【摘要】:本文針對(duì)北京地區(qū)大規(guī)模、長(zhǎng)時(shí)間的電網(wǎng)建設(shè)背景,以及通過(guò)招投標(biāo)方式進(jìn)行電氣安裝工程采購(gòu)的實(shí)際需求,對(duì)現(xiàn)階段北京電網(wǎng)安裝工程招投標(biāo)過(guò)程中存在的幾個(gè)關(guān)鍵問(wèn)題進(jìn)行了研究。 根據(jù)項(xiàng)目管理的相關(guān)理論,以及這些理論在工程招投標(biāo)中的應(yīng)用與發(fā)展,首先分析了工程價(jià)格及成本的組成,以及如何通過(guò)招投標(biāo)方式進(jìn)行工程采購(gòu)以達(dá)到雙方共贏的途徑。然后闡述了招投標(biāo)在我國(guó)電力行業(yè)發(fā)展的歷程,在對(duì)電力行業(yè)現(xiàn)行的招投標(biāo)計(jì)價(jià)方式及評(píng)標(biāo)辦法進(jìn)行介紹的基礎(chǔ)之上,針對(duì)北京地區(qū)輸電網(wǎng)工程應(yīng)用招投標(biāo)的現(xiàn)狀,提出了招標(biāo)方式選擇;現(xiàn)行的計(jì)價(jià)模式與評(píng)標(biāo)方法的選擇應(yīng)用與匹配問(wèn)題;在招投標(biāo)過(guò)程中實(shí)現(xiàn)雙方權(quán)責(zé)明確、風(fēng)險(xiǎn)與利益對(duì)等是目前北京地區(qū)電網(wǎng)安裝工程招投標(biāo)工作中存在的幾個(gè)關(guān)鍵問(wèn)題。 針對(duì)上述問(wèn)題,提出了從監(jiān)督管理、人員培養(yǎng)等方面建立完善的招標(biāo)工作體系:按照工程項(xiàng)目特點(diǎn)選擇合適的計(jì)價(jià)模式及匹配的評(píng)標(biāo)辦法;通過(guò)建立工程造價(jià)庫(kù),應(yīng)用完善的工程量清單招標(biāo)等幾個(gè)方面進(jìn)行改進(jìn)。并通過(guò)列舉實(shí)例說(shuō)明在實(shí)際工作中應(yīng)采用招投標(biāo)監(jiān)督降低工程造價(jià),培養(yǎng)高素質(zhì)從業(yè)人員控制造價(jià)偏差,應(yīng)用工程量清單減少合同糾紛、縮短項(xiàng)目建設(shè)周期等,并得出了建立規(guī)范市場(chǎng)、完善監(jiān)督機(jī)制、完善代理機(jī)制的管理體系,能對(duì)采用招投標(biāo)的工程項(xiàng)目帶來(lái)工期、質(zhì)量、價(jià)格等多方面改善的結(jié)論;以及在管理體系完備的前提下,注重高素質(zhì)的招投標(biāo)從業(yè)人員培養(yǎng)以及積極應(yīng)用招投標(biāo)相關(guān)理論,將更進(jìn)一步提高北京電網(wǎng)招投標(biāo)工作成效的結(jié)論。
[Abstract]:This paper aims at the background of large-scale and long-term power grid construction in Beijing area, and the actual demand of purchasing electrical installation project by bidding. Several key problems in the bidding process of Beijing Power Grid installation Project are studied. According to the relevant theories of project management and the application and development of these theories in project bidding, the composition of project price and cost is analyzed. And how to conduct the project procurement through bidding in order to achieve a win-win situation. Then the development of bidding in the electric power industry in China is described. Based on the introduction of the current bidding pricing methods and bid evaluation methods in the electric power industry, the selection of bidding mode is put forward in view of the current situation of bidding application in Beijing transmission network engineering. The selection, application and matching of the current pricing mode and bid evaluation method; In the process of bidding, it is clear that the rights and responsibilities of both sides are clear, and the equalization of risks and interests is the key problem in the bidding work of Beijing power grid installation project at present. Aiming at the above problems, this paper puts forward a perfect bidding work system from the aspects of supervision and management, personnel training and so on: selecting the appropriate pricing mode and matching bid evaluation method according to the characteristics of the project; Through the establishment of the project cost database, the application of the perfect bill of quantities bidding and other aspects of improvement, and through the enumeration of examples to show that in the actual work, the supervision of bidding should be used to reduce the project cost. Training high-quality employees to control the cost deviation, use the bill of quantities to reduce contract disputes, shorten the project construction cycle, and get the establishment of a standardized market, improve the supervision mechanism, improve the management system of the agency mechanism. It can bring the conclusion of time limit, quality, price and so on to the project which adopts bidding and bidding. And under the premise of complete management system, it will further improve the effectiveness of bidding work in Beijing Power Grid by paying attention to the training of high-quality bidding practitioners and actively applying the relevant theories of bidding and bidding.
