【摘要】:本文研究了生產(chǎn)者責(zé)任延伸(EPR)制度下的報(bào)廢汽車逆向物流回收的幾種模式,包括生產(chǎn)商負(fù)責(zé)模式(MDCM、MDCDM)、生產(chǎn)商聯(lián)合體負(fù)責(zé)模式(MDCDP)、第三方負(fù)責(zé)模式(MDC(TP))、合作模式(MDC(IM))等,概括出這幾種模式的產(chǎn)生背景、機(jī)理特性和應(yīng)用條件,以此為基礎(chǔ),聚類出影響報(bào)廢汽車逆向物流回收模式選擇的因素,主要有投資額、成本和盈利性等經(jīng)濟(jì)性因素,設(shè)施設(shè)備管理能力、信息管理能力、人員管理與溝通能力等管理性因素、技術(shù)因素等,并在Savaskan對(duì)回收網(wǎng)絡(luò)固定成本(Cf)與回收主體的回收努力程度(e)關(guān)系的研究和Mukhopadhyay和代應(yīng)等人對(duì)報(bào)廢產(chǎn)品回收量的假設(shè)的研究的基礎(chǔ)上,對(duì)MDCM、 MDCDM、MDCDP、MDC(TP)、MDC(IM)等幾種模式構(gòu)建利潤(rùn)最大化模型,解得各個(gè)模式下的生產(chǎn)商利潤(rùn)、回收主體利潤(rùn)和回收量,通過對(duì)各模式下的生產(chǎn)商利潤(rùn)和回收量的比較分析,并結(jié)合算例進(jìn)行推理演算,最終得出了合作模式下的生產(chǎn)商利潤(rùn)和回收主體利潤(rùn)始終最大的結(jié)論,為企業(yè)選擇適合自身發(fā)展的報(bào)廢汽車逆向物流回收模式提供依據(jù);根據(jù)這一研究結(jié)論,論文在總結(jié)我國(guó)有關(guān)報(bào)廢汽車回收政策的基礎(chǔ)上,提出我國(guó)報(bào)廢汽車逆向物流回收的發(fā)展對(duì)策,包括完善科技政策,推動(dòng)報(bào)廢汽車再利用技術(shù)的研發(fā)和創(chuàng)新、規(guī)范報(bào)廢汽車回收市場(chǎng),實(shí)現(xiàn)規(guī)模效應(yīng)、提高車主對(duì)報(bào)廢汽車逆向物流意義的認(rèn)識(shí)、通過立法建立EPR制度,明確責(zé)任主體及相互之間的關(guān)系和健全報(bào)廢汽車逆向物流回收方面的法律法規(guī)及管理體系等具體的政策建議。
[Abstract]:This paper studies the extended producer responsibility (EPR) models under the system of ELV reverse logistics, including the manufacturer responsible for the model (MDCM, MDCDM), responsible for production of combo mode (MDCDP), the third party is responsible for the model (MDC (TP) (MDC), cooperation model (IM), summed up) the background of these modes, mechanism characteristics and application conditions. On this basis, the clustering factors influencing the automobile reverse logistics mode selection are scrapped, the amount of investment, cost and profit and other economic factors, facilities management, information management, personnel management and communication management factors, technology factors, and in the Savaskan on the recovery of the fixed cost network (Cf) and the main body of recycling recovery effort (E) to study the relationship between Mukhopadhyay and should be based on the generation and recycling of discarded products, the amount of assumptions on the MDCM, MDCDM, MDCD P, MDC (TP), MDC (IM) to build model of maximum profit for all modes, mode of the manufacturer's profits, the main profit and recovery rate of recovery, through comparative analysis on the mode of the manufacturer's profits and recovery rate, and combined with the example of reasoning, finally under the model of the cooperation of manufacturers profit and profit recovery subject always the greatest results for the enterprises to choose the scrap auto recycling reverse logistics model provides the basis for their own development; according to the research conclusion, the paper summarized the basis of China's relevant policies on the recycling of scrapped cars, put forward the countermeasures to develop reverse logistics recycling car scrap in China, including the improvement of science and technology policy, promote the recycling technology research and development and innovation of automobile scrap, scrap auto recycling market norms, achieve economies of scale, improve the understanding of the owners of scrapped automobile reverse logistics meaning, through legislation We should establish the EPR system, clarify the relationship between the responsibilities and the relationship between them, and improve the specific laws and regulations and management system of the scrapped vehicle reverse logistics.
