【摘要】：我國煤炭供需呈現(xiàn)背離局面,東部地區(qū),特別是沿海地區(qū),經(jīng)濟(jì)發(fā)達(dá),工業(yè)發(fā)展速度快,煤炭需求相對旺盛,但這些沿海省市的煤炭產(chǎn)量卻很低,需要從其他省區(qū)調(diào)入。而在這龐大的調(diào)入量當(dāng)中,進(jìn)口煤炭的比率不斷上升,成為保證我國沿海地區(qū)煤炭安全可靠供應(yīng)的重要力量。同時,國際海運(yùn)費(fèi)也波動下行,進(jìn)口煤炭貿(mào)易日益便利,與受運(yùn)力瓶頸及高生產(chǎn)成本因素制約的國內(nèi)煤炭相比具有明顯的比價優(yōu)勢。因而,探討我國沿海地區(qū)進(jìn)口煤炭儲備,對我國沿海地區(qū)經(jīng)濟(jì)的持續(xù)穩(wěn)定發(fā)展具有重要的作用。 本文首先分析了煤炭需求的影響因素,運(yùn)用協(xié)整理論對國民經(jīng)濟(jì)、產(chǎn)業(yè)結(jié)構(gòu)、能源結(jié)構(gòu)等因素進(jìn)行分析,建立了基于協(xié)整理論的煤炭需求模型,對我國煤炭需求進(jìn)行了預(yù)測,并根據(jù)近年來進(jìn)口煤炭占煤炭總需求平均比重,對未來我國進(jìn)口煤炭需求做出預(yù)測,為我國沿海進(jìn)口煤炭儲備基地的規(guī)模決策提供了依據(jù)。 其次,建立了基于模糊優(yōu)選的進(jìn)口煤炭儲備基地選址模型。由于東南沿海地區(qū)對進(jìn)口煤炭的需求更為迫切,因此以華東地區(qū)和華南地區(qū)為主,分別以寧波-舟山港、上海港、連云港港,廣州港、防城港、珠海港為沿海進(jìn)口煤炭儲備基地備選地址,建立多層次評價指標(biāo)體系,并對各備選方案進(jìn)行模糊優(yōu)選,最后得到各備選方案的優(yōu)選排序。 最后,借鑒石油戰(zhàn)略儲備的相相關(guān)經(jīng)驗,對影響進(jìn)口煤炭儲備規(guī)模的因素進(jìn)行了分析,并建立了基于VPRS的進(jìn)口煤炭儲備規(guī)模決策方法,為我國合理確定沿海進(jìn)口煤炭儲備規(guī)模提供了一個思路和可行方案。
[Abstract]:China's coal supply and demand showing departure from situation, the eastern region, especially in coastal areas, economic development, industrial development speed, coal demand is relatively strong, but the coastal provinces of coal production is very low, need to be transferred from other provinces. In this huge amount transferred, the ratio of coal imports continue to rise, become the guarantee an important force for a reliable supply of coal mine safety in China's coastal areas. At the same time, the international freight fluctuation downward, imported coal trade has become more and more convenient, compared with restricted capacity bottlenecks and high production cost of domestic coal has obvious price advantage. Therefore, on imports of coal reserves in the coastal area of China, which plays an important role in the sustained and stable the economic development of the coastal areas of China.
This paper first analyzes the factors affecting coal demand, using cointegration theory to the national economy, industrial structure, energy structure and other factors, the establishment of coal demand model based on cointegration theory, the demand for coal in China is forecasted, and according to the recent coal imports accounted for the total coal demand forecast average proportion. The future of China's imports of coal demand, provides the basis for China's coastal imported coal reserve base of the scale decision.
Secondly, a location model of fuzzy optimization based on imported coal reserve base. Because the demand for imported coal in southeast coastal areas is more urgent, therefore in East China and Southern China regions, respectively, in Ningbo - Zhoushan port, Shanghai port, Lianyungang port, Guangzhou port, Fangchenggang port, Zhuhai coastal imported coal reserve base alternative the address, the establishment of a multi-level evaluation index system, and for each alternative fuzzy optimization, finally get the optimal ordering of the alternatives.
Finally, relevant experience of strategic oil reserves, the influence factors of imported coal reserves are analyzed, and the establishment of the imported coal reserve decision method based on VPRS, provides a feasible solution for our ideas and reasonably determine the coastal imported coal reserves.
