【摘要】：產(chǎn)學(xué)研結(jié)合是按照市場(chǎng)經(jīng)濟(jì)機(jī)制,采取多種方式方法所進(jìn)行的科研開發(fā)、生產(chǎn)營(yíng)銷、咨詢服務(wù)等經(jīng)濟(jì)結(jié)合活動(dòng),是基于創(chuàng)新而進(jìn)行的結(jié)合,是技術(shù)創(chuàng)新上游、中游、下游的對(duì)接與融合。產(chǎn)學(xué)研結(jié)合模式不僅直接影響技術(shù)創(chuàng)新效率,而且在一定程度上決定著園區(qū)的核心競(jìng)爭(zhēng)力。橡膠谷是一個(gè)以企業(yè)為運(yùn)營(yíng)主體,行業(yè)協(xié)會(huì)、大學(xué)、科研結(jié)構(gòu)、橡膠企業(yè)和相關(guān)中介服務(wù)為支撐的高端產(chǎn)業(yè)集聚區(qū),雖然具有民營(yíng)企業(yè)靈活的經(jīng)營(yíng)機(jī)制,但缺少政府、高校等擁有的豐富資源,尤其尚未構(gòu)建起完善的產(chǎn)學(xué)研結(jié)合模式,影響了橡膠谷的健康快速發(fā)展。 本文在系統(tǒng)梳理產(chǎn)學(xué)研結(jié)合相關(guān)理論基礎(chǔ)上,對(duì)橡膠谷所處的外部環(huán)境和自身?xiàng)l件進(jìn)行了深入分析,從而發(fā)現(xiàn)了存在的機(jī)會(huì)和威脅,明確了自身的優(yōu)勢(shì)和劣勢(shì)；通過對(duì)橡膠谷產(chǎn)業(yè)布局、發(fā)展現(xiàn)狀、功能特色和發(fā)展目標(biāo)的分析,借鑒國(guó)內(nèi)外成功產(chǎn)業(yè)園區(qū)的運(yùn)營(yíng)模式和先進(jìn)經(jīng)驗(yàn),探索建立一種以企業(yè)為運(yùn)營(yíng)主體,產(chǎn)學(xué)研高度融合,“協(xié)會(huì)引領(lǐng)、政府推動(dòng)、大學(xué)支持、企業(yè)參與、中介服務(wù)”的橡膠產(chǎn)業(yè)園區(qū)新模式；在此基礎(chǔ)上,進(jìn)一步提出了實(shí)現(xiàn)這一模式的具體策略：加快人才集聚、增加資金投入、建設(shè)平臺(tái)設(shè)施、打造產(chǎn)業(yè)文化、優(yōu)化支持政策,從而提升園區(qū)競(jìng)爭(zhēng)力,推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展和橡膠產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。
[Abstract]:The combination of production, education and research is a combination of scientific research and development, production and marketing, consulting service and so on, which is carried out according to the mechanism of market economy. It is based on innovation and is the upstream of technological innovation. The integration of production, education and research not only directly affects the efficiency of technological innovation, but also determines the core competitiveness of the park to a certain extent. Rubber Valley is an enterprise as the main operating body. Industry associations, universities, scientific research structure, rubber enterprises and related intermediary services for the support of high-end industrial agglomeration area, although there is a flexible management mechanism of private enterprises, but the lack of government, universities and other rich resources. In particular, a perfect combination of production, education and research has not been established, which has affected the healthy and rapid development of rubber valley. On the basis of systematically combing the theory of production, education and research, this paper makes a deep analysis of the external environment and its own conditions of rubber valley, and finds out the opportunities and threats that exist. The advantages and disadvantages of their own are defined. Through the analysis of the rubber valley industry layout, development status, function characteristics and development objectives, the successful industrial park operation model and advanced experience at home and abroad are used for reference to explore the establishment of a business as the main operating body. High integration of industry, education and research, "Association leading, government promotion, university support, enterprise participation, intermediary services" new model of rubber industry park; On this basis, further put forward the specific strategy to achieve this model: accelerate the accumulation of talents, increase the investment of funds, build platform facilities, create industrial culture, optimize the support policy, so as to enhance the competitiveness of the park. Promote regional economic development and rubber industry transformation and upgrading.
