【摘要】：正不斷提高人民生活水平是朝鮮黨和國(guó)家的最高原則。發(fā)展地方工業(yè)在提高人民生活水平的過(guò)程中具有重要意義。朝鮮工業(yè)可分類為中央工業(yè)和地方工業(yè),中央工業(yè)主要生產(chǎn)具有戰(zhàn)略意義的產(chǎn)品;地方工業(yè)則是利用本地區(qū)原材料生產(chǎn)本地區(qū)人民必需的消費(fèi)品。與中央工業(yè)相比,地方工業(yè)的特征主要體現(xiàn)為:第一,主要利用本地區(qū)豐富的資源,如森林資源、農(nóng)產(chǎn)品、畜牧業(yè)產(chǎn)品及其附屬產(chǎn)品、生活廢棄物等作為基本生產(chǎn)原料。第二,主要生產(chǎn)食品、服裝、鞋、香皂、家具、日用雜貨、學(xué)習(xí)用品等本地區(qū)居民的生活必需品。盡管中央工業(yè)也有諸如大型紡
