【摘要】:當前我國氯堿行業(yè)已經(jīng)進入了發(fā)展的關鍵時期!笆晃濉焙笃,氯堿行業(yè)產(chǎn)能擴張過快,燒堿和PVC產(chǎn)能均居世界第一!笆濉逼陂g,每年仍有新的燒堿和PVC裝置投產(chǎn)。產(chǎn)能過剩將導致全行業(yè)開工率不高和惡性競爭更加激烈,產(chǎn)品價格進一步走低,全行業(yè)盈利能力降低。面對氯堿行業(yè)整體發(fā)展形勢不容樂觀的現(xiàn)狀,公司在資源和產(chǎn)能不占優(yōu)勢的情況下,,績效考核的重要性越來越受到關注。如何通過科學和嚴格的績效考核指標達到激勵員工的作用,最大限度地調動和發(fā)揮其主觀能動性成為三友氯堿管理者必須面臨的問題。作為績效考核中的重要部分,一個好的績效考核體系能夠衡量員工工作績效,體現(xiàn)工作產(chǎn)出對組織目標的增值作用,促進企業(yè)目標的實現(xiàn),為企業(yè)的持續(xù)發(fā)展提供支持。 本文通過對唐山三友氯堿現(xiàn)有考核模式存在問題進行詳細分析的基礎上,利用關鍵績效指標法(KPI),對三友氯堿的戰(zhàn)略目標進行了分析,設置了公司級績效指標,隨后以部門職責和任務目標為基礎,結合公司發(fā)展戰(zhàn)略,設計了部門的績效考核指標和各崗位的績效考核指標,同時根據(jù)各指標對公司目標的貢獻大小對其設定了相應權重和具體考核辦法,從而建立三友氯堿的績效考核體系。該體系的建立對公司開展全面績效考核工作和提高企業(yè)整體效益、幫助企業(yè)持續(xù)發(fā)展具有現(xiàn)實意義和參考價值。
[Abstract]:The current domestic chlor alkali industry has entered a critical period of development. "11th Five-Year" later, the chlor alkali industry, the rapid expansion of production capacity, production capacity of caustic soda and PVC ranked first in the world. "12th Five-Year" during the year of caustic soda and the new PVC device production. Excess capacity will lead to industry wide opening rate is not high and the vicious competition more intense, product prices fall further, reduce the profitability of the whole industry. In the face of chlor alkali industry overall development situation is not optimistic about the current situation, the company does not have advantages in resources and capacity, the importance of performance appraisal has attracted more and more attention. How to use scientific and strict performance appraisal index to motivate the role of maximum to mobilize and exert their subjective initiative to become managers must face the friends of chlor alkali. As an important part in the performance appraisal, a good performance evaluation system can balance The work performance of the employees reflects the value added effect of the work output to the organizational goals, promotes the realization of the enterprise goals, and provides support for the continuous development of the enterprise.
Based on the existing problems of Tangshan Sanyou chlor alkali assessment model are analyzed in detail. The use of key performance indicators (KPI), the strategic goal of Sanyou chlor alkali was analyzed, set up a company level performance index, followed by the responsibilities of departments and the mission objectives as the basis, combined with the company's development strategy, the design of the Department's performance the post evaluation index and performance evaluation index, and according to the contribution of every index to the goals of the company set the corresponding weights and the specific assessment methods, so as to establish Sanyou chlor alkali performance appraisal system. The establishment of the system of the company to carry out a comprehensive performance assessment work and improve the overall efficiency of enterprises, has practical significance and reference value for development to help enterprises.
