【摘要】：隨著經(jīng)濟的發(fā)展,電力需求日益增加,進而拉動了對電煤的需求。電煤運輸通道作為重要的生命線系統(tǒng)之一,其運行的時間可靠性直接關(guān)系到國民經(jīng)濟持續(xù)、健康發(fā)展。由于運輸系統(tǒng)是一個復(fù)雜的綜合性動態(tài)系統(tǒng),具有隨機性、動態(tài)性,運行狀況受各種隨機事件的影響,易發(fā)生堵塞和中斷,會導(dǎo)致電煤資源不能在有效時點前到達(dá)需求方,造成巨大損失,這不得不引起人們對電煤運輸時間可靠性價值研究的重視。 本文基于時間表提出了電煤運輸時間可靠性的理念及模型構(gòu)建,時間表選擇是一系列運輸經(jīng)濟活動的一部分,貨主會考慮自身選擇偏好和額外的約束條件。本文對電煤運輸時間安排建立了一個模型,考慮了不同出發(fā)時間的運輸時間、早到及遲到的時間可靠性對運輸效用的影響,當(dāng)考慮貨主選擇異質(zhì)性時,可以是運輸方式、運輸區(qū)間、貨物類別的不同,均可通過運輸費用的不同表現(xiàn)到效用函數(shù)中。當(dāng)效用函數(shù)引入運輸費用時,則可以計算出運輸費用與其他變量的邊際替代率,得到運輸時間價值、早到和遲到的時間可靠性價值,且通常早到與晚到的時間可靠性價值是非對稱的,前者一般要小于后者。 實證研究中,本文采用時間表方法,運用SP調(diào)查,并對SP調(diào)查法進行了一定的完善,來估計大秦線電煤運輸時間可靠性價值,得出大秦線晚到的時間可靠性價值大于早到的時間可靠性價值,大于運輸時間價值。同時,其估值也證明了時間可靠性對電煤運輸?shù)闹匾?引起人們對運輸系統(tǒng)時間可靠性的重視,也為交通管理和規(guī)劃部門指明了有效解決交通問題的管理方向,最大程度的發(fā)揮交通網(wǎng)絡(luò)的功效。
[Abstract]:With the development of economy , the demand of electric coal is increasing , and the demand of electric coal is drawn . As an important lifeline system , the reliability of operation time is directly related to the sustained and healthy development of national economy . In this paper , the concept and model construction of time reliability of electric coal transportation are proposed based on the schedule , and the selection of timetable is part of a series of transportation economic activities . In the empirical research , the paper adopts the method of timetable , uses the SP survey , and makes a certain improvement to the SP survey method to estimate the reliability value of the time reliability of the Datong - Qinhuangdao line , and the value of the time reliability is greater than the value of the transportation time . At the same time , the valuation also proves the importance of the time reliability to the transportation of the electric coal . It also points out the importance of the time reliability to the transportation of the electric coal , and also provides the traffic management and planning department with the management direction to effectively solve the traffic problem , and to exert the effect of the traffic network to the maximum extent .
