【摘要】：東北是我國(guó)重要的大型工業(yè)集中區(qū),由于歷史原因都集聚于大城市中發(fā)展,導(dǎo)致地區(qū)間發(fā)展極不平衡,同時(shí)隨著改革開(kāi)放的逐步深化,也暴露出結(jié)構(gòu)單一、體制僵化、總量不足等問(wèn)題。因而,國(guó)家為振興東北地區(qū)經(jīng)濟(jì)提供一系列政策舉措,地方各級(jí)政府也積極踴躍的抓住機(jī)遇發(fā)展工業(yè)園區(qū),推動(dòng)本地區(qū)經(jīng)濟(jì)在新一輪?wèn)|北地區(qū)振興中加速前行,跨越發(fā)展。木蘭工業(yè)園區(qū)是在原上海奉賢現(xiàn)代農(nóng)業(yè)園區(qū)哈爾濱木蘭分區(qū)基礎(chǔ)上辟建的工業(yè)園區(qū),并已于2013年5月經(jīng)黑龍江省政府批準(zhǔn)享受省級(jí)開(kāi)發(fā)區(qū)政策。雖然經(jīng)過(guò)近十年的開(kāi)發(fā)建設(shè),但園區(qū)一直沒(méi)有十足的飛躍式發(fā)展。本文將從理論與實(shí)際相結(jié)合的角度入手,首先梳理與園區(qū)發(fā)展相關(guān)的理論知識(shí),深度挖掘國(guó)內(nèi)外工業(yè)園區(qū)研究走勢(shì),歸納影響園區(qū)發(fā)展的關(guān)鍵因素;其次簡(jiǎn)單介紹木蘭縣自然經(jīng)濟(jì)環(huán)境,再通過(guò)詳細(xì)調(diào)查木蘭工業(yè)園區(qū)的發(fā)展現(xiàn)狀,著重找出問(wèn)題并分析原因;同時(shí)結(jié)合縣外、省內(nèi)的經(jīng)濟(jì)環(huán)境,對(duì)木蘭工業(yè)園區(qū)其進(jìn)行內(nèi)外部環(huán)境分析;最后根據(jù)園區(qū)表現(xiàn)出問(wèn)題及內(nèi)外環(huán)境的分析,制定出適宜木蘭工業(yè)園區(qū)發(fā)展的多項(xiàng)戰(zhàn)略措施及保障,構(gòu)建成園區(qū)發(fā)展的戰(zhàn)略體系,促其提高園區(qū)的核心競(jìng)爭(zhēng)力和區(qū)域影響力,擴(kuò)大園區(qū)產(chǎn)業(yè)規(guī)模和產(chǎn)品知名度。期冀對(duì)黑龍江省內(nèi)其他縣域工業(yè)園區(qū)的發(fā)展起到拋磚引玉和輻射聯(lián)動(dòng)的作用。
[Abstract]:Northeast China is an important large industrial concentration area, because of historical reasons are concentrated in the development of large cities, resulting in extremely uneven development between regions, at the same time with the gradual deepening of reform and opening up, but also exposed a single structure. Therefore, the state provides a series of policy measures for revitalizing the economy of Northeast China, and local governments at all levels actively seize the opportunity to develop industrial parks. The Mulan Industrial Park is an industrial park built on the basis of the former Fengxian Modern Agricultural Park Harbin Mulan Subarea in Shanghai. In 2013, Heilongjiang provincial government approved the policy of enjoying the provincial development zone, although after nearly ten years of development and construction. However, there has been no full leapfrog development of the park. This paper will start with the combination of theory and practice, first combing the theoretical knowledge related to the development of the park, and deeply excavating the trend of industrial park research at home and abroad. Induces the key factors that affect the development of the park; Secondly, it briefly introduces the natural economic environment of Mulan County, and then through the detailed investigation of the current situation of Mulan Industrial Park, it focuses on finding out the problems and analyzing the reasons. At the same time, the internal and external environment of Mulan Industrial Park is analyzed in combination with the economic environment outside the county and in the province. Finally, according to the analysis of the problems and the internal and external environment of the park, the author formulates several strategic measures and guarantees suitable for the development of Mulan industrial park, and constructs a strategic system for the development of the park. To promote its core competitiveness and regional influence, to expand the industrial scale and product visibility of the park, hoping to play a role in the development of other county industrial parks in Heilongjiang Province and radiation linkage.
