【摘要】：海南省憑借其地理優(yōu)勢(shì),太陽(yáng)能、風(fēng)能等新能源資源豐富,隨著建設(shè)海南國(guó)際旅游島上升為國(guó)家戰(zhàn)略后,海南省積極發(fā)展太陽(yáng)能、風(fēng)能以及生物質(zhì)能等新能源產(chǎn)業(yè)。另外,隨著海南省社會(huì)經(jīng)濟(jì)的不斷發(fā)展,海南省的能源供需矛盾越來(lái)越突出。因此,發(fā)展太陽(yáng)能、風(fēng)能以及生物質(zhì)能等新能源產(chǎn)業(yè),不僅可以增加海南省的能源供應(yīng),而且還可以調(diào)整海南省的能源消費(fèi)結(jié)構(gòu),實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)的綠色增長(zhǎng)。但是,由于當(dāng)前海南省新能源產(chǎn)業(yè)投資主體單一、融資渠道狹隘,這些嚴(yán)重制約了海南省新能源產(chǎn)業(yè)的發(fā)展,設(shè)立海南省新能源產(chǎn)業(yè)投資基金,可以在一定程度上解決資金問(wèn)題的同時(shí),給予海南省新能源產(chǎn)業(yè)管理和技術(shù)方面的支持,促進(jìn)海南省新能源產(chǎn)業(yè)進(jìn)一步發(fā)展。 本文主要采用規(guī)范分析的方法,在國(guó)內(nèi)外對(duì)新能源產(chǎn)業(yè)以及產(chǎn)業(yè)投資基金研究的基礎(chǔ)上對(duì)海南省新能源產(chǎn)業(yè)投資基金進(jìn)行研究。首先介紹海南省新能源產(chǎn)業(yè)發(fā)展及投融資的現(xiàn)狀,指出建立新能源產(chǎn)業(yè)投資基金不僅可以增加新能源產(chǎn)業(yè)的資金供給,打破新能源產(chǎn)業(yè)發(fā)展的瓶頸；而且還可以提高企業(yè)的經(jīng)營(yíng)管理水平。緊接著對(duì)設(shè)立新能源產(chǎn)業(yè)投資基金的可行性進(jìn)行分析,確定該項(xiàng)舉措是可行的。 其次、通過(guò)比較分析產(chǎn)業(yè)投資基金不同的組織形式、運(yùn)作方式、資金募集方式,結(jié)合海南省實(shí)際情況,認(rèn)為海南省新能源產(chǎn)業(yè)投資基金采用信托型的組織形式、封閉式的運(yùn)作方式以及私募的資金募集方式比較適宜。 最后,在新能源產(chǎn)業(yè)投資基金建立的基礎(chǔ)上,設(shè)計(jì)海南省新能源產(chǎn)業(yè)投資基金的投資運(yùn)作機(jī)制,主要從基金資產(chǎn)如何進(jìn)入和退出受資企業(yè)兩方面著手,按照嚴(yán)格的投資決策流程,選擇合適的時(shí)機(jī)恰當(dāng)?shù)姆绞酵顺銎髽I(yè)以實(shí)現(xiàn)基金資產(chǎn)的保值增值。
[Abstract]:Hainan Province with its geographical advantages, solar, wind energy and other new energy resources rich, with the construction of Hainan International Tourism Island has become a national strategy, Hainan Province actively develop solar energy. Wind energy and biomass energy and other new energy industries. In addition, with the continuous development of Hainan's social and economic, Hainan Province's energy supply and demand contradiction is becoming more and more prominent. Therefore, the development of solar energy. New energy industries, such as wind energy and biomass energy, can not only increase the energy supply in Hainan Province, but also adjust the energy consumption structure of Hainan Province to realize the green growth of social economy. Due to the single investment main body and narrow financing channels of new energy industry in Hainan Province, these seriously restrict the development of new energy industry in Hainan Province, and set up the new energy industry investment fund of Hainan Province. At the same time, we can give Hainan new energy industry management and technical support, and promote the further development of Hainan new energy industry. This paper mainly adopts the method of normative analysis. On the basis of the research on new energy industry and industry investment fund at home and abroad, this paper studies the new energy industry investment fund of Hainan Province. Firstly, it introduces the current situation of new energy industry development and investment and financing in Hainan Province. It is pointed out that the establishment of the new energy industry investment fund can not only increase the capital supply of the new energy industry, but also break the bottleneck of the development of the new energy industry. Then the feasibility of setting up the new energy industry investment fund is analyzed, and it is determined that this measure is feasible. Secondly, through the comparative analysis of the different forms of industrial investment fund organization, operation, fund-raising, combined with the actual situation in Hainan Province. It is considered that the investment fund of new energy industry in Hainan Province adopts the form of trust, the closed mode of operation and the way of raising private funds. Finally, on the basis of the establishment of the new energy industry investment fund, the investment and operation mechanism of Hainan new energy industry investment fund is designed, mainly from the two aspects of how the fund assets enter and exit from the funded enterprises. According to the strict investment decision process, choose the right time and the right way to withdraw from the enterprise to achieve the value of the fund assets.
