【摘要】：礦業(yè)用地作為土地管理和礦產(chǎn)資源管理的結(jié)合部，是礦區(qū)危機(jī)和可持續(xù)發(fā)展的雙重載體。礦業(yè)用地復(fù)墾優(yōu)化研究是貫徹落實(shí)《土地復(fù)墾條例》和礦業(yè)用地改革政策、調(diào)整礦業(yè)用地供需結(jié)構(gòu)、緩解人地矛盾、優(yōu)化土地資源配置和實(shí)現(xiàn)礦區(qū)可持續(xù)發(fā)展的基礎(chǔ)。本文認(rèn)為：在中國耕地保護(hù)特殊國情下，煤礦區(qū)礦業(yè)用地改革中土地復(fù)墾優(yōu)化是實(shí)現(xiàn)礦區(qū)土地資源有效配置和高效利用的重要舉措。 本文以平朔礦區(qū)安太堡露天煤礦為研究對象，以土地利用現(xiàn)狀調(diào)查、地形地質(zhì)等資料為數(shù)據(jù)基礎(chǔ)，采用文獻(xiàn)資料分析法、系統(tǒng)科學(xué)研究法、野外調(diào)研和室內(nèi)模擬結(jié)合法、定性與定量分析法、情景模擬和比較研究結(jié)合分析法等研究方法，在開展礦業(yè)用地改革的背景下，對礦區(qū)2011~2015年“礦業(yè)用地取得—?jiǎng)儾伞\(yùn)輸—排棄—復(fù)墾—礦業(yè)用地退出”整個(gè)過程進(jìn)行定性和定量的模擬分析，并提出了保障礦區(qū)礦業(yè)用地改革實(shí)施的建議。本文研究結(jié)果如下： （1）在系統(tǒng)分析國內(nèi)外礦業(yè)用地復(fù)墾研究的基礎(chǔ)上，考慮到安太堡露天礦實(shí)際復(fù)雜地質(zhì)條件，結(jié)合露天礦區(qū)生產(chǎn)活動(dòng)過程中礦業(yè)用地利用特征，，構(gòu)建和優(yōu)化礦業(yè)用地利用和復(fù)墾模式。它反映了礦業(yè)用地利用過程各環(huán)節(jié)相互作用方式、動(dòng)態(tài)過程、聯(lián)結(jié)機(jī)理，強(qiáng)調(diào)礦區(qū)土地復(fù)墾對礦業(yè)用地改革的重要性。 （2）在“礦業(yè)用地取得--剝采--運(yùn)輸--排棄--復(fù)墾--礦業(yè)用地退出”的模式下，安太堡礦2011~2015年礦業(yè)用地變化表現(xiàn)為：在時(shí)間演變上，礦業(yè)用地改革范圍為443.61hm2，其中耕地面積為210.67hm2，占總面積的47.49%；復(fù)墾土地面積為1256.04hm2，其中耕地面積為716.98hm2，占總面積的57.08%；復(fù)墾耕地面積增加506.31hm2；在空間演變上，受復(fù)雜地質(zhì)條件和開采工藝的影響，礦業(yè)用地利用與復(fù)墾呈梯度變化空間形式，但未復(fù)墾到礦業(yè)用地改革范圍空間位置。 （3）基于安太堡露天礦礦業(yè)用地復(fù)墾時(shí)空演變特征，按照礦業(yè)用地復(fù)墾標(biāo)準(zhǔn)的不同進(jìn)行了定性與定量分析，結(jié)果表明：排棄到界年，礦業(yè)用地退出年限約為8年；復(fù)墾起始年，礦業(yè)用地退出年限約為9年；復(fù)墾達(dá)標(biāo)年，礦業(yè)用地退出年限約為12年。針對與礦業(yè)用地改革中“等空間置換”的要求，建議特大型露天礦可以采用“等面積置換”和延長礦業(yè)用地退出周期兩種方式。 本文的創(chuàng)新點(diǎn)：一是以安太堡露天煤礦為例，重點(diǎn)從礦業(yè)用地利用過程的角度研究特大型露天煤礦礦業(yè)用地復(fù)墾優(yōu)化問題。其中以土地復(fù)墾優(yōu)化的測算成果作為大型露天礦采礦用地改革的參考依據(jù)；二是提出以排土到界年、復(fù)墾起始年、復(fù)墾達(dá)標(biāo)年作為礦業(yè)用地退出的標(biāo)準(zhǔn)，分析合理的礦業(yè)用地取得—退出期限；三是根據(jù)現(xiàn)行的礦業(yè)用地改革政策“等空間置換”的弊端，提出“等面積置換”和延長礦業(yè)用地退出周期的解決方案。
[Abstract]:Mining land as a combination of land management and the management of mineral resources, mining area is a dual carrier crisis and sustainable development. Research on Optimization of mining land reclamation is the implementation of land reform policies for land reclamation and mining Ordinance, adjusting mining land supply structure, ease the contradiction between people and land, the basis of optimizing the allocation of land resources and implementation the sustainable development of the mining area. This paper thinks that in the Chinese cultivated land protection under special conditions, mining coal mining area land reclamation land reform optimization is an important measure to realize the effective allocation of land resources in mining area and high efficiency.
