【摘要】：《中共中央關(guān)于制定國民經(jīng)濟和社會發(fā)展第十個五年計劃的建議》明確指出電源建設(shè)要發(fā)展水電,國務(wù)院和國家計委在”西電東送”工作會議上,明確“西電東送”要以水電為主,優(yōu)先發(fā)展水電；水電中長期規(guī)劃水電建設(shè)目標(biāo)宏偉,任重道遠(yuǎn)。本文通過對上通壩電站的基本概況、地質(zhì)情況、電站任務(wù)規(guī)劃,技術(shù)方案確定等的介紹,通過編制財務(wù)分析報表,對上通壩電站進(jìn)行了財務(wù)評價及國民經(jīng)濟評價。并在確定的技術(shù)方案及投資概算的基礎(chǔ)上采用靜態(tài)方法的財務(wù)評價分析了投資計劃與資金籌措、總成本費用、發(fā)電效益、清償能力、盈利能力、敏感性分析等。從國家整體角度考察此項目的效益和費用來進(jìn)行國民經(jīng)濟評價,計算分析項目給國民經(jīng)濟帶來的凈效益,評價上通壩水電建設(shè)項目經(jīng)濟上的合理性。通過對上通壩水電項目的財務(wù)評價和國民經(jīng)濟評價進(jìn)行效益評價,此電站項目的經(jīng)濟凈現(xiàn)值均大于零,經(jīng)濟內(nèi)部收益率均大于社會折現(xiàn)率8%,在經(jīng)濟上具有較強的抗風(fēng)險能力。且該電站工程投資少,效益較好,建成后對緩解四川電網(wǎng)電力電量不足的矛盾將起到一定作用,對增加地方財政收入,促進(jìn)當(dāng)?shù)亟?jīng)濟和電站投資企業(yè)的發(fā)展將起到重要作用,可以按審批程序報批并開展相關(guān)工作。
[Abstract]:The proposal of the CPC Central Committee on the formulation of the 10th Five-Year Plan for National Economic and Social Development clearly pointed out that the construction of power sources should develop hydropower, and the State Council and the State Planning Commission held a working meeting on the "transmission of electricity from the west to the east." It is clear that "power transmission from west to east" should be based on hydropower and priority should be given to hydropower development. This paper introduces the basic situation of Shangtongba Hydropower Station, the geological situation, the task planning of hydropower station, the determination of technical scheme and so on. By preparing financial analysis statements. The financial evaluation and national economy evaluation of Shangtongba Hydropower Station are carried out. Based on the determined technical scheme and investment estimate, the investment plan, fund raising and total cost are analyzed by using the static method of financial evaluation. Power generation, solvency, profitability, sensitivity analysis, etc. From the overall point of view of the national economy to evaluate the benefits and costs of the project, calculate and analyze the net benefits of the project to the national economy. By evaluating the economic rationality of Shangtongba hydropower project, the economic net present value of this project is more than zero through the evaluation of financial and national economy of Shangtongba hydropower project. The economic internal rate of return is higher than the social discount rate of 8, and has a strong anti-risk ability in economy, and the power plant project investment is less, the benefit is better. After completion, it will play a certain role in alleviating the contradiction of electricity shortage in Sichuan power grid, and will play an important role in increasing local financial revenue and promoting the development of local economy and power plant investment enterprises. Can apply for approval according to the approval procedure and carry out related work.
