【摘要】:人力資源是立企之基、興企之本、強(qiáng)企之道,優(yōu)質(zhì)高效的人力資源是企業(yè)永續(xù)發(fā)展的核心要素。近年來(lái),人力資源管理愈發(fā)受到重視,無(wú)論是國(guó)家層面、政府部門,還是企事業(yè)單位,都在高度關(guān)注人力資源管理,并已將戰(zhàn)略導(dǎo)入人力資源管理之中。目前,戰(zhàn)略在人力資源管理中的應(yīng)用越來(lái)越廣,尤其是越來(lái)越受到國(guó)有企業(yè)的青睞。戰(zhàn)略性人力資源管理就是將人力資源視為企業(yè)核心競(jìng)爭(zhēng)資源,并在戰(zhàn)略層面對(duì)其進(jìn)行有效的開(kāi)發(fā)與管理,使之成為增強(qiáng)企業(yè)核心競(jìng)爭(zhēng)優(yōu)勢(shì)的根本力量。因此,研究企業(yè)人力資源開(kāi)發(fā)戰(zhàn)略,對(duì)于增強(qiáng)企業(yè)核心競(jìng)爭(zhēng)優(yōu)勢(shì)、提升品牌形象能夠起到有利的保障作用。 本文在大量借鑒國(guó)內(nèi)外專家學(xué)者人力資源研究成果的基礎(chǔ)上,梳理了國(guó)內(nèi)外人力資源管理研究現(xiàn)狀,介紹了相關(guān)的人力資源管理理論:人力戰(zhàn)略管理理論,人力資本理論,心理資本理論。同時(shí),介紹了齊齊哈爾裝備公司組織結(jié)構(gòu)和人力資源結(jié)構(gòu)現(xiàn)狀。 針對(duì)齊齊哈爾裝備公司及其母公司的總體戰(zhàn)略和人力資源發(fā)展現(xiàn)狀,筆者采用PEST分析方法和SWOT分析方法,對(duì)該公司人力資源開(kāi)發(fā)的環(huán)境條件進(jìn)行分析,并據(jù)此給出了人力資源戰(zhàn)略抉擇。最后,本文提出了齊齊哈爾裝備公司人力資源開(kāi)發(fā)的指導(dǎo)思想、總體發(fā)展目標(biāo)、開(kāi)發(fā)策略和具體保障措施。
[Abstract]:Human resource is the foundation of enterprise development, the foundation of enterprise development, the foundation of enterprise development, and the core factor of enterprise sustainable development. In recent years, human resource management has been paid more and more attention, whether at the national level. Government departments, or enterprises and institutions, are highly concerned about human resources management, and have introduced the strategy into human resources management. At present, strategy in human resources management is more and more widely used. Strategic human resources management is to regard human resources as the core competitive resources of enterprises and to develop and manage them effectively at the strategic level. Therefore, the study of human resources development strategy can play a beneficial role in enhancing the core competitive advantage and brand image. Based on a large number of domestic and foreign experts and scholars on the basis of human resources research, combing the current situation of human resources management at home and abroad, introduced the relevant human resources management theory: human resources strategic management theory. Human capital theory, psychological capital theory, at the same time, introduced Qiqihar equipment company organizational structure and human resources structure status. Aiming at the overall strategy and human resource development of Qiqihar equipment Company and its parent company, the author adopts PEST analysis method and SWOT analysis method. On the basis of the analysis of the environmental conditions of human resource development, the strategic choice of human resources is given. Finally, this paper puts forward the guiding ideology and overall development goal of human resources development of Qiqihar equipment Company. Development strategy and specific safeguard measures.
