【摘要】:H網(wǎng)絡(luò)科技公司是一家服務(wù)于智能交通行業(yè)的IT企業(yè),其業(yè)務(wù)模式以工程項(xiàng)目服務(wù)為主。近年來,隨著工程業(yè)務(wù)的增多以及項(xiàng)目規(guī)模的擴(kuò)大,H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理模式面臨著嚴(yán)峻的挑戰(zhàn)。如何有效提高工程項(xiàng)目的交付能力和服務(wù)水平,已成為H網(wǎng)絡(luò)科技公司當(dāng)前規(guī);l(fā)展需客觀面對(duì)的問題。 本文根據(jù)項(xiàng)目管理理論、流程管理理論和集成相關(guān)理論,從H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理現(xiàn)狀切入,,實(shí)證考察制約H網(wǎng)絡(luò)科技公司發(fā)展的關(guān)鍵問題及其原因所在,進(jìn)而在借鑒國(guó)內(nèi)外類似企業(yè)工程項(xiàng)目管理經(jīng)驗(yàn)的基礎(chǔ)上,系統(tǒng)提出H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理模式的優(yōu)化方案及其保障措施,以期為下一階段H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理決策水平的提升提供相關(guān)參考。 實(shí)證分析結(jié)果表明,組織架構(gòu)不合理、項(xiàng)目流程欠優(yōu)化、員工能力待提高、和項(xiàng)目考核需完善是現(xiàn)階段制約H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理決策水平提升的關(guān)鍵問題;選擇適合的組織架構(gòu)、充分發(fā)揮項(xiàng)目管理辦公室的作用、優(yōu)化企業(yè)項(xiàng)目管理流程是IBM公司和神州數(shù)碼公司工程項(xiàng)目管理成功的經(jīng)驗(yàn)所在。 鑒于此,著眼于H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理決策水平的提升,現(xiàn)階段應(yīng)重點(diǎn)做好三項(xiàng)工作:第一,組織架構(gòu)優(yōu)化。公司層面增設(shè)項(xiàng)目管理辦公室,建立流程導(dǎo)向型項(xiàng)目組織形式,同時(shí)在事業(yè)部?jī)?nèi)進(jìn)行區(qū)域劃分并設(shè)置區(qū)域經(jīng)理,實(shí)現(xiàn)多項(xiàng)目的區(qū)域化管理。第二,項(xiàng)目流程優(yōu)化。通過集成化管理,實(shí)現(xiàn)項(xiàng)目銷售階段、實(shí)施階段和服務(wù)階段管理過程的無縫連接。第三,項(xiàng)目考核優(yōu)化。由現(xiàn)行的項(xiàng)目進(jìn)度考核導(dǎo)向轉(zhuǎn)變?yōu)橐浴绊?xiàng)目進(jìn)度+項(xiàng)目成本+項(xiàng)目質(zhì)量”為主要特征的綜合項(xiàng)目考核方式。同時(shí),為了保障H網(wǎng)絡(luò)科技公司工程項(xiàng)目管理優(yōu)化方案的順利實(shí)施,不僅要加大公司領(lǐng)導(dǎo)層面的重視力度,而且還要重點(diǎn)做好塑造項(xiàng)目管理文化、提高項(xiàng)目信息化水平、加強(qiáng)項(xiàng)目隊(duì)伍建設(shè)和完善團(tuán)隊(duì)激勵(lì)機(jī)制等各項(xiàng)工作。
[Abstract]:H network technology company is an IT enterprise serving the intelligent transportation industry. Its business model is mainly engineering project service. In recent years, with the increase of engineering business and the expansion of project scale. The project management mode of H network science and technology company is facing severe challenge. How to improve the delivery ability and service level of engineering project effectively. Has become H network science and technology company current scale development needs to face objectively the question. According to the theory of project management, the theory of process management and integration theory, from the H network technology company engineering project management status. Empirical investigation restricts the development of H network science and technology company key problems and their reasons, and then on the basis of similar enterprises at home and abroad on the basis of engineering project management experience. This paper puts forward the optimized project management mode of H network science and technology company and its guarantee measures in order to provide relevant reference for the next stage of H network science and technology company engineering project management decision level promotion. The results of empirical analysis show that the organizational structure is unreasonable, the project process is not optimized, and the staff ability needs to be improved. The improvement of project assessment is the key problem that restricts the improvement of project management decision level of H network science and technology company at this stage. It is the successful experience of IBM Company and Shenzhou Digital Company to choose the suitable organization structure, give full play to the role of the project management office and optimize the enterprise project management process. In view of this, focus on the H network technology company engineering project management decision-making level, at this stage should focus on three tasks: first, organizational structure optimization. Company level additional project management office. Establish a process-oriented project organization form, at the same time in the division of the division within the Division and set up a regional manager to achieve multi-project regionalization management. Second, project process optimization. Through integrated management. The project sales phase, implementation phase and service phase management process seamless connection. Third. Project evaluation optimization. From the current project progress assessment direction to the "project schedule project cost project quality" as the main characteristics of the comprehensive project assessment. At the same time. In order to ensure the smooth implementation of the project management optimization program of H network science and technology company, we should not only increase the attention of the company leadership level, but also focus on shaping the project management culture. Improve the level of project information, strengthen the construction of the project team and improve the team incentive mechanism and other work.
