【摘要】：十六大以來,全國各地都先后掀起了“新型工業(yè)化”的浪潮。榆次區(qū)工業(yè)基礎(chǔ)深厚,擁有“榆次液壓”和“榆次紡機(jī)”兩張國內(nèi)知名的名片,在此基礎(chǔ)上,榆次工業(yè)園區(qū)響應(yīng)國家關(guān)于建設(shè)新型工業(yè)化示范基地的號召,堅持以“綠色、低碳、清潔、高效”的產(chǎn)業(yè)發(fā)展導(dǎo)向,實施“項目帶動”戰(zhàn)略,以大園區(qū)、大集群、大企業(yè)為抓手,積極承接產(chǎn)業(yè)轉(zhuǎn)移,加速淘汰落后產(chǎn)能,培育壯大優(yōu)勢新興產(chǎn)業(yè),健全產(chǎn)業(yè)體系,提高產(chǎn)業(yè)組織化水平,促進(jìn)產(chǎn)業(yè)鏈向高端延伸,準(zhǔn)備走出一條國家級新型工業(yè)化產(chǎn)業(yè)示范基地的新路子。 本論文綜合運(yùn)用系統(tǒng)論、經(jīng)濟(jì)學(xué)、公共管理學(xué)、公共政策分析等方面的知識,遵循宏觀與微觀相結(jié)合,理論聯(lián)系實際的原則,吸取前人研究的成果,在新型工業(yè)化發(fā)展的理論研究基礎(chǔ)上,分析了榆次工業(yè)園區(qū)有關(guān)創(chuàng)建國家新型工業(yè)化產(chǎn)業(yè)示范基地的基礎(chǔ)條件和優(yōu)勢所在；并對榆次工業(yè)園區(qū)就建設(shè)國家新型工業(yè)化產(chǎn)業(yè)示范基地相關(guān)的產(chǎn)業(yè)政策、土地利用、節(jié)能減排與資源綜合利用、自主創(chuàng)新能力、技術(shù)裝備與產(chǎn)品質(zhì)量、安全生產(chǎn)、兩化融合、人力資源利用與開發(fā)、產(chǎn)業(yè)公共服務(wù)體系建設(shè)、政府支持與服務(wù)等內(nèi)容進(jìn)行了系統(tǒng)了解和具體分析,進(jìn)而提出了榆次工業(yè)園區(qū)實施新型工業(yè)化產(chǎn)業(yè)示范基地創(chuàng)建工作的全新理念。
[Abstract]:Since the 16th National Congress, there has been a wave of "new industrialization" throughout the country. Yuci District has a deep industrial foundation, "Yuci hydraulic" and "Yuci spinning machine" two well-known domestic business cards, on this basis. Yuci Industrial Park in response to the national call to build a new type of industrial demonstration base, adhere to the "green, low-carbon, clean, efficient" industrial development direction, the implementation of "project driven" strategy to large parks. Large clusters, large enterprises to grasp, actively undertake industrial transfer, speed up the elimination of backward production capacity, foster and strengthen the advantages of emerging industries, improve the industrial system, improve the level of industrial organization, promote the industrial chain to the high-end extension. We are going to take a new road to the demonstration base of a new type of industrial industry at the national level. This paper synthetically uses the knowledge of system theory, economics, public management, public policy analysis and so on, following the principle of combining macro and micro, integrating theory with practice, and absorbing the results of previous studies. On the basis of theoretical research on the development of new-type industrialization, this paper analyzes the basic conditions and advantages of Yuci Industrial Park in establishing the national demonstration base of new-type industrialization industry. And Yuci Industrial Park on the construction of the national new industrial demonstration base of industrial policies, land use, energy conservation and emission reduction and comprehensive utilization of resources, independent innovation capacity, technical equipment and product quality. Safety of production, integration of the two systems, human resource utilization and development, industrial public service system construction, government support and services are systematically understood and analyzed. Then put forward a new concept of Yuci Industrial Park to implement the establishment of new industrial demonstration base.
