中石油X油田公司培訓(xùn)體系優(yōu)化研究

【摘要】:企業(yè)競(jìng)爭(zhēng)歸根結(jié)底是人才的競(jìng)爭(zhēng),企業(yè)人力資源依托培訓(xùn)增值,而科學(xué)完善的培訓(xùn)體系是實(shí)現(xiàn)培訓(xùn)高效運(yùn)轉(zhuǎn)的有效途徑。中石油X油田公司隸屬于中國(guó)石油天然氣集團(tuán),是國(guó)有骨干石油公司,肩負(fù)著提供公共服務(wù)和實(shí)現(xiàn)公共責(zé)任的重任。以中石油X油田公司為研究對(duì)象,通過(guò)分析其培訓(xùn)體系現(xiàn)狀,發(fā)現(xiàn)其中存在的問(wèn)題,探究其肇因,并進(jìn)一步探尋優(yōu)化對(duì)策,實(shí)現(xiàn)X油田公司培訓(xùn)體系的優(yōu)化設(shè)計(jì),推動(dòng)國(guó)有石油企業(yè)的人力資源開(kāi)發(fā)。 采用文獻(xiàn)研究法、調(diào)查與實(shí)證研究法、數(shù)據(jù)分析法和系統(tǒng)分析法,依據(jù)了從發(fā)現(xiàn)問(wèn)題到分析問(wèn)題最后解決問(wèn)題的科學(xué)研究思路。從國(guó)內(nèi)外培訓(xùn)體系發(fā)展脈絡(luò)出發(fā),對(duì)現(xiàn)有研究理論成果和國(guó)內(nèi)外培訓(xùn)體系建設(shè)的實(shí)踐探索進(jìn)行了綜述。通過(guò)問(wèn)卷調(diào)查、深入訪談收集數(shù)據(jù),并結(jié)合培訓(xùn)資料查閱,利用層次分析法和模糊綜合評(píng)價(jià)法相結(jié)合的方法對(duì)中石油X油田公司的現(xiàn)有培訓(xùn)體系進(jìn)行科學(xué)評(píng)價(jià),指出了培訓(xùn)目標(biāo)單一、培訓(xùn)制度落后、培訓(xùn)資源利用不充分和培訓(xùn)運(yùn)營(yíng)低效等主要問(wèn)題,探究其肇因?yàn)閭鹘y(tǒng)培訓(xùn)理念存在偏差,培訓(xùn)體系科學(xué)性和執(zhí)行力不足,培訓(xùn)軟件建設(shè)力度不夠。最后,依據(jù)高效培訓(xùn)體系的建設(shè)原則,綜合最新培訓(xùn)體系建設(shè)理論成果,借鑒國(guó)內(nèi)外企業(yè)培訓(xùn)體系建設(shè)的成功經(jīng)驗(yàn),并結(jié)合中石油X油田公司的發(fā)展目標(biāo)和實(shí)際情況,從完善培訓(xùn)目標(biāo)體系、建立培訓(xùn)制度體系、充實(shí)培訓(xùn)資源體系和科學(xué)化培訓(xùn)運(yùn)營(yíng)體系四個(gè)方面提出具體優(yōu)化對(duì)策。并總結(jié)出對(duì)我國(guó)國(guó)有企業(yè)培訓(xùn)體系建設(shè)的啟示,主要包括:更新培訓(xùn)觀念、以企業(yè)戰(zhàn)略為導(dǎo)向、結(jié)合員工職業(yè)生涯規(guī)劃、改進(jìn)培訓(xùn)方法、加強(qiáng)培訓(xùn)評(píng)估、健全培訓(xùn)激勵(lì)機(jī)制和加強(qiáng)企業(yè)文化建設(shè)。 應(yīng)用的評(píng)價(jià)和分析方法新穎,對(duì)企業(yè)培訓(xùn)體系建設(shè)的問(wèn)題分析和優(yōu)化方案系統(tǒng)性強(qiáng),,對(duì)大型國(guó)有企業(yè)的培訓(xùn)體系建設(shè)和完善具有借鑒價(jià)值。
[Abstract]:After all the enterprise competition is the talent competition, the enterprise human resources training based on value, and scientific and perfect training system is the effective way to realize the efficient operation of the training. The petroleum X oil company belonging to Chinese petroleum natural gas group, is the backbone of the state-owned oil company, shouldering the provision of public services and public responsibility. In the oil X oil company as the research object, through the analysis of the present situation of the training system, find the problems, explore its causes, and to further explore the optimization strategy, implementation and optimization of X oil company training system design, promote the development of human resources in the state-owned petroleum enterprise.
Using the method of literature research, investigation and empirical research method, data analysis method and system analysis method, based on the idea of scientific research from the discovery of problems to analyze problems and finally solve the problem. From the domestic and foreign training system development based on the existing theoretical research and practice at home and abroad to explore the construction of training system are reviewed. By the questionnaire survey and in-depth interviews to collect data, and combined with the training data access, the scientific evaluation method using AHP and fuzzy comprehensive evaluation method of the existing training system of the petroleum X oil company, pointed out that the training objectives of a single, the training system is backward, inadequate utilization of training resources and training inefficient operation and other major issues. To explore the cause because the traditional training concept deviation, lack of scientific training system and execution of software construction, strength training is not enough. Finally, according to the effective training The construction principle of system, comprehensive training system the latest theoretical results, learn from the successful experience of the construction of training system of enterprises at home and abroad, and combined with the development goal and the actual situation of the petroleum X oil company, from improving the training target system, establish training system, enrich the four aspects of training resources and scientific training operation system is put forward specific optimization measures. And summed up the training system of the state-owned enterprise of our country enlightenment, mainly including: update the training concept, strategy oriented, combined with employee occupation career planning, improve training methods, strengthen training evaluation, perfecting the training incentive mechanism and strengthen the construction of enterprise culture.
The method of evaluation and analysis of application is novel, which is helpful for analyzing and optimizing the construction of enterprise training system, and has reference value for the construction and improvement of training system for large state-owned enterprises.
