【摘要】：誠(chéng)信是市場(chǎng)經(jīng)濟(jì)的基石,是維持市場(chǎng)經(jīng)濟(jì)的重要保證。工程質(zhì)量檢測(cè)機(jī)構(gòu)作為工程質(zhì)量監(jiān)管體系的重要組成部分,為保證工程質(zhì)量、提高項(xiàng)目管理水平發(fā)揮了重要作用。在《建設(shè)工程質(zhì)量檢測(cè)管理辦法》施行之后,檢測(cè)行業(yè)正式由政府主導(dǎo)型轉(zhuǎn)向市場(chǎng)化運(yùn)作。面對(duì)激烈的市場(chǎng)競(jìng)爭(zhēng)和殘酷的生存壓力,信用制度不健全、信用法制建設(shè)滯后、失信行為普遍、失信懲罰不力等諸多問(wèn)題開(kāi)始凸顯。在此背景下,建立一套完善的適合于我國(guó)國(guó)情的工程質(zhì)量檢測(cè)機(jī)構(gòu)信用評(píng)價(jià)體系,并得到有效地貫徹執(zhí)行已成為迫切訴求。本文正是立足于工程質(zhì)量檢測(cè)行業(yè)的這種需要對(duì)信用評(píng)價(jià)體系的設(shè)計(jì)與實(shí)施進(jìn)行探索性研究。 文章以工程質(zhì)量檢測(cè)機(jī)構(gòu)為研究對(duì)象,主要包括企業(yè)信用評(píng)價(jià)指標(biāo)體系的設(shè)計(jì)優(yōu)化和信用評(píng)價(jià)模型構(gòu)建兩個(gè)核心內(nèi)容。首先對(duì)行業(yè)發(fā)展現(xiàn)狀和存在問(wèn)題進(jìn)行總結(jié),對(duì)信用體系研究和建設(shè)現(xiàn)狀進(jìn)行闡述。在文獻(xiàn)閱讀和問(wèn)卷調(diào)查基礎(chǔ)上,確定影響機(jī)構(gòu)信用的因素,并基于支持向量機(jī)方法建立信用評(píng)價(jià)模型,利用輔助工具Libsvm和Matlab,結(jié)合實(shí)例來(lái)驗(yàn)證模型的有效性和準(zhǔn)確性。 本文最終完成了一套符合檢測(cè)行業(yè)特點(diǎn)又相對(duì)合理全面的信用評(píng)價(jià)指標(biāo)體系,得到了高精度的工程質(zhì)量檢測(cè)機(jī)構(gòu)信用評(píng)價(jià)模型。課題的研究為政府主管部門(mén)提供了技術(shù)參考,對(duì)營(yíng)造良好的檢測(cè)市場(chǎng)秩序,加強(qiáng)市場(chǎng)主體自律行為和提高監(jiān)管質(zhì)量都有較高的參考價(jià)值。
[Abstract]:Honesty is the cornerstone of the market economy, is the important guarantee of the market economy. The engineering quality inspection agencies as an important part of the engineering quality supervision system, to ensure the quality of the project, has played an important role in improving the level of project management. In "after the construction quality inspection management method > implementation, testing industry official from government led to the operation of the market. In the face of fierce market competition and cruel survival pressure, the imperfect credit system, credit legal system construction lag, dishonesty is generally ineffective punishment, many began to highlight the problem. Under this background, the establishment of a sound credit evaluation system suitable for our country engineering quality inspection agencies, and effectively the implementation has become an urgent demand. This paper is based on the project quality testing industry need to design the credit evaluation system and Implementation Exploratory research.
Based on the engineering quality inspection institutions as the research object, the construction of two core design optimization and credit evaluation mainly includes the evaluation index system of enterprise credit model. Firstly, the current development of the industry and the existing problems were summarized, and the current research situation of the construction of the system of credit in this paper. Based on literature review and questionnaire survey, to determine the factors influencing mechanism credit, and based on the support vector machine method to establish the credit evaluation model, the use of auxiliary tools Libsvm and Matlab, with examples to verify the validity and accuracy of the model.
This paper completes a set in line with the characteristics of detection industry is relatively reasonable and comprehensive credit evaluation index system, the credit evaluation of the high precision engineering quality inspection agency model. The research provides a technical reference for government departments, to create a good detection of market order, strengthen market self-discipline behavior and improve the supervision quality have a high reference value.
