【摘要】:近年來(lái),一大批磷化工項(xiàng)目先后上馬,磷化工項(xiàng)目投資建設(shè)普遍存在的主要問(wèn)題包括:磷化工項(xiàng)目投資受?chē)?guó)家產(chǎn)業(yè)政策的制約和限制;磷化工項(xiàng)目投資超出預(yù)定目標(biāo);項(xiàng)目風(fēng)險(xiǎn)管理意識(shí)薄弱;科學(xué)的項(xiàng)目管理的工具和方法不當(dāng);風(fēng)險(xiǎn)控制措施執(zhí)行不力;項(xiàng)目施工過(guò)程中因風(fēng)險(xiǎn)所導(dǎo)致的損失或影響項(xiàng)目實(shí)施進(jìn)度、質(zhì)量和目標(biāo)的現(xiàn)象突出。因此,如何有效開(kāi)展磷化工投資建設(shè)項(xiàng)目全過(guò)程的風(fēng)險(xiǎn)管理并對(duì)風(fēng)險(xiǎn)要素進(jìn)行積極的應(yīng)對(duì)和監(jiān)控是亟待解決的問(wèn)題。 MCP項(xiàng)目是CH公司對(duì)磷化工產(chǎn)業(yè)升級(jí)和實(shí)施產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的關(guān)鍵性項(xiàng)目,本文選取該項(xiàng)目作為研究案例進(jìn)行項(xiàng)目風(fēng)險(xiǎn)管理研究對(duì)象。首先對(duì)CH公司及MCP項(xiàng)目背景、風(fēng)險(xiǎn)管理方案和流程進(jìn)行了介紹,并結(jié)合MCP項(xiàng)目特點(diǎn),主要采用了專(zhuān)家調(diào)查法、故障樹(shù)法對(duì)MCP項(xiàng)目風(fēng)險(xiǎn)進(jìn)行識(shí)別,通過(guò)現(xiàn)場(chǎng)實(shí)地考察和測(cè)量、問(wèn)卷(或口頭)調(diào)查等方式對(duì)該項(xiàng)目實(shí)施的全過(guò)程(從工程設(shè)計(jì)到工程竣工)風(fēng)險(xiǎn)分類(lèi)識(shí)別。然后,運(yùn)用德菲爾法(專(zhuān)家調(diào)查法)對(duì)CH公司MCP項(xiàng)目風(fēng)險(xiǎn)要素、風(fēng)險(xiǎn)權(quán)重、風(fēng)險(xiǎn)等級(jí)值進(jìn)行了問(wèn)卷調(diào)查,并計(jì)算了MCP項(xiàng)目的風(fēng)險(xiǎn)度,得出了項(xiàng)目風(fēng)險(xiǎn)評(píng)估結(jié)果。最后探討性的制定了MCP項(xiàng)目全過(guò)程的各階段風(fēng)險(xiǎn)應(yīng)對(duì)措施和監(jiān)控策略,并對(duì)MCP項(xiàng)目風(fēng)險(xiǎn)管理的成功經(jīng)驗(yàn)和存在的問(wèn)題進(jìn)行了總結(jié)。 本論文的研究是對(duì)磷化工項(xiàng)目風(fēng)險(xiǎn)管理研究的積極探索,對(duì)類(lèi)似項(xiàng)目建設(shè)風(fēng)險(xiǎn)管理實(shí)踐活動(dòng)具有一定的參考和借鑒價(jià)值。
[Abstract]:In recent years, a large number of phosphorus chemical projects have been launched. The main problems in the investment and construction of phosphorus chemical projects include: the investment of phosphorus chemical projects is restricted and restricted by the national industrial policies; P chemical project investment exceeds the target; Weak awareness of project risk management; Improper tools and methods for scientific project management; Weak implementation of risk control measures; During the construction process of the project, the loss caused by the risk or the impact on the progress, quality and target of the project implementation are prominent. How to effectively carry out the risk management in the whole process of the investment and construction project of phosphorus chemical industry and how to actively deal with and monitor the risk elements is an urgent problem to be solved. MCP project is the key project for Ch Company to upgrade and adjust the industrial structure of phosphorus chemical industry. This paper selects this project as the research case to study the project risk management. Firstly, the background, risk management scheme and process of Ch company and MCP project are introduced, and combined with the characteristics of MCP project. The paper mainly adopts the method of expert investigation and fault tree to identify the risk of MCP project, and through field investigation and measurement. A questionnaire (or oral) survey identifies the whole process of the project (from engineering design to project completion) risk classification. Then. Using the method of expert investigation, the author investigated the risk factors, risk weight and risk grade of MCP project in Ch company, and calculated the risk degree of MCP project. Finally, the risk response measures and monitoring strategies of the whole process of MCP project are formulated. The successful experience and existing problems of MCP project risk management are summarized. The research of this paper is an active exploration of the risk management research of phosphorus chemical engineering project and has certain reference and reference value for the practical activities of risk management in similar projects.