In this paper, Pingshuo Antaibao Opencast Coal Mine as the research object, the status of land use, topography and geological data as the basic data, using literature analysis method, research method of system science, combined with field investigation and indoor simulation method, qualitative and quantitative analysis, scenario simulation and comparative study with research methods of analysis, in carrying out mining land reform under the background of mining area in 2011~2015 mining land acquisition - stripping - Transportation - abandoned mining land reclamation - - exit "simulation analysis of the whole process of qualitative and quantitative, and put forward the land reform implementation suggestions. The mining area mining results are as follows:
(1) in the analysis of domestic and foreign mining for basic research on land reclamation, taking into account the antaipu actual complex geological conditions, combined with the characteristics of mining land utilization of open-pit mine production activities in the process of construction and optimization of mining land utilization and reclamation mode. It reflects the mining land utilization process of interaction the way, dynamic process, the coupling mechanism, emphasizing the importance of the reform of land reclamation of mining.
(2) in the acquisition of land use for mining - stripping - Transportation - abandoned mining land reclamation - - exit "mode, 2011~2015 years of Antaibao mining land use change is: in the time evolution, mining land reform is in the range of 443.61hm2, the cultivated area is 210.67hm2, accounting for 47.49% of the total area; land reclamation area is 1256.04hm2, the cultivated area is 716.98hm2, accounting for 57.08% of the total area of arable land reclamation increased; 506.31hm2; in spatial evolution, affected by the complex geological conditions and mining technology, mining land use change in gradient space form and reclamation, but not to the reclamation of mining land reform range space position.
(3) the evolution features of land reclamation of mining based on temporal antaipu, according to the different standards of mining land reclamation were analyzed, qualitative and quantitative results showed that the abandoned mining land to the world, out of life is about 8 years; the initial years of mining land reclamation, withdraw from the age of about 9 years; reclamation the standard year, mining land withdrawal period is about 12 years. And for mining space in the reform of "replacement", suggests that extra large opencast mine can be used "replacement" and extend the mining land withdrawal period in two ways.
The innovation of this paper: one is in Antaibao Opencast Coal Mine as an example, from the point of view of mining land utilization process of land reclamation Optimization Research of large opencast coal mining. The calculation results of the optimization of mining land reclamation as large opencast mine land reform according to industry; two is put forward to soil reclamation, initial years, years of mining land reclamation standards as the exit criteria, a reasonable analysis of the acquisition of land use for mining - exit period; three is according to the current mining land reform policy shortcomings "space replacement", "replacement area" and the extension of mining land exit periodic solutions.
