【摘要】:企業(yè)作為經(jīng)濟(jì)增長(zhǎng)和經(jīng)濟(jì)發(fā)展的載體,扮演著推動(dòng)社會(huì)經(jīng)濟(jì)發(fā)展的重要角色。據(jù)有關(guān)權(quán)威機(jī)構(gòu)統(tǒng)計(jì),全世界大多數(shù)企業(yè)的平均壽命僅為3年,少數(shù)企業(yè)可達(dá)8至10年,而能達(dá)到40年壽命的企業(yè)僅占不到百分之二。導(dǎo)致公司走向失敗的因素很多,但忽視新技術(shù)、新產(chǎn)品的開發(fā)應(yīng)用、技術(shù)創(chuàng)新管理水平停滯不前,最終逐步失去了企業(yè)的核心競(jìng)爭(zhēng)力和行業(yè)競(jìng)爭(zhēng)優(yōu)勢(shì)是一個(gè)主要的因素。在經(jīng)濟(jì)與科技迅猛發(fā)展的時(shí)代,技術(shù)創(chuàng)新是企業(yè)與社會(huì)發(fā)展的主要?jiǎng)恿?是推動(dòng)企業(yè)核心競(jìng)爭(zhēng)力的提升及推動(dòng)企業(yè)持續(xù)發(fā)展的動(dòng)力源。 蘭州蘭石集團(tuán)有限公司(簡(jiǎn)稱蘭石集團(tuán)),始建于1953年,其前身是我國“一五”計(jì)劃期間國家156個(gè)重點(diǎn)建設(shè)項(xiàng)目中的兩項(xiàng)——蘭州石油化工機(jī)械廠和蘭州煉油化工設(shè)備廠合并而成,是我國建廠時(shí)間最早、規(guī)模最大、實(shí)力最強(qiáng)的集石油鉆采、煉化、通用機(jī)械研發(fā)設(shè)計(jì)制造為一體的高端能源裝備大型企業(yè)集團(tuán)。是一個(gè)具有雄厚硬件基礎(chǔ),擁有廣大市場(chǎng)份額,極具市場(chǎng)競(jìng)爭(zhēng)力的大型國有企業(yè)。曾被譽(yù)為“中國石化機(jī)械搖籃和脊梁”,被中國機(jī)械工業(yè)聯(lián)合會(huì)命名為“裝備中國功勛企業(yè)”。但是,隨著機(jī)械制造技術(shù)的不斷發(fā)展,隨著產(chǎn)業(yè)結(jié)構(gòu)調(diào)整等市場(chǎng)環(huán)境的變化,蘭石集團(tuán)在激烈的行業(yè)競(jìng)爭(zhēng)中漸顯落后,市場(chǎng)占有率逐漸下降。究其原因,與企業(yè)的技術(shù)創(chuàng)新管理不足有很大的關(guān)系。 論文選擇蘭石集團(tuán)技術(shù)創(chuàng)新管理問題進(jìn)行研究。通過對(duì)蘭石集團(tuán)及幾個(gè)下屬子公司的技術(shù)創(chuàng)新管理狀況進(jìn)行了解、調(diào)查訪談,收集資料,運(yùn)用標(biāo)桿對(duì)比及優(yōu)劣勢(shì)分析等理論方法對(duì)該企業(yè)的技術(shù)創(chuàng)新管理現(xiàn)狀進(jìn)行診斷。通過診斷發(fā)現(xiàn)蘭石集團(tuán)存在著技術(shù)創(chuàng)新管理機(jī)制相對(duì)落后、技術(shù)創(chuàng)新人才引進(jìn)培養(yǎng)的政策支持不足、缺乏良好的技術(shù)創(chuàng)新氛圍等技術(shù)創(chuàng)新管理問題。針對(duì)診斷出的問題,提出建立完善的技術(shù)創(chuàng)新動(dòng)力機(jī)制、建立科研經(jīng)費(fèi)的保障機(jī)制、建立完善知識(shí)產(chǎn)權(quán)保障機(jī)制等技術(shù)創(chuàng)新管理機(jī)制優(yōu)化建議,以及強(qiáng)化技術(shù)創(chuàng)新人才引進(jìn)與培養(yǎng),建立激勵(lì)機(jī)制,在企業(yè)文化中重視技術(shù)創(chuàng)新等優(yōu)化建議。
[Abstract]:As the carrier of economic growth and economic development, enterprises play an important role in promoting social and economic development. According to the statistics of relevant authorities, the average life expectancy of most enterprises in the world is only three years. A few enterprises can reach 8 to 10 years, but less than 2% enterprises can reach 40 years of life. There are many factors that lead to the failure of the company, but ignore the development and application of new technology and new products. The technology innovation management level stagnates, finally gradually loses the enterprise's core competitive power and the profession competition superiority is a main factor, in the economy and the science and technology swift and violent development time. Technological innovation is the main driving force for the development of enterprises and society. It is also the power source to promote the core competitiveness of enterprises and promote the sustainable development of enterprises. Lanzhou Lanshi Group Co., Ltd. was founded in 1953. Its predecessor is two of the 156 key construction projects in China during the "first five year Plan" period-Lanzhou Petrochemical Machinery Plant and Lanzhou Refining and Chemical equipment Plant, which is the earliest time to build a plant in China. The largest and most powerful large-scale enterprise group of high-end energy equipment, which integrates oil drilling, refining, general machinery R & D, design and manufacture, is a large enterprise group with strong hardware base and vast market share. The large state-owned enterprises which are very competitive in the market have been praised as "cradle and backbone of Chinese petrochemical machinery" and named "equipment China Meritorious Enterprises" by the China Machinery Industry Federation. With the continuous development of machinery manufacturing technology and the changes of market environment such as industrial structure adjustment, Lanshi Group is gradually lagging behind in the fierce industry competition, and its market share is gradually declining. And the enterprise's technological innovation management deficiencies have a great relationship. Through the research on the management situation of technology innovation of Lanshi Group and several subsidiary companies, this paper investigates and interviews and collects information. Using the benchmarking comparison and advantages and disadvantages analysis of theoretical methods to diagnose the current situation of technological innovation management in this enterprise. Through the diagnosis, it is found that the management mechanism of technological innovation in Lanshi Group is relatively backward. The policy support for the introduction and training of technological innovation talents is insufficient, and the technological innovation management problems such as good technological innovation atmosphere are lacking. In view of the problems diagnosed, the paper puts forward the establishment of a perfect driving mechanism for technological innovation. To establish the scientific research funding security mechanism, to establish and perfect the intellectual property rights guarantee mechanism and other technological innovation management mechanism optimization suggestions, and to strengthen the introduction and training of technological innovation talents, to establish an incentive mechanism. Attach importance to technological innovation and other optimization suggestions in corporate culture.
