【摘要】:電能這一商品的特殊性使供電企業(yè)資金回收的風(fēng)險(xiǎn)管理策略都有別于其他傳統(tǒng)行業(yè),電費(fèi)回收作為供電企業(yè)獲得效益的最后且最重要的環(huán)節(jié),它的風(fēng)險(xiǎn)管理也是各級(jí)供電企業(yè)最為重視的工作之一。面對(duì)我國(guó)越來(lái)越嚴(yán)峻的經(jīng)濟(jì)形勢(shì),供電企業(yè)只有做到超前謀劃、積極應(yīng)對(duì)、管理得當(dāng),才能降低電費(fèi)回收的風(fēng)險(xiǎn)率,保證電費(fèi)的回收能夠顆粒歸倉(cāng),確保全面完成電費(fèi)雙結(jié)的任務(wù)。在電費(fèi)回收風(fēng)險(xiǎn)管理過(guò)程中,電力企業(yè)應(yīng)對(duì)用戶拖欠電費(fèi)現(xiàn)象給予足夠的重視,在不斷加強(qiáng)自身風(fēng)險(xiǎn)管理能力的同時(shí),采取一切必要措施和手段來(lái)控制企業(yè)拖欠電費(fèi)的現(xiàn)象,加強(qiáng)電費(fèi)風(fēng)險(xiǎn)管理力度,定期對(duì)管理方法和效果進(jìn)行評(píng)估,改進(jìn)管理方法,才能做好電費(fèi)回收工作。因此,如何針對(duì)大用戶的電費(fèi)繳納情況進(jìn)行評(píng)價(jià),以此來(lái)制定風(fēng)險(xiǎn)預(yù)警等級(jí),,建立電費(fèi)風(fēng)險(xiǎn)規(guī)避機(jī)制顯得尤為重要。 本文針對(duì)電能賒銷(xiāo)的銷(xiāo)售方式所帶來(lái)電費(fèi)回收風(fēng)險(xiǎn)的問(wèn)題,提出以用電大用戶財(cái)務(wù)和繳納電費(fèi)數(shù)據(jù)為分析依據(jù)、兩個(gè)一級(jí)指標(biāo)和九個(gè)二級(jí)指標(biāo)為分析基礎(chǔ)、層次分析法(Analytic Hierarchy Process,AHP)和模糊綜合評(píng)價(jià)的結(jié)合為分析方法,構(gòu)建二維風(fēng)險(xiǎn)預(yù)警機(jī)制并針對(duì)不同預(yù)警級(jí)別制定相應(yīng)預(yù)警方案的解決辦法,同時(shí),通過(guò)二級(jí)模糊綜合評(píng)價(jià)考察大用戶總體風(fēng)險(xiǎn)水平,在二維預(yù)警機(jī)制的協(xié)助下可以更好的提高電費(fèi)回收能力。通過(guò)實(shí)例證明,本論文提供的方案能夠在保證供電企業(yè)正常完成工作的同時(shí)也能與用電用戶達(dá)成良好的合作關(guān)系,為供電企業(yè)實(shí)施以風(fēng)險(xiǎn)評(píng)級(jí)為基礎(chǔ)的電費(fèi)風(fēng)險(xiǎn)預(yù)警工作提供了可行、有效的思路,后期可以將該方法思路進(jìn)行有效的擴(kuò)展,對(duì)于整個(gè)電力行業(yè)開(kāi)展電費(fèi)回收風(fēng)險(xiǎn)管理工作具有一定的參考意義。
[Abstract]:The power of this special commodity makes the risk management strategy for the recovery of funds for power supply enterprises are different from other traditional industries, electricity recovery as the power supply enterprise to obtain the benefit of the last and the most important link, one of the most important work for its risk management but also at all levels of power supply enterprises. In the face of China's increasingly grim economic situation the power supply enterprise, only do advance planning, actively, properly managed, can reduce the risk of tariff recovery rate, to ensure the recovery of electricity charges to the particle positions, to ensure the full completion of the task. In the double junction electricity electricity recovery risk management process, the electric power enterprise users should pay enough attention to the phenomenon of electricity arrears, continue to strengthen their risk management capacity at the same time, to take all necessary measures and means to control the enterprise arrears of electricity, electricity to strengthen risk management efforts on a regular basis management method In order to do well in the electric charge recovery work, we should improve the management method and evaluate the effect of electricity charges. Therefore, it is particularly important for us to evaluate the electricity payment status of large users, so as to set up a risk warning level and establish a risk avoidance mechanism for electricity charges.
In this paper, according to the power of credit sale risks arising from electricity recovery problems, put forward to use the TV users to pay for electricity and financial data as the analysis basis, two indexes and nine level two indexes as the basis for the analysis, analytic hierarchy process (Analytic Hierarchy Process, AHP) and combined with fuzzy comprehensive evaluation method for analysis and build a two-dimensional risk warning mechanism and formulate the corresponding early warning plan solution, according to the different warning level at the same time, the user inspects the overall risk level by two fuzzy comprehensive evaluation, improve the electricity recovery ability can be better in two early warning mechanism to assist. This paper provides examples prove that the scheme can achieve good relations of cooperation to ensure the normal work of the power supply enterprise can also complete and electricity users, for the implementation of the electricity industry risk early warning based on the risk rating of power supply enterprises It provides a feasible and effective way of thinking, which can effectively expand the method of thinking in the later stage. It has a certain reference value for the whole electric power industry to carry out the risk management of electric charge recovery.
