【摘要】:建筑業(yè)作為我國國民經(jīng)濟(jì)的支柱產(chǎn)業(yè),全社會(huì)50%以上的固定資產(chǎn)投資需要通過建筑業(yè)才能轉(zhuǎn)化為新的使用價(jià)值,所以建筑業(yè)的效率水平,很大程度上決定著我國經(jīng)濟(jì)發(fā)展的速度和質(zhì)量。對(duì)建筑業(yè)效率的研究也就成了眾多學(xué)者關(guān)注的焦點(diǎn)。目前,我國大多數(shù)學(xué)者在測(cè)度建筑業(yè)效率時(shí)主要采用的是數(shù)據(jù)包絡(luò)分析方法(Data Envelopment Analysis,簡記DEA),但是該方法沒有考慮外部環(huán)境因素和隨機(jī)誤差對(duì)效率值的影響,測(cè)度到的效率值不能準(zhǔn)確反映我國建筑業(yè)發(fā)展的真實(shí)水平。 我國幅員遼闊,各地區(qū)建筑業(yè)發(fā)展面臨的外部環(huán)境影迥異,所以對(duì)我國建筑業(yè)的效率進(jìn)行分析研究,如果不考慮外部環(huán)境因素和隨機(jī)誤差的影響,得到的結(jié)果很難反映我國建筑業(yè)發(fā)展的客觀實(shí)際情況。本文采用三階段DEA方法對(duì)我國建筑業(yè)的效率進(jìn)行研究,與傳統(tǒng)DEA方法相比,三階段DEA方法能夠剔除外部環(huán)境因素和隨機(jī)誤差對(duì)決策單元效率值的影響,提高了各觀測(cè)對(duì)象的同質(zhì)性水平,使得測(cè)度到的效率值更加客觀準(zhǔn)確。由于三階段DEA模型仍屬靜態(tài)評(píng)價(jià)范疇,無法對(duì)我國建筑業(yè)在2007-2011年間的效率變化做動(dòng)態(tài)分析,也無法反映生產(chǎn)前沿面的移動(dòng),也就是技術(shù)進(jìn)步的情況,故本文在靜態(tài)評(píng)價(jià)之后,采用經(jīng)三階段DEA模型調(diào)整后的投入產(chǎn)出數(shù)據(jù),運(yùn)用Malmquist生產(chǎn)率指數(shù)模型對(duì)我國建筑業(yè)的效率進(jìn)行動(dòng)態(tài)分析,以期從靜態(tài)分析和動(dòng)態(tài)分析相結(jié)合的角度對(duì)我國建筑業(yè)的效率有個(gè)更加全面的把握。 研究結(jié)果表明:第一,在剔除環(huán)境因素和隨機(jī)誤差的影響后,第一階段和第三階段的效率值存在明顯差異,第三階段的效率值與產(chǎn)出變量的相關(guān)性更強(qiáng);第二,調(diào)整后我國建筑業(yè)技術(shù)效率偏低的主要原因是規(guī)模無效率,說明我國建筑業(yè)的規(guī)模偏小,產(chǎn)業(yè)集中度不高;第三,我國建筑業(yè)效率的增長主要源自于技術(shù)進(jìn)步的驅(qū)動(dòng),技術(shù)效率改善的貢獻(xiàn)度較小。 最后,結(jié)合三階段DEA方法的靜態(tài)評(píng)價(jià)和Malmquist生產(chǎn)率指數(shù)的動(dòng)態(tài)評(píng)價(jià)結(jié)果,從政府角度和企業(yè)角度提出提高我國建筑業(yè)效率的對(duì)策。
[Abstract]:Construction industry as the pillar industry of our national economy, the whole society more than 50% of fixed assets investment needs to be converted into new use value through the construction industry, so the efficiency level of the construction industry. To a large extent, it determines the speed and quality of our country's economic development. The research on the efficiency of construction industry has become the focus of attention of many scholars. Data envelopment analysis (DEAA) is the main method used by most Chinese scholars to measure the efficiency of construction industry. However, the effect of external environmental factors and random errors on the efficiency value is not considered, and the measured efficiency value can not accurately reflect the true level of the development of construction industry in China. China has a vast territory and the external environment of the development of the construction industry in different regions is very different. Therefore, the efficiency of the construction industry in our country is analyzed and studied, if the influence of external environmental factors and random errors is not taken into account. The results obtained are very difficult to reflect the objective reality of the development of Chinese construction industry. This paper uses three-stage DEA method to study the efficiency of Chinese construction industry, compared with the traditional DEA method. The three-stage DEA method can eliminate the influence of external environmental factors and random errors on the efficiency of Decision-making unit and improve the homogeneity level of each observation object. Because the three-stage DEA model is still in the category of static evaluation, it is impossible to make a dynamic analysis of the efficiency changes of China's construction industry during 2007-2011. It can not reflect the movement of the production front, that is, the situation of technological progress, so this paper, after static evaluation, adopts the input-output data adjusted by the three-stage DEA model. Malmquist productivity index model is used to analyze the efficiency of construction industry in China. From the angle of static analysis and dynamic analysis, we can have a more comprehensive understanding of the efficiency of Chinese construction industry. The results show that: first, after removing the influence of environmental factors and random errors, there are obvious differences between the efficiency values of the first stage and the third stage, and the correlation between the efficiency values of the third stage and the output variables is stronger; Second, the main reason for the low technical efficiency of Chinese construction industry after adjustment is the inefficient scale, which shows that the scale of construction industry in China is small and the degree of industrial concentration is not high; Third, the growth of construction efficiency in China is mainly driven by technological progress, and the contribution of technical efficiency improvement is relatively small. Finally, combined with the static evaluation of three-stage DEA method and the dynamic evaluation result of Malmquist productivity index, the countermeasures to improve the efficiency of construction industry in China are put forward from the angle of government and enterprise.
