【摘要】：隨著貿(mào)易自由化和全球一體化的不斷深入，在國際貿(mào)易領(lǐng)域，高關(guān)稅和配額限制已成歷史，世界各國轉(zhuǎn)而采用非關(guān)稅壁壘手段來保護本國的利益，技術(shù)性貿(mào)易壁壘正是這種非關(guān)稅壁壘的典型代表。近年來技術(shù)性貿(mào)易壁壘演變成標準壁壘、知識產(chǎn)權(quán)壁壘、綠色壁壘等一些新的形式，這些新的形式對我國的出口尤其是機電產(chǎn)品出口產(chǎn)生了一定的阻礙作用。機電產(chǎn)品作為遼寧省主要出口產(chǎn)品，占據(jù)了全省出口總額的近一半，隨著遼寧省機電產(chǎn)品出口迅猛增長，遼寧省機電產(chǎn)品出口遭遇技術(shù)性貿(mào)易壁壘也越來越多，技術(shù)性貿(mào)易壁壘嚴重影響了遼寧省機電產(chǎn)品出口增長率，為此本文提出“技術(shù)性貿(mào)易壁壘對遼寧省機電產(chǎn)品出口的影響與對策研究”這一論題。 國內(nèi)外對技術(shù)性貿(mào)易壁壘的方法和成果研究基礎(chǔ)之上，，本文對技術(shù)性貿(mào)易壁壘的理論部分進行了深入的研究，重點闡述了技術(shù)性貿(mào)易壁壘的概念，特征，技術(shù)性貿(mào)易壁壘的形成原因，技術(shù)性貿(mào)易壁壘的作用機理以及技術(shù)性貿(mào)易壁壘新特征形式；本文對遼寧省機電產(chǎn)品出口遭遇技術(shù)性貿(mào)易壁壘的現(xiàn)狀進行了詳細的分析，分析了遼寧省機電產(chǎn)品出口的現(xiàn)狀、遼寧省機電產(chǎn)品出口遭遇技術(shù)性貿(mào)易壁壘的原因以及遼寧省機電產(chǎn)品出口遭遇技術(shù)性貿(mào)易壁壘的現(xiàn)狀，著重分析了遼寧省機電產(chǎn)品出口遭遇新形式技術(shù)性貿(mào)易壁壘的現(xiàn)狀；本文結(jié)合技術(shù)性貿(mào)易壁壘的作用機理、遼寧省機電產(chǎn)品出口的現(xiàn)狀、遼寧省機電產(chǎn)品出口面臨的主要技術(shù)性貿(mào)易壁壘等情況，分別分析了標準壁壘、知識產(chǎn)權(quán)壁壘、綠色壁壘對遼寧省機電產(chǎn)品出口產(chǎn)生的實際影響；并通過大量搜取相關(guān)數(shù)據(jù)，在沿用一般計量模型基礎(chǔ)之上，著重運用貿(mào)易引力模型實證分析三種貿(mào)易壁壘形式對遼寧省機電產(chǎn)品出口產(chǎn)生的影響，結(jié)果得出，目前標準壁壘能夠?qū)|寧省機電產(chǎn)品的出口起到促進作用，知識產(chǎn)權(quán)壁壘、綠色壁壘則對遼寧省機電產(chǎn)品的出口起到阻礙作用。其中，知識產(chǎn)權(quán)壁壘對遼寧省機電產(chǎn)品出口的阻礙作用最大。本文提出了遼寧省機電產(chǎn)品出口跨越技術(shù)性貿(mào)易壁壘的對策和策略，目的是促進遼寧省機電產(chǎn)品出口的快速發(fā)展。
[Abstract]:With the deepening of trade liberalization and global integration, in the field of international trade, high tariff and quota restrictions have become a history, countries in the world to use non-tariff barriers to protect their own interests. In recent years, TBT has evolved into standard barriers, intellectual property barriers, green barriers and other new forms. These new forms have a certain hindrance to the export of our country, especially the export of mechanical and electrical products. As the main export products of Liaoning Province, mechanical and electrical products account for nearly half of the total export volume of the whole province. With the rapid growth of export of mechanical and electrical products of Liaoning Province, the export of mechanical and electrical products of Liaoning Province has encountered more and more technical barriers to trade, which has seriously affected the growth rate of export of mechanical and electrical products of Liaoning Province. Therefore, this paper puts forward the topic of "the influence of technical barriers to trade on the export of mechanical and electrical products of Liaoning Province and its countermeasures". On the basis of the research on the methods and achievements of TBT at home and abroad, the theoretical part of TBT is deeply studied in this paper, with emphasis on the concept and characteristics of TBT. The forming reason of TBT, the function mechanism of TBT and the new characteristic form of TBT; This paper makes a detailed analysis of the current situation of the export of mechanical and electrical products in Liaoning Province, and analyzes the current situation of the export of mechanical and electrical products in Liaoning Province. The reason why Liaoning electromechanical product export encounters technical trade barrier and the present situation of Liaoning province electromechanical product export encounter technical trade barrier. The current situation of new forms of technical barriers to trade in the export of mechanical and electrical products in Liaoning Province is emphatically analyzed. Based on the mechanism of technical barriers to trade, the current situation of mechanical and electrical products export in Liaoning Province, and the main technical barriers to trade in Liaoning Province, this paper analyzes the standard barriers respectively. The impact of intellectual property barriers and green barriers on the export of mechanical and electrical products in Liaoning Province; And through a large number of relevant data, on the basis of using the general measurement model, focusing on the use of trade gravity model empirical analysis of the three forms of trade barriers to the export of mechanical and electrical products in Liaoning Province, the results obtained. At present, the standard barriers can promote the export of mechanical and electrical products in Liaoning Province, while the intellectual property barriers and green barriers are hindering the export of mechanical and electrical products in Liaoning Province. The barrier of intellectual property right has the greatest effect on the export of mechanical and electrical products of Liaoning Province. This paper puts forward the countermeasures and strategies for the export of mechanical and electrical products of Liaoning Province to cross the technical barriers to trade. The aim is to promote the rapid development of mechanical and electrical products export in Liaoning Province.
