【摘要】：產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整是經(jīng)濟(jì)地理學(xué)和產(chǎn)業(yè)經(jīng)濟(jì)學(xué)的研究熱點(diǎn)問(wèn)題。目前，工業(yè)是我國(guó)三次產(chǎn)業(yè)中最重要的構(gòu)成部分，工業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)直接影響區(qū)域整體經(jīng)濟(jì)發(fā)展。2011年1月4日國(guó)務(wù)院以國(guó)函〔2011〕1號(hào)文件批復(fù)《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》，標(biāo)志著山東半島藍(lán)色經(jīng)濟(jì)區(qū)上升到國(guó)家戰(zhàn)略高度，這是“十二五”開(kāi)局之年第一個(gè)國(guó)家發(fā)展戰(zhàn)略。目前關(guān)于山東半島藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)結(jié)構(gòu)的相關(guān)研究較少，因此本文選取山東半島藍(lán)色經(jīng)濟(jì)區(qū)作為研究案例，選取長(zhǎng)江三角洲經(jīng)濟(jì)區(qū)、珠江三角洲經(jīng)濟(jì)區(qū)作為對(duì)比對(duì)象。從所處工業(yè)化階段、工業(yè)整體結(jié)構(gòu)、工業(yè)部門等方面進(jìn)行比較分析，基于對(duì)比分析結(jié)果，提出山東半島藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)結(jié)構(gòu)優(yōu)化對(duì)策。對(duì)促進(jìn)藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)結(jié)構(gòu)優(yōu)化升級(jí)、促進(jìn)藍(lán)色經(jīng)濟(jì)區(qū)經(jīng)濟(jì)發(fā)展具有重要意義。本研究共分為七個(gè)部分： 第一部分為研究概述，介紹了本文國(guó)內(nèi)外的研究背景、國(guó)內(nèi)外的研究概況、本文的研究思路框架及主要方法。 第二部分為理論研究，梳理了產(chǎn)業(yè)結(jié)構(gòu)及工業(yè)結(jié)構(gòu)的相關(guān)理論，奠定了實(shí)證研究的理論基礎(chǔ)。 第三部分對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)與其他區(qū)域的區(qū)位概況及經(jīng)濟(jì)規(guī)模進(jìn)行了比較論述。 第四部分為山東半島藍(lán)色經(jīng)濟(jì)區(qū)與其他經(jīng)濟(jì)區(qū)工業(yè)化進(jìn)程的比較，通過(guò)分析人均GDP美元指標(biāo)、三次產(chǎn)業(yè)產(chǎn)值比重結(jié)構(gòu)、三次產(chǎn)業(yè)就業(yè)比重結(jié)構(gòu)、霍夫曼比率等，判定了研究區(qū)域所處的工業(yè)化階段及重工業(yè)化進(jìn)程。 第五部分為藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)整體結(jié)構(gòu)的對(duì)比分析，通過(guò)對(duì)工業(yè)部門的分類，，對(duì)比了四大行業(yè)的規(guī)模比重，得出藍(lán)色經(jīng)濟(jì)區(qū)傳統(tǒng)工業(yè)部門比重仍較大。分析工業(yè)結(jié)構(gòu)相似系數(shù)，得出藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)結(jié)構(gòu)差異性明顯，具備區(qū)域工業(yè)特色。采用偏離—份額分析方法對(duì)工業(yè)結(jié)構(gòu)整體進(jìn)行了評(píng)價(jià)，得出藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)競(jìng)爭(zhēng)力偏離分量較低，整體結(jié)構(gòu)的競(jìng)爭(zhēng)力較差。 第六部分對(duì)藍(lán)色經(jīng)濟(jì)區(qū)39個(gè)工業(yè)部門進(jìn)行了比較分析，判定了藍(lán)色經(jīng)濟(jì)區(qū)的支柱工業(yè)部門、專門化工業(yè)部門。采用偏離—份額分析方法對(duì)39個(gè)工業(yè)部門進(jìn)行了分析，確定了當(dāng)前藍(lán)色經(jīng)濟(jì)區(qū)的優(yōu)勢(shì)工業(yè)部門。并對(duì)藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)部6地市的工業(yè)部門分別進(jìn)行了研究。 第七部分是藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)結(jié)構(gòu)調(diào)整的對(duì)策及建議。首先，基于第六部分對(duì)藍(lán)色經(jīng)濟(jì)工業(yè)部門的分析，確定藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)部門的發(fā)展序列，確定了主導(dǎo)工業(yè)部門、新興工業(yè)部門、傳統(tǒng)優(yōu)勢(shì)工業(yè)部門。再次，依據(jù)文中第五部分對(duì)工業(yè)結(jié)構(gòu)分析的結(jié)果，提出藍(lán)色經(jīng)濟(jì)區(qū)工業(yè)結(jié)構(gòu)優(yōu)化調(diào)整對(duì)策，包括發(fā)展高技術(shù)工業(yè)、改造傳統(tǒng)工業(yè)、實(shí)施技術(shù)創(chuàng)新戰(zhàn)略、強(qiáng)化政府服務(wù)職能等。
[Abstract]:The optimization and adjustment of industrial structure is a hotspot in the field of economic geography and industrial economics. At present, the industry is China's three industries, the most important part of the optimization and upgrading of industrial structure directly affect the development of the regional economy as a whole.2011 year in January 4th the State Council to plan the development of the letter > 2011 Document No. 1 approved "Shandong Peninsula blue economic area, marking the Shandong Peninsula Blue Economic Zone up to the national strategic level, this is the first national development strategy in 12th Five-Year" at the beginning of the year. The current research on the industrial structure of Shandong Peninsula blue economic zone