【摘要】：煤炭資源作為我國(guó)國(guó)民經(jīng)濟(jì)可持續(xù)發(fā)展的重要能源保障來(lái)源,是我國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的重要基礎(chǔ)保證,在我國(guó)能源結(jié)構(gòu)中煤炭資源一直處于主導(dǎo)地位。煤炭行業(yè)作為一個(gè)特殊工種行業(yè),其特點(diǎn)是生產(chǎn)環(huán)境差,工作場(chǎng)所處于不斷的變化之中,生產(chǎn)事故和自然災(zāi)害的危險(xiǎn)源始終制約和影響著煤礦的安全生產(chǎn),可以說(shuō)煤礦安全生產(chǎn)管理一直是困擾煤炭行業(yè)的重點(diǎn)問(wèn)題。改革開(kāi)放以來(lái),隨著經(jīng)濟(jì)的增長(zhǎng),對(duì)煤炭需求的提高,我國(guó)煤炭行業(yè)迅速發(fā)展,隨之而來(lái)的是煤礦安全生產(chǎn)事故也日益突出。我國(guó)是煤炭生產(chǎn)大國(guó),同時(shí)也是煤炭生產(chǎn)高事故率國(guó)家,些煤礦頻發(fā)重、特大事故,傷亡慘重,給遇難者家屬帶來(lái)難以彌補(bǔ)的傷害,嚴(yán)重影響著煤炭行業(yè)的社會(huì)形象,一定程度上也影響到改革發(fā)展和穩(wěn)定大局。近年來(lái),雖然我國(guó)煤礦安全生產(chǎn)在穩(wěn)步好轉(zhuǎn),但是,仍然面臨嚴(yán)峻的形勢(shì),重特大事故仍時(shí)有發(fā)生。尤其是與發(fā)達(dá)國(guó)家相比,我國(guó)的煤礦安全生產(chǎn)管理還有待加強(qiáng)與改善。煤礦安全生產(chǎn)是一項(xiàng)長(zhǎng)期而艱巨的工作,必須建立和落實(shí)長(zhǎng)效機(jī)制,才能徹底扭轉(zhuǎn)安全上的不利局面。 中國(guó)煤炭行業(yè)的安全狀況正在逐漸改善,但對(duì)于礦工來(lái)說(shuō),中國(guó)的煤礦仍然是全世界最致命的。安全生產(chǎn)事關(guān)人民群眾財(cái)產(chǎn)安全,安全發(fā)展是落實(shí)科學(xué)發(fā)展觀和構(gòu)建社會(huì)主義和諧社會(huì)、全面建設(shè)小康社會(huì)的必然要求。保護(hù)生命財(cái)產(chǎn)的安全,降低事故的發(fā)生是煤礦生產(chǎn)的頭等大事。因此,研究減少與控制煤炭事故的方法具有重要的理論意義與現(xiàn)實(shí)意義。先進(jìn)的管理理念和建立煤礦安全生產(chǎn)管理預(yù)控系統(tǒng),對(duì)煤炭領(lǐng)域的安全生產(chǎn)具有重大的理論價(jià)值。 本文主要針對(duì)中能源公司安全生產(chǎn)管理體系中存在的矛盾,結(jié)合本公司實(shí)際情況,開(kāi)發(fā)了煤礦風(fēng)險(xiǎn)預(yù)控管理系統(tǒng)。文中,同時(shí)也針對(duì)安全文化在煤礦安全生產(chǎn)中發(fā)揮的保障作用和安全投入、安全管理在安全生產(chǎn)中的重要性,對(duì)中能源公司風(fēng)險(xiǎn)預(yù)控管理系統(tǒng)的實(shí)施提出了建議,加強(qiáng)安全生產(chǎn)管理,保障企業(yè)生產(chǎn)得以順利進(jìn)行。
[Abstract]:Coal as an important resource to ensure the sustainable development of China's national economy, is an important foundation for national economic and social development, in China's energy structure, coal resources has been in a dominant position. The coal industry as a special type of industry, which is characterized by poor production environment, the workplace is constantly changing. Hazard accidents and natural disasters always restricts and affects the safety of coal production, can be said that the coal mine safety production management has been a key problem in coal industry. Since the reform and opening up, along with the economic growth, the demand for coal, China's coal industry rapid development, coal production safety accidents are also increasingly prominent. China is a major coal producing country, but also the high accident rate of national coal production, some frequent coal mine accidents, heavy casualties, to the victims The family brought irreparable damage, seriously affecting the coal industry's social image, to a certain extent also affects the overall situation of reform, development and stability. In recent years, although China's coal mine production safety in steadily improved, but still facing a severe situation, serious accidents still occur. Especially compared with the developed countries, China's coal mine safety production management has to be strengthened and improved. The safety production of the coal mine is a long and arduous work, we must establish and implement a long-term mechanism, in order to completely reverse the adverse situation of safety.
The safety status of Chinese coal industry is gradually improving, but for the miners, Chinese coal mine is still the world's most deadly. Production safety is related to people's property safety and security is to implement the Scientific Outlook on Development development and building a socialist harmonious society, the inevitable requirement of building a well-off society. The protection of life and property safety, reduce the occurrence of the accident is the top priority of mine production. Therefore, reducing the research has important theoretical and practical significance and methods of control of coal mining accident. The establishment of the advanced management and the coal mine safety production management control system, the safety production of the coal field is of great theoretical value.
This article mainly aims at the problems of safety production management system in energy companies, combined with the actual situation of the company, the development of the risk management system of coal mine. In this paper, but also for the protection of safety culture play an important role in coal mine safety production and safety investment, the importance of safety management in production safety, put forward suggestions on the implementation of risk management system of energy companies, strengthen the management of production safety, ensure production smoothly.
