【摘要】：煙草行業(yè)是我國財政的重要支柱,在國民經(jīng)濟(jì)中有著舉足輕重的地位。卷煙配送中心作為煙草供應(yīng)鏈中的重要物流節(jié)點(diǎn),對卷煙順利從煙草工業(yè)企業(yè)運(yùn)轉(zhuǎn)到消費(fèi)者手中起到關(guān)鍵的作用,同時由于其具有的運(yùn)輸、倉儲等功能,能夠?qū)頍熎鸬綍r空增值的效用�；诖�,應(yīng)該建立一套完善實用的卷煙配送中心物流績效評價體系,并選擇合理的評價方法對卷煙配送中心進(jìn)行績效評價,以此提高配送中心的作業(yè)效率和作業(yè)質(zhì)量,從而使其更好的應(yīng)對日益繁雜的外部環(huán)境和工作任務(wù)。目前,針對卷煙配送中心的績效評價研究不是很多,僅有的研究成果中也只是停留在單周期靜態(tài)的評價上,由于這種評價手段只能對某一時間點(diǎn)進(jìn)行績效評價,難以觀察評價指標(biāo)的動態(tài)變化情況和發(fā)展趨勢,因此本文嘗試在卷煙配送中心的物流績效評價中引入動態(tài)評價模型,這種評價方式可根據(jù)實際情況對被評價對象賦予不同的時間權(quán)重,實現(xiàn)在不同時間點(diǎn)評價指標(biāo)變化的對比,更易發(fā)現(xiàn)卷煙配送中心在物流作業(yè)績效方面指標(biāo)變化的趨勢和存在的問題,使評價的結(jié)果更加趨于合理化。 首先,本文通過大量的資料分析并結(jié)合國家煙草局頒布的相關(guān)物流績效評價標(biāo)準(zhǔn),對卷煙配送中心的物流績效評價指標(biāo)進(jìn)行了分析解構(gòu),總結(jié)出了一套能夠被量化的績效評價指標(biāo)體系。 然后,本文通過引入“時間度”的概念,建立了針對于卷煙配送中心物流績效評價特點(diǎn)的動態(tài)評價模型,該模型可對不同時間點(diǎn)的指標(biāo)變化情況進(jìn)行比較分析,從而實現(xiàn)評價效果的對比。 最后,本文通過應(yīng)用動態(tài)評價模型對D市下設(shè)的6個卷煙配送中心的運(yùn)營作業(yè)情況進(jìn)行實例分析。結(jié)果證明,動態(tài)綜合評價模型能夠較好的對卷煙配送中心進(jìn)行績效評價,且評價方法簡單易行、評價結(jié)果科學(xué)有效,因此本研究具有一定的應(yīng)用價值和實際意義
[Abstract]:The tobacco industry is an important pillar of our country's finance and plays an important role in the national economy. As an important logistics node in tobacco supply chain, cigarette distribution center plays a key role in the smooth operation of cigarettes from tobacco industrial enterprises to consumers. Meanwhile, because of its transportation and warehousing functions, cigarette distribution can play an important role in increasing the value of cigarettes in space and time. Based on this, we should establish a comprehensive logistics performance evaluation system of cigarette distribution center, and select a reasonable evaluation method on performance evaluation of cigarette distribution center, in order to improve the operational efficiency and quality of the distribution center, so as to better cope with the increasingly complex external environment and tasks. At present, the research on performance evaluation of cigarette distribution center is not a lot of research results in only just stay in the evaluation of single period static, because only this evaluation means to evaluate the performance of a point in time, it is difficult to observe the dynamic changes and development trend of the evaluation index, this paper try to model the logistics performance evaluation in cigarette the distribution center is introduced in the dynamic evaluation, this evaluation method according to the actual situation of the evaluated object is given different weight time, realize the comparative evaluation index changes at different time points, more easy to find cigarette distribution center in the logistics performance index change trend and the existing problems, make the evaluation results more reasonable.
