally, this paper also from the food safety legal system construction, food industry self-discipline system construction, improve consumer protection, increase punishment. To promote the food enterprise GMP certification, corporate social responsibility concept of publicity, training, guidance, strengthening the role of local government supervision, strengthen the functional departments of the law enforcement power. To establish the traceability mechanism of legal responsibility for food safety and the mechanism of food recall, this paper puts forward the safeguard measures for the implementation of food safety management system construction scheme in Chinese enterprises. The conclusion of the article is summarized.
