【摘要】：中國地質調查事業(yè)在過去一百年的發(fā)展中取得許多舉世矚目的成就，為社會經(jīng)濟的發(fā)展做出巨大貢獻，其標志性開端可以追溯到1913年成立的北京政府工商部地質調查所。在其后的30多年里，中國地質調查工作不斷開拓，初具規(guī)模，以其優(yōu)良的學術氛圍和堅定的科學精神以及高瞻遠矚的發(fā)展模式，為新中國地質工作建設與發(fā)展打下良好基礎，培養(yǎng)出一批優(yōu)秀的人才。在早期地質調查所走出的200余人中，有49位成為兩院院士。新中國成立后的50年間，整個中國的地質調查隨著社會的發(fā)展起起落落，幾經(jīng)波折，經(jīng)歷了快速發(fā)展時期、大躍進時期、文化大革命時期和改革開放時期。1999年4月，，國家正式提出將公益性地質調查工作與商業(yè)性地質調查工作分開運行，并與同年成立中國地質調查局，組織和實施國家基礎性、公益性、戰(zhàn)略性地質和礦產(chǎn)勘查工作。地質調查局成立以來，統(tǒng)一管理國家公益性地質調查隊伍，為國民經(jīng)濟和社會發(fā)展提供地質基礎信息資料，并向社會提供公益性服務，圓滿完成了為期12年的國土資源大調查工作。 2012年是中國地質調查事業(yè)發(fā)展100周年。本文對百年來中國地質調查事業(yè)工作進行系統(tǒng)梳理，以中國地質調查事業(yè)百年發(fā)展史為主線，以公益性為特點的基礎地質調查事業(yè)發(fā)展為內容，按照時間發(fā)展順序進行整理綜述，將其分為1913-1950年、1950-1999年、1999-2012年三個大的時間段，并對每個時期的發(fā)展特征進行總結，探討其在地質調查事業(yè)整體發(fā)展的作用、歷史影響和社會意義，做到“以史為鑒，面向未來”。1950年以前，地質調查工作中優(yōu)良的學術作風、開明的培養(yǎng)政策以及頻繁的國際協(xié)作為地質事業(yè)早期的發(fā)展奠定了良好的基礎；隨著社會發(fā)展，在第二時期，地質工作規(guī)模迅速擴大，為國民經(jīng)濟發(fā)展和國家建設發(fā)揮基礎作用，并形成了“三光榮”、“四特別”的行業(yè)精神；在新時期，隨著科技的進步和多學科的發(fā)展，中國地質調查工作取得巨大成就，形成了更為規(guī)范的工作要求和技術手段，實現(xiàn)了精神文明與物質文明的雙豐收。 在此基礎上，還著重對各個時期的地質工作特點進行一個比較研究，通過研究對早期科學精神的傳承、地質工作發(fā)展的規(guī)律、以及地質工作步調調整等問題進行探討，以期為更好地建設公益性地質工作文化和促進整個地質事業(yè)發(fā)展起到積極作用。
[Abstract]:Chinese geological survey has made many remarkable achievements in the past one hundred years of development, has made a tremendous contribution to the development of social economy, its iconic beginning can be traced back to the government of Beijing Ministry of industry and Commerce geological survey which was founded in 1913. Over the next 30 years, China geological survey work continues to develop, take shape, with its excellent the academic atmosphere and strong scientific spirit and development model to look far ahead from a high plane, a good basis for the construction and development of new Chinese geological work lay, cultivate a group of outstanding talent. In the early geological survey out of more than 200 people, there are 49 academicians. The new China became the 50 years since the founding of geology the survey of the Chinese society along with the development of ups and downs, twists and turns, experienced a period of rapid development, the great leap forward, the cultural revolution period.1999 and the period of reform and opening up in April, the country The official suggested of public geological work and commercial geological work run separately, and the same year the establishment of China geological survey, public welfare organization and implementation of basic, country, strategic geological and mineral exploration work. Since the establishment of the unified management of the national geological survey, geological survey team, to provide basic geological information for the national economic and social development, and to provide public services to the community, the successful completion of a period of 12 years of land and resources survey work.
2012 is China geological survey development 100th anniversary. This paper systematically 100 years China geological survey work, to China geological survey business history as the main line, to the public for the characteristics of the basic geological survey for the development of content, organize review of development according to the time sequence, which can be divided into 1913-1950 years 1950-1999, 1999-2012, three years of time, the development and characteristics of each period are summarized, on the overall development of the cause of geological survey, history and social impact of "taking history as a mirror for the future.1950 years ago, academic style excellent geological survey work, training liberal policy and frequent international cooperation has laid a good foundation for the geological cause of early development; with the development of society, in the second period, the rapid expansion of the scale of geological work, for the national To play a fundamental role in economic development and national construction, and formed a "glorious three", "four special" spirit of the industry; in the new period, with the progress of science and technology and the development of science, Chinese geological survey work has made great achievements, the formation of more work requirements and technical means to achieve a double harvest spirit civilization and material civilization.
On this basis, but also focuses on the character of each period of geological work to conduct a comparative study, through the study of the early scientific spirit, the development of geological work and geological work rules, the pace of adjustment are discussed, in order to better positive role for the construction of public geological work culture and promote the development of geological work the whole play.