is less, so this paper selects the Shandong Peninsula Blue Economic Zone as a case study, select the economic zone of Yangtze River Delta, Pearl River Delta Delta Economic Zone as a comparison object. From the stage of industrialization, the overall industrial structure, the industrial sector and other aspects of comparative analysis, based on comparative analysis As a result, we put forward the countermeasures to optimize the industrial structure of Shandong Peninsula Blue Economic Zone, which is significant for promoting the optimization and upgrading of the industrial structure and promoting the economic development of the Blue Economic Zone in the blue economic zone. This research is divided into seven parts.
The first part is the summary of the research. It introduces the research background at home and abroad, the research situation at home and abroad, the framework and the main methods of this research.
The second part is a theoretical study, combing the related theories of industrial structure and industrial structure, and laying a theoretical foundation for the empirical study.
The third part makes a comparative discussion on the location and economic scale of the blue economic zone and other regions in Shandong peninsula.
The fourth part is the comparison of Shandong Peninsula Blue Economic Zone and other economic zone industrialization process, through the analysis of per capita GDP, proportion of three industry output structure, employment structure of three industries, Hoffman ratio, determine the industrialization phase of the study area and heavy industrialization.
The fifth part is the analysis of comparative industry in blue economic zone of the overall structure, through the classification of the industrial sector, compared to the four industry proportion that the traditional industrial department of Blue Economic Zone proportion is still large. Analysis of similarity coefficient of industrial structure, the industrial structure of blue economic zone differences obviously, with regional industrial characteristics. The overall deviation share analysis method to evaluate the industrial structure, industrial competitiveness deviation component of the blue economic zone is relatively low, the overall structure of the competitiveness is poor.
The sixth part makes a comparative analysis on the 39 industrial sectors in the Blue Economic Zone, the Department of pillar industry of the Blue Economic Zone, specialized industry sectors. By analyzed share analysis method for 39 industry shift, to determine the current blue economic zone advantage industries. And the internal Blue Economic Zone 6 the city's industrial sector were studied respectively.
The seventh part is the countermeasures and suggestions for adjustment of the industrial structure of the blue economic zone. Firstly, the sixth part of the analysis of the blue economic industrial sector based on the development of the industrial sector to determine the sequence of the Blue Economic Zone, the leading industrial sector and emerging industrial sectors, the advantages of traditional industrial sectors. Thirdly, according to the fifth part of the analysis of the industrial structure the results, put forward countermeasures on adjusting and optimizing the structure of the blue economic zone industry, including the development of high technology industry, the transformation of traditional industry, implement the strategy of technological innovation, strengthen the service function of the government.
